Hours:22.5 per week

Salary:circa £35,000 FTE (£21,283 actual)

Job summary:

The Finance & IT Manager is a senior management position reporting to the CEO and is responsible for ensuring that the charity meets its legal and financial obligations. The Finance & IT Manager assists the CEO to achieve the successful delivery of CASSCA’s strategic goals by actively contributing to the development and delivery of that strategy with particular responsibility for ensuring compliance with legal, governance, financial and budgetary controls.

Specifically the role oversees, directs, manages and controls CASSCA Finance, IT, equipment & premises and ensures that both the Operational Management and the Trustees have all the information and resources they require to efficiently and effectively manage the service.

Main tasks or accountabilities:

  1. To act as a member of the Senior Management Team (SMT) reporting to the CEO to ensure that CASSCA is managed in the most cost efficient and effective way and that jointly agreed proposals and reports are presented to the trustees, volunteers, staff and other stakeholders as appropriate
  2. To provide an accurate and timely financial service including setting, agreeing and monitoring budgets, forecasts, cash flow analysis management and financial accounts and advice to support both the Operational Management and the Trustees in the cost effective management of the organisation
  3. Process transactions on financial systems ensuring they are complete and accurate;
  4. Produce monthly management accounts for the Senior Management team and Board and provide assurance on the organisation’s financial position
  5. Produce accurate figures and other finance related information for the annual report and accounts
  6. Oversee the monthly payroll process ensuring it is accurate and that employees are paid on time
  7. Oversee third party payments ensuring they are made accurately and on time
  8. Complete and submit statutory and Citizens Advice returns within deadlines, including HMRC and Companies House
  9. Deal with company secretarial matters and provide advice and guidance on corporate governance issues
  10. Produce and maintain finance related policies and procedures
  11. Act as main contact for internal and external audit, co-ordinating activity and monitoring implementation of recommendations
  12. Co-ordinate risk management processes, ensuring risk registers are produced and maintained and produce reports for the Trustee Board
  13. Provide advice and guidance on procurement activity ensuring appropriate processes and procedures are in place and followed
  14. Ensure effective business continuity arrangements are in place and that staff are aware of their roles and responsibilities in the event of an incident
  15. Oversee the delivery of IT by the managed service provider ensuring issues and incidents are logged and resolved
  16. Support the managed service provider where required in resolving issues and incidents
  17. Produce and maintain IT policies and procedures
  18. Report to the Senior Management team on IT issues, providing reports on activity as required
  19. Manage and motivate staff to deliver their objectives
  20. In association and agreement with the CEO and the trustees ensure the organisation has effective, efficient, cost effective and user friendly IT, telephony and other equipment and premises which meets the current and long term operational requirements of the organisation, it clients and other stakeholders
  21. Act as a senior representative for CASSCA with external bodies with regards to legal, financial services regulatory and procurement matters working closely with the CEO to ensure the Organisation is presented in the best possible light and ensuring CASSCA gains appropriate, self-sustaining and favourable agreements and contracts

Professional Development

  1. Identify own training and development needs.
  2. Prepare for and attend supervision sessions / team meetings / staff meetings as appropriate.
  3. Keep up to date with policies and procedures relevant to the role and undertake appropriate training within guidelines issued by Citizens Advice.

Other duties and responsibilities

  1. Uphold the aims and principles of the Citizens advice service and its equal opportunities policies.
  2. Abide by health and safety guidelines and share responsibility for own safety and that of colleagues.
  3. Carry out any other appropriate tasks requested by the CEO, to ensure the effective delivery and development of the service.
  4. Provide general support for the Senior Management team as required, including provision of reports and information
  5. Support and actively engage in fundraising activities across Central and South Sussex Citizens Advice
