POLICE TRAINING COLLEGE

The Passing Out Parade (POP) of the 10th Batch of Assistant Commissioners of Police was held this morning at Police Training College (PTC), Jharoda Kalan. In all, nineteen (19) police officers, including two (2) women officers successfully completed their training and took part in the POP. Of these sixteen belong to the Delhi, Andaman & Nicobar Islands Police Service (DANIPS) and three belong to the Pondicherry Police Service (PONDIPS). The Commissioner of Police took the salute at the parade in which eighteen platoons of trainees of Police Training College took part. The parade was commanded by Deepak Yadav, Asstt. Commissioner of Police (Probationer).

Welcoming the Commissioner of Police and other seniors of the Delhi Police, Sh. S N Shrivastava, Spl. Commissioner of Police/Training gave a brief training report regarding mental, physical and overall development of the probationers during their one year training at PTC. New initiatives such as “Bharat Darshan”, visits to Parliament & to FSL, and introduction of Commando Course were the highlights of the training of the current batch in addition to adapting the syllabus to cover current needs of police officers such as combating cyber crimes, handling of media and improving police-public interface.

Addressing the graduating officers, the Commissioner of Police, welcomed them to the extended family of police officers worldwide in general and to their respective cadres in particular. He urged them to adopt best practices of policing by imbibing a spirit of service to the general public with special emphasis on providing relief to marginalized groups, senior citizens and other vulnerable sections of society. He made particular mention of the ‘YUVA’ initiative of Delhi Police to harness and channelize the youthful energy of school drop outs and unemployed youth into socially productive behavior, development of their physical and mental abilities, and at the same time preventing their foray into a world of crime.

He lauded the efforts of police officers for introducing ‘Jan Sampark’, a police public interface wherein senior officers will be available to the general public in a public forum for on the spot redressal of their grievances.

The Commissioner of Police gave away trophies to the officers as follows and was happy to note that the women officers had garnered top honors including All Round Best Officer and All Round Runner-up trophies.

After the parade, the Commissioner of Police inaugurated the PTC Subsidiary of the Central Police Canteen in the Shopping Complex of PTC. He lauded the officers of PTC for undertaking this welfare measure for the staff and stated that such initiatives will help police personnel and their families to get quality goods at reasonable prices.

The Commissioner of Police, the Special Commissioner of Police/Admn. and other senior officers planted trees as part of the monsoon season tree plantation drive in the current year.

A GANG OF DESPERATE SNATCHERS CUM AUTOLIFTERS BUSTED

The staff of Police Station Moti Nagar, West District has busted a gang of desperate snatchers cum autolifters. Two gang members and one receiver was arrested. The gang was headed by one dreaded snatcher namely Mohd Salman. More than one dozens of incidents of snatchings have been solved. One Stolen Motorcycle, 8 snatched mobile phones, two laptop chargers etc were recovered.

Information and Operation

Keeping in view the recent incidents of snatchings & MV Thefts in West Distt., Insp. Rajkumar/SHO Moti Nagar has been assigned the task to collect intelligence about the criminals indulging in these type of crimes. Team of Police Station Moti Nagar visited the scenes of crime and met victims. Through secret sources, it has come to notice that one noted snatcher namely Mohd. Salim has organized a new gang and is continuously committing snatchings in Delhi. The gang mostly uses the stolen motorcycles to commit snatchings. On this information, sources were deployed to collect intelligence about the latest activities and probable hideouts of the gang. On 13.05.2012, specific information was received to SHO/Moti Nagar that the gang members will come through under Zakhira Fly Over on a stolen motorcycle. On this information, a raiding party under the supervision of Eish Singhal / ACP- Rajouri Garden consisting of Inspr. Rajkumar/SHO Moti Nagar, ASI Ishwer Dayal, HC Narendra, HC Randhir,, HC Dharmender, HC Hari Ram, Ct Zunaid was constitutedand a trap was laid under Zakhira Fly Over . At about 03.40pm one pulsar motorcycle bearing number plate DL-4SAY-3956 came from Inder Lok side towards Rama Road, Moti Nagar, Delhi which was intercepted by the help of barricading on the instance of secret informer. Three persons were riding on this motorcycle. They were asked to produce the papers of motorcycle but they could not produce any paper of the motorcycle. On verifying this motorcycle was found to be stolen from the area of PS- Norrth Rohini vide FIR No. 262/10. On interrogation they disclosed their names as (1) Mohd. Salman S/o Late Mohd. Izazul Haq R/o Darbhangia Jhuggi, Aman Park, Delhi (2) Pramod @ Sultanpuri S/o Shyam Lal R/o Gali No.-2 Rampura, Punjabi Bagh, Delhi & ( 3) Kanhiya Lal S/o Shri Jawahar Prasad R/o Village- Panki Power House, PS- Panki, Distt- Kanpur, UP. Kanihia is a reviver of the booty and was driving the stolen motor cycle.

DISCLOSURE & MODUS OPERANDI

During interrogation Mohd Salman and Pramod disclosed that they belong to a poor economical back ground and their parents are having hand to mouth livelihood. They entered in to the world of crime at a very early age. Initially they started committing petty thefts and were never caught due to this they became emboldened and started committing snatchings. They were in need of one two wheeler to commit this crime so they had stolen a pulsar motorcycle from the jurisdiction of PS- North Rohini, Delhi. They used to divide the booty in equal ratio. Kanhiya Lal hails from Up he came in Delhi for driving but he was not satisfied from this income so he started to buy the stolen property.

Staff involved in the good work is being rewarded suitably.

GANG OF ROBBERS BUSTED

The staff of PS Vikas Puri, West District has busted a gang of robbers by arresting three robbers namely (1) Alam S/o Mr. Rasul Azam (2) Lalit Kumar S/o Sh. Bhoja Ram and (3) Vijay Kumar S/o Sh. Chander Singh by local police of PS Vikas Puri busted a gang of robber.

PROFILE OF ACCUSED PERSONS

1. Alam (28 Yrs.) S/o Mr. Rasul Azam R/O Plot No. 14, Kh No. 65/10, Gali No. 26, Nangli Vihar Extn., Delhi was the master mind of the crime. He works as a caterer and waiter and during off season he works as a welder.

2. Lalit Kumar (31 Yrs.) S/o Sh. Bhoja Ram R/o RZ-56B, Indira Park, Uttam Nagar, Delhi is the accomplice of Alam S/o Mr. Rasul Azam in the above said crime. He owns a Spare Parts shop namely Lucky Automobiles in Sakravati, Najafgarh and works as property dealer.

3. Vijay Kumar (32 Yrs.) S/o Sh. Chander Singh R/o RZ-126, Indira Park, Uttam Nagar, Delhi was another associate in the above crime and works as property dealer.

RECOVERY MADE

1. One Lancer Car Reg. No. DL -7SM 0006.

2. Total Cash worth Rs. 82000/-.

TEAM AND INVESTIGATION

A sensational robbery case has been worked out within a couple of hours by Local Police of PS Vikas Puri under the able supervision of ACP Vikas Puri, SHO Vikas Puri and Insp. ATO which was well supported by other team members on 11.07.2012. Three persons came in a Lancer Car No. DL-7SM 0006, one of them got down from the car and robbed a bag containing Rs. One lakh and two mobile phones from one Mr. Rahmat Ali S/o Sh. Chhida Ali R/o A-113, Street No.3, Prem Vihar, Nangli Dairy, Delhi near Janak Puri West Metro Station. Rehmat Ali made a PCR call on which Local police reached the spot. Rehmat Ali identified one of the accused as Alam whom he had seen in his area. A case of robbery vide FIR No. 189/12 U/S 392/411/34 IPC dated 11-7-12 was registered at PS Vikas Puri. Immediately, a team under the supervision of ACP Vikas Puri Sh. P.C. Mann including SHO Vikas Puri Inspr. Santosh Kumar, ATO Inspr. Rajiv Gunwant, SI Roshan Lal, SI Pawan, HC Rishi, HC Rakesh, Ct. Yogesh, Pawan and Ramavtar rushed to the residence of Alam and a trap was laid and on the identification of complainant Alam was apprehended and robbed cash Rs. 75,000/- was recovered. Later on Alam’s co-accused Lalit and Vijay along with Lancer Car were apprehended near Tilak Pul, Janak Puri and Rs. 10,000/ of the robbed cash and robbed mobile were recovered from their possession. During interrogation, Alam revealed that he got information from other waiters that the complainant Rahmat Ali supplies water to various caterers and his daily collection is nearly Rs. 1, 00,000/- , so he decided to rob him. He knows that the complainant usually gets down at Janakpuri Metro Station. So they assembled there and looted him. Unfortunate for them, Alam was identified by the complainant. The robbery case was solved within an hour of occurrence of the crime.

CHEATING RACKET OFFERING BIG LOANS AT LOW RATE OF INTEREST BUSTED :

ONE ARRESTED

With the arrest of one Mahesh Kumar Thapar, aged about 52 years s/o Amarnath r/o E-54/B, Peera Garhi Camp, New Delhi, Central District police has busted a cheating racket wherein several people were cheated by him on the pretext of granting of loan at low rate of interest. The accused person had earned several lacs of Rupees from gullible persons by charging them Rs. 40,000/- to 50,000/- for each loan. This racket was being run since October 2011.

INCIDENT

On 01-05-2012, one Indumati w/o Sh. Sunil Jha r/o 16/1365-E, Bapa Nagar, Arya Samaj Road, Karol Bagh, Delhi had reported to the Police Station Karol Bagh and lodged her complaint alleging therein that she had been cheated by one unknown person of Rs. 45,000/- by falsely promising her to grant loan and the accused failed to provide her the promised loan and also refused to return the amount paid to him by the complainant. In view of the above, a case vide FIR No. 68/12 u/s 420 IPC dated 01-05-2012 was registered at Police Station Karol Bagh and investigation was taken up.

A team consisting of Inspr. Ram Mehar Singh, SHO/Karol Bagh, Insp. A.T.O, Brijesh Mishra, SI. Manish Kumar, HC Shailesh Kumar, HC Ravinder Kumar and Ct. Navneet under the close supervision of Ms. Vijayanta Arya, ACP/Karol Bagh.

INVESTIGATION

The complainant Indumati was interviewed at length. She disclosed that on 21-02-2012, she had read an advertisement in Prabhat Khabar, News Paper regarding loan from Exim Bank. On this, she contacted the Executive of Exim Bank through Mobile phone which was mentioned, in the advertisement. The Bank Executive asked her to send her ID proof and some other documents through E-mail. After that, the Bank Executive asked her to deposit Rs. 6,000/- in the account No. 6256000100022073 of Punjab National Bank. After sometime, she received a call, who introduced himself as RBI Executive that Rs. three lacs loan amount has been passed in her favour and further directed to deposit Rs. 18,000/- and Rs. 8,000/- in the Bank Account given by him earlier. She was further directed to deposit Rs. 13,000/- in another account of State Bank of India. She deposited total of Rs. 45,000/- in the given Bank accounts on the pretext of loan amount but the loan was not granted. But after sometime, the accused persons switched off their mobiles.

INVESTIGATION

During thorough and painstaking investigation, it was found that Rs. 45,000/- given by the complainant to two persons namely Ved Parkash and Pappu Chauhan were credited in their accounts at Punjab National Bank, Hajipur, Bihar and State Bank of India, Patna respectively. Later on, it was revealed that the amount was further transferred to different accounts at Punjab National Bank, Rohtak and Punjab National Bank, Amritsar. During investigation, it was revealed that the account of Punjab National Bank Rohtak was started with fake ID and another account at Punjab National Bank, Amritsar was correctly identified along with account holder namely Gurpreet, who was thoroughly interrogated and it was revealed that he handed over his ATM card along with other documents and PIN No. to one person namely Mahesh Kumar Thaper. Accused Mahesh Kumar Thaper took above documents from Gurpreet with a promise that he would help him to send him abroad and for this purpose, big transaction is necessary in the account of Gurpreet. Finally, Gurpreet agreed and handed over these documents to accused person.
