Job Description for College Principal

Job PurposeTo be responsible for the College’s activities; to ensure its viability and continuation; to make proposals to the Corporation for approval concerning the character and mission of the College as embodied in its statement of purpose and to implement decisions of the Corporation.

Job Responsibilities

  1. To develop, together with the Corporation and stakeholders, comprehensive strategic plans to position the College successfully in a changing environment and to manage the College towards the achievement of such plan and objectives.
  1. To direct and manage the College as an institution, providing leadership to the staff and ensuring effective consultation and communication at all levels of management, and acting in such a way as to maintain the high reputation of the College locally and nationally.
  1. To ensure that the College follows best practice in all matters relating to equality, diversity and safeguarding through understanding and commitment, not merely statutory duty.
  1. To ensure that Colleges’ activities are compliant with the provisions of the Instrument and Articles of Government.
  1. To act as Chief Accounting Officer ensuring that the College is financially sound, ensuring that the funds made available to the College are used in accordance with the Financial Memorandum and that value for money is achieved in all disbursements.
  1. To prepare for the Corporation’s approval the annual estimates of income and expenditure, demonstrate the management of the budget within the estimates approved and ensure the implementation of proper and effective financial, planning and other management controls.
  1. To update the College’s Property Strategy, thereby enabling the appropriate development of its premises, facilities and infrastructure.
  1. To ensure that the Risk Management Plan is updated, to advise the Corporation of emerging risks and to take appropriate actions to minimise the likelihood and effects of such risks.
  1. To ensure the effective operation of the College’s Quality Assurance system and to submit annually to the Corporation the College Self-Assessment Report.
  1. To manage the appointment and grading of the staff within the framework for pay and conditions determined by the Corporation and when necessary implement the College’s Capability and Disciplinary procedures as they apply to members of staff.
  2. To inspire staff in the development of innovative approaches to curriculum delivery and outstanding teaching and learning strategies, fully embracing the opportunities provided by modern technology.
  1. To participate in personal and professional development and to encourage colleagues to do likewise.
  1. To provide effective liaison between the Corporation and those senior members of staff for whom they are directly responsible and keep it advised and informed on all important matters relating to the College’s governance.
  1. To ensure the maintenance of student discipline within the framework of the Student Code of Conduct and Disciplinary Procedures and, when necessary, ensure action is taken against students for breaches of the Code for behaviour and/or academic reasons.
  1. To ensure that communications with parents are regular and effective in supporting the development of students, and that they reflect positively on the College.
  1. To maintain and develop effective partnerships between the College, the local community and outside bodies, for example, the partner schools, the S7 consortium, local GFE Colleges, the Educational Funding Agency and Surrey County Council.
  1. To undertake any other duties that may be reasonably requested by the Chair and/or Corporation of the College.

Person Specification

The Corporation seeks to appoint a Principal who will provide not only a vision for the life and work of the College but also the professional leadership and managerial excellence to secure its continued success and improvement. That vision will respect the College’s traditions and ethos but address the need for change and development.

The following criteria will be used by the Selection Panel to determine the most suitable candidate for this post.
Qualifications / A good honours degree and/or evidence of other significant academic achievement and a record of continuous professional development.
A teaching qualification, e.g. P.G.C.E, B.Ed.
Knowledge and experience / Substantial experience as a senior manager in a college or school, and a proven track record of success in managing change and raising standards.
Detailed knowledge of the post-16 education.
A good understanding of the post-16 funding system methodology.
A good understanding of the Ofsted post-16 inspection system.
Experience of recruiting staff and dealing with personnel issues.
Knowledge of staff deployment and timetabling issues.
Experience of managing financial systems, budgets and physical resources, and a sound understanding of risk management procedures.
A full understanding of the issues and procedures relating to Child Protection, Safeguarding and Health & Safety.
Skills and aptitudes / A clear vision for the College, clarity in determining strategic objectives and the management skills needed to implement the strategy successfully.
Commitment to building, and sustaining, the College community and promoting equality and diversity.
Ability to develop a culture within the College which enables everyone to work collaboratively, share knowledge and understanding, celebrate success and accept responsibility for outcomes
Be a highly confident, and effective, communicator, even when dealing with complex and ambiguous issues.

Demonstrable understanding of, and commitment to, financial planning and management that will secure best value for the College.
