Job Summary:

This position is responsible for leadership direction and the overall operation and implementation of the YouthBuild program to ensure program goals and objectives are achieved.

Scope of Responsibility:

Directs a staff of approximately 6, is accountable for annual operational, department and program budgets of approximately $722,000.00, provides direct client services and oversees program that serves approximately 30-40 participants annually.

Essential Duties and Responsibilities:

1  Integrates YouthBuild program standards and objectives into sound operational practices.

1.1  Monitors overall program performance standards, participant involvement, and partnership agreements;

1.2  Participates in management team decisions;

1.3  Integrates program objectives through day-to-day relationships with staff and external business partners;

1.4  Evaluates program operations and performance outcomes to ensure objectives are being met and funding conditions are identified;

1.5  Researches, plans and implements new initiatives and programs related to youth employment;

1.6  Consults with internal and external professionals in identifying current youth employment trends and issues;

1.7  Identifies and coordinate in-service training needs and training appropriate for program participants;

1.8  Takes action to secure new funding and resources needed to grow, enhance and sustain programs;

1.9  Advocates for youth employment opportunities through involvement in national, state and local programs, committees and commissions;

1.10  Serves as a resource for staff and program participants;

1.11  Provides positive support and guidance to participants;

1.12  Provides crisis management, assessment and appropriate referrals for participants in crisis;

1.13  Oversees counseling services provided to participants by subordinate staff.

2  Coordinates overall maintenance of BI-CAP transitional housing units.

2.1  Maintains compliance with Rental Registrations for Transitional Houses in assigned areas;

2.2  Oversees all aspects of facility maintenance for Bi-CAP transitional houses.

3  Using independent judgment provides supervision and leadership to department personnel under the span of control.

3.1  Provide input and direction on the appropriate structure and staffing for the department under the span of control of the director;

3.2  Recommends personnel action on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control;

3.3  Set goals and objectives for others to work towards and monitors performance;

3.4  Provide daily work direction to full-time, temporary and intern workers;

3.5  Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees;

3.6  Encourages employee growth and development by providing or encouraging learning opportunities.

4  Manages the department and program budgets.

4.1  Provides informed input on matters relating to the annual operating and multi-year capital budgets;

4.2  Seeks grant funds for department purposes and works with finance department staff to account for grant fund uses;

4.3  Reviews year-to-date spending reports and monitors performance against plan during the entire budget cycle, making or recommending adjustments as necessary to achieve a desired balance at the end of the cycle;

4.4  Works to ensure the most cost effective alternatives are identified when planning expenditures;

4.5  Prepares requests for annual funding and presents requests to decision makers for approval.

5  Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.

5.1  Communications with others in the program to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs;

5.2  Regularly interacts with the public, vendors or across departments to exchange information as requested or as necessary to perform job duties and to achieve work-related objectives.

5.3  Responsible for effective negotiations with vendors or across departments in order to achieve work related objectives;

5.4  Communications include responsibility for maintaining relationships that are key to the function of Bi-CAP as an organization;

5.5  Serves a principal role in guiding or executing communications and establishing working relationships that affect the overall organization work environment;

5.6  Assumes responsibility for the completion of regular reports and presentations to the Executive Director, Board of Directors, and the Office of Head Start on program performance and outcomes;

5.7  Keeps immediate supervisor informed of all problems, unusual or extraordinary matters of significance coming to his/her attention so that prompt corrective action can be taken where appropriate;

5.8  Adheres to agency’s policies concerning data privacy.

6  Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

6.1  Knows and follows department and Bi-CAP rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;

6.2  Knows Bi-CAP’s AWAIR and Right to Know policies and procedures;

6.3  When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

7  Performs other duties and activities as assigned.

Minimum Qualifications:

The job requires a bachelor's degree in human services administration, business administration or related field or equivalent experience and 5 years experience in leading human services delivery programs and leadership experience in providing day-to-day supervision and work direction of staff. A valid driver’s license or other evidence of mobility is also required.

Knowledge, skills and ability include:

·  Knowledge of human service delivery systems focusing on youth employment;

·  Knowledge of governmental administrative practices including budgeting, purchasing, policy formulation and grant applications;

·  Knowledge of human resource management practices such as selection, training, discipline, delegation, etc.;

·  Ability to lead work groups in a manner conducive to efficient performance and high morale;

·  Ability to effectively communicate in both verbal and written forms including strong public relations, negotiations and presentation skills;

·  Ability to establish and maintain working relationships with others;

·  Ability to adheres to the agency's policy concerning data privacy;

·  Ability to meet the requirements of the Department of Human Services background study.

·  Must be unbiased toward low-income families and other racial and ethnic groups, and must have an appreciation of cultural diversity and differing values

Physical Demands & Working Conditions:

Most work is performed in a normal office environment. Position requires frequent sitting, occasional lifting, bending, twisting, kneeling and standing. The position also requires the ability to frequently lift 10 lbs and up to 50 lbs. on occasion. Occasional driving is required to attend meetings that may be located out of the service area and include an overnight stay. The job may involve meeting with and calming individuals that are emotionally charged over an issue.
