January 2009 compared with December 2008
Volume of retail trade up by 0.1% in euro area
Up by 0.6% in EU27

In January 2009, compared with December 2008, the volume of retail trade1rose by 0.1% in the euro area2 (EA16) and by 0.6% in the EU272. In December3 retail trade fell by 0.3% and 0.2% respectively.

In January 20094, compared with January 2008, the retail sales index decreased by 2.2% in the euro area and by 1.2% in the EU27.

Monthly changes

In January 2009, compared with December 2008, “Food, drinks and tobacco” dropped by 0.3% in the euro area,butrose by 1.2% in the EU27. The non food sector grew by 0.4% in both zones.

Among the Member States for which data are available, total retail trade rose in eleven and fell in five. The highest increases were observed in Romania (+13.3%), Portugal (+4.1%)and Finland(+3.0%), and the largest decreases in Lithuania(-11.9%), Latvia (-8.5%)andSlovakia (-4.9%).

Annual changes

In January 2009, compared with January 2008, “Food, drinks and tobacco” dropped by 2.4% in the euro area and by 1.5% in the EU27. The non food sector fell by 2.2% and 0.8% respectively.

Among the Member States for which data are available, total retail trade rose in six and fell in ten. The highest increases were observed in the United Kindom (+2.9%), PolandandSweden(both+1.9%),and the largest decreases in Latvia (-19.8%), Lithuania(-15.2%) andEstonia(-12.9%).

These first estimates come from Eurostat, the Statistical Office of the European Communities.

From January 2009 onwards, data for retail trade are published according to a new classification which entails, amongst other changes, the inclusion of the sales of automotive fuel in the total retail trade aggregate5. At the same time, indices are calculated and presented with 2005 as a new base year. See annex for more details.

The seasonally adjusted euro area and EU series are calculated by aggregating the working day adjusted series from individual Member States and performing an adjustment for seasonal effects on these series. Therefore the European seasonally adjusted figures for total retail trade are based directly on the working day adjusted series coming from the Member States and not on an aggregation of the seasonally adjusted indices from the Member States. The euro area and EU seasonally adjusted growth rates might differ from the weighted growth rates of the individual Member States. This procedure also implies that the aggregation of total retail trade is not directly based on the published details (food, non-food, fuel).

  1. The euro area (EA15) consisted of 15 Member States up to 31 December 2008: Belgium, Germany, Ireland, Greece, Spain, France, Italy, Cyprus, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia and Finland. From 1January2009 the euro area (EA16) also includesSlovakia.

The EU27 includes Belgium (BE), Bulgaria (BG), the Czech Republic (CZ), Denmark (DK), Germany (DE), Estonia (EE), Ireland (IE), Greece (EL), Spain (ES), France (FR), Italy (IT), Cyprus (CY), Latvia (LV), Lithuania (LT), Luxembourg (LU), Hungary (HU), Malta (MT), the Netherlands (NL), Austria (AT), Poland (PL), Portugal (PT), Romania (RO), Slovenia (SI), Slovakia (SK), Finland (FI), Sweden (SE) and the United Kingdom (UK).

As part of Eurostat's guidelines for the dissemination of data when the EU or euro area is enlarged, the aggregate data series commented on refer to the official composition of the euro area in the most recent month for which data are available. Thus News Releases with data for months up to December 2008 commented on EA15 series, while Releases with data for January 2009 onwards comment on EA16 series.

  1. Data of previous months have been revised compared to those issued in the News Release 17/2009 of 4 February 2009, when the figures published for December 2008 were 0.0% in both the EA16 and the EU27 for the monthly variations, and
    -1.5% in the EA16 and -0.8% in the EU27 for the annual variations.

  1. The new aggregate for total retail tradenow includes the retail sale of automotive fuel in specialised stores in addition to food and non-food. Eurostat also continues to produce data for total retail trade excluding automotive fuel, which is comparable to the previously published total retail trade aggregate.
  2. Eurostat has estimated series in the new classification for those Member States who have not yet supplied data for January 2009.

Annex: New activity classification and base year introduced
in Short-term business statistics

In order to improve the quality of Short-term business statistics (STS), and starting with the publication of data for the reference month January 2009, STS indicators are published by Eurostat using a new classification (NACErev2) and with a new base year (2005=100).

The five STS indicators regularly covered by Eurostat News Releases are: retail trade turnover, industrial producer prices, industrial production, production in construction and industrial new orders. Data for January 2009, will be published progressively through March 2009.

In the case of retail trade, the most obvious change brought about by the introduction of the new NACE is the inclusion, in addition to food and non-food, of the retail sale of automotive fuel in specialised stores (previouslythis was included in motor trades). Eurostat also continues to produce data for total retail trade excluding automotive fuel, which is comparable to the previously published total retail trade aggregate.

For the retail trade of food, drinks and tobacco, the breakdown into sales in non-specialised or specialised stores is no longer published in the News Releasebut continues to be available on Eurostat's web site. In the case of the retail trade of non-food products (except automotive fuel), part of its breakdown has remained virtually unchanged (textiles, clothing, footwear, and pharmaceutical and medical goods) while the other components have undergone more important revisions.

Simultaneously with the change in the classification, the base year for the indices has been updated from 2000 to 2005 in order to reflect a more recent economic structure. The individual Member States' shares in the euro area and the EU can be found in the tables below.
