Purpose of the job:

Under the direction of the Executive Headteacher and the Chief Operations Officer to lead and manage health & safety for the RMAT. Working in partnership with the Heads of School and the Premises teams to manage all aspects of the Trust’s academy properties including the upkeep, care, maintenance, security, health and safety and facilities management in line with statutory and regulatory requirements. Managing PFI contracts where applicable and risk management across all sites. To manage refurbishment expansion and other building advancements in terms of developing and implementing building projects. To ensure that students, staff and other users have a comfortable, clean, safe, well maintained environment in which to work or otherwise use the school and its facilities.

Duties and Responsibilities:

  • To provide specialist advice on all aspects of H&S and develop the RMAT Health and Safety strategy. This will include presenting complex information including legislative components to Leadership across the RMAT and the Trust Board where required.
  • To be a specialist adviser to Premises Managers and Heads of School across the RMAT to provide expert advice around Health and Safety and Facilities Management.
  • To produce regular and end of year Health and Safety reports and development plans based on measureable objectives, (including costings/financial implications) for individual school grounds, buildings, equipment (related to premises cleaning and maintenance) to meet identified curriculum needs and the needs of the users at each Academy, highlighting to Leadership any risk or areas of non-compliance as soon as reasonably practicable.
  • Keep up to date with H&S legislation and modern technologies in relation to the management of safety and risk within the RMAT. Advise the RMAT Leadership Team on how legislation and national guidance should be interpreted and applied in practice.
  • To ensure that the Safeguarding and Wellbeing of students, staff and visitors across the RMAT is paramount in lines with the responsibilities of the role.
  • To develop and implement the Business Continuity and Disaster Plans across the RMAT.
  • To be the Trust lead in working with the HSE Inspectors where necessary.
  • Assist in the root cause analysis for any incidents when required.
  • Monitor trend analysis for accidents and incident investigations across the RMAT.
  • To liaise with the Premises Managers, to ensure that lessons and other activities can take place without delay or disruption and that Health & Safety requirements are complied with in each Academy.
  • In liaision with the Director of Finance and the Head of School, assist in the management and monitoring of a number of premises related budgets, making appropriate changes to planned work/developments in the light of ongoing expenditure to stay within budget.
  • To agree with the Executive Headteacher/Chief Operating Officer/Head of School and thereafter implement a programme of ongoing maintenance and improvement/new work, identify the most appropriate resources, e.g. Premises Officers/external contractors to achieve timescales, best value for the school and make best use of Premises Team skills.
  • Ensure that Health and Safety is high on the RMAT agenda and is embedded in its day to day operational delivery. This will include planning and implementing latest ways of working.
  • Undertake and promote risk assessments (including those required for students with additional needs)and Health and Safety Audits relating to the school buildings and the school grounds, to ensure that students, staff and other users have a healthy and safe workplace or facility to use across the RMAT.
  • To liaise with and support the RMAT HR Team in relation to any issues relating to staff such as Risk Assessments and PEEPs etc.
  • Have an over sight across the RMAT of the Educational Visits and Off Site Educational Provisions in relation to Health and Safety providing advice and direction where necessary to ensure that they meet H&S and Safeguarding requirements.
  • To develop and oversee effective security systems and procedures throughout the building and premises (including security checks when the school is closed) liaising as necessary with Emergency Services and outside firms to maximum the security of the premises and its contents and to reduce likelihood of fire and opportunities for vandalism.
  • Identify and monitor training and development needs across the RMAT and ways of meeting these, ensure any concerns are dealt with appropriately and effectively, involving the appropriate Head of School or designated person where necessary, to encourage work of a high quality and to enable problems to be identified and resolved quickly. Develop and source training programmes to achieve the standards required across the RMAT.
  • To ensure the continuous improvement in the quality of standards of service, the cleanliness of the sites and maintenance of buildings and to offer sound advice to Leadership with reference to the site management.
  • Develop and implement school policies and procedures related to the Health and Safety/Premises function by working with the Trust Central Leadership team. This includes and is not restricted to the First Aid Policy, Managing Medicines Policy and Educational Visit’s Policy.
  • To ensure that fire alarms are checked across the RMAT in accordance with agreed schedules to ensure that the systems work in the event of fire, thereby reducing the risk of injury to students, staff and other users.
  • To take responsibility for overseeing the work of contractors in liaison with the Premises Manager and report as required.
  • Ensuring that any contractors or visitors on the RMAT premises are validated and have DBS checks in place where applicable in line with Safeguarding requirements, liaising with individual Premises Managers, PA’s and the HR Team as required.
  • To ensure that standards specified in the contract are adhered to and that Health and Safety requirements are complied with, to raise concerns with the contractor and to ensure that remedial action is taken.
  • To assist with and/or manage the preparation of tendering documents in conjunction with the Director of Finance, checking specifications, contract conditions and related documentation.
  • Manage PFI contracts where applicable across the RMAT, liaising with the management of the company provider and the Leadership team within the Trust.
  • To ensure that work carried out by staff and contractors is completed to specified high standards, meets deadlines and complies with safe working practices.
  • Lead on facilities and associated contract management for the Trust.
  • Lead on project and risk management across the Trust in liaison with the Leadership Team.
  • Regularly monitor and review the H&S across the RMAT in line with emerging legislation, updating as required to ensure the RMAT remains compliant.
  • Manage the Premises Teams across the RMAT deploying staff appropriately when necessary to support the functioning of individual academies. Working closely with Heads of School to ensure individual academy needs are met.
  • Have regular meetings with Premises Managers across the Trust to ensure that the management of the H&S and Facilities are running smoothly and to ensure compliance, providing direction, guidance and support as required.

Grounds Care

  • Ensure grounds care work undertaken by contractors etc is completed to a specified standard and that safe working practices are adhered to. Liaise with Premises Team and contractors as necessary.
  • Liaise with the Premises Team to ensure the clearing of paths, drains, gulliesand car park and in winter to ensure that gritting schedules are maintained and the school pathways remain safe for all users.
  • Liaise with the Premises Team to ensure grounds are kept in a tidy and safe condition.

Energy Systems

  • Ensure that recommended temperatures are maintained throughout the academies across the Trust.
  • To oversee energy conservation measures and to recommend strategies for
  • improving performance to secure value for money for the Trust, in line with financial tendering processes.

Emergencies

  • Ensure that Premises Managers liaise with you in the event of an emergency (eg. burst pipes, leaks, flooding, fires, break ins as appropriate. Directing Premises Managers and contractors as necessary.
  • Liaise as necessary with Emergency Services including calling in Emergency Services as required.

Health and Safety

  • To be the Health and Safety Coordinator for the academies within the RMAT, with complete management responsibility for Health and Safety Matters, directing Premises Managers as necessary.
  • To prepare and implement the school Health & Safety Policy to ensure that individual academies comply with Health & Safety legislation (including COSHH) and associated Codes of Practice and acknowledged good practice.
  • Ensure that the RMAT Health & Safety policy and other related policies are complied with in as far as it relates to Premises Management and Premises/Contractors’ staff, to ensure their safety and that of students, staff and other school users.
  • To carry out Health and Safety Audits across the RMAT in conjunction with Premises Managers and Heads of School to ensure the safety of students; staff and other school users.
  • To carry out duties placed on employees by Health & Safety legislation.
  • To ensure that mechanical aid, steps and other care-taking equipment are ina safe condition within individual schools, reporting any concerns to Leadership.
  • Report to the Head of School and Premises Manager any unsafe furniture or structural defect, or any teaching apparatus where noticed to be defective or non-compliant, providing support to rectify as soon as possible.

Any Special Conditions of Service:

There is a requirement to submit to an enhanced Disclosure and Barring Service (DBS) and other statutory employment checks prior to appointment. The role involves working across multiple sites across the Trust so a clean driving licence and business insurance is essential. There may be a need to work outside of Academy hours as required in line with the responsibilities of the role. The Trust operates a no smoking policy.
