Purpose

The programme will work to achieve culture change for transformation and personalisation in the workforce of both the independent and statutory sectors. It will ensure that the workforce development implications in relation to emerging new roles and employers are defined and guidance for supply and delivery are available. It will promote the emerging Qualification Credit Framework and the changes in Social Care qualifications for personalisation and the transformed workforce and support the expansion and availability of apprenticeships in London. Integrated Local Area Workforce Strategies will be piloted and disseminated amongst the local authorities.

Outcomes / Success Measures
  1. Culture change in the workforce to support transformation and new type of service
  2. Business Development in the independent and third sector to enable delivery of transformed services – preparing leaders for the future
  3. Transformation is enabled through upskilled workforce
  4. Development of User-Led Organisations to enable them to engage in co-production or support individual service users as employers

2.2.2 Informing and engaging CEOs of Independent Sector Organisations to support them in transformation challenge /

2.3.1 Apprenticeship Programme /
  • Work with partners to deliver Dof H targets to increase numbers of apprenticeships
  • Work with new National Apprenticeship Service in London to raise profile of social care and needs in relation to apprenticeship development

2.4.1 To contribute to JIP work on ULO development in conjunction with Personalisation Work Programme See Programme 3 project 3.4.1 / In conjunction with the Personalisation programme support the active involvement of users and carers:
  • Enabling users and carers to inform development and future commissioning / market shaping eg. through contribution to JSNA
  • Authorities have arrangements in place to ensure effective user/carer participation in planning and delivering the local transformation
  • Support the creation of local ULO and CILs across London. Provide support to enable user led organisations to share and support practice.
