JACKSONVILLE CITY COUNCIL
TRUE COMMISSION
AUDIT COMMITTEE MEETING MINUTES
June 26, 2014
3:30p.m.
City Council Conference Room B
Suite 425, City Hall
117 W. Duval Street
Attendance: Committee Members Patti Anania (Chair), Diane Brown, Joe Andrews, Pat Schorr
Excused: John Campbell, George Spencer
Also: Jeff Clements – City Council Research; Tommy Carter – Council Auditor’s Office
The meeting was called to order at 3:03 p.m. by Chairwoman Anania and the attendees introduced themselves for the record.
#750 – Sunshine Law compliance report
Chairwoman Anania read Commissioner George Spencer’s report into the record. The report found that overall compliance with the Sunshine Law regulations was good with a few minor exceptions that are correctible by reinforced training on the regulations.
Motion: the Audit Committee recommends that the TRUE Commission accept Report #750 without comment – approved.
#751 – EMS Billing and Inventory Control Audit
Commissioner Brown volunteered to lead the review of the audit. Staff was requested to invite a representative of the Fire and Rescue Department to the committee’s September meeting to discuss the audit and the department’s response. The group was interested in knowing if Fire and Rescue Department and Sheriff’s Office employees are subject to drug testing at the time of initial hiring and/or randomly thereafter. Commissioner Andrews suggested that the committee may want to take a broader view and consider whether the EMS function should continue to be performed by the City or should be privatized as has been suggested in the past.
#748 – Quarterly Budget Summary for the 3 Months Ending March 31, 2014
Commissioner Campbell has been assigned this review and intended to present his findings today, but was tied up at work and could not be present for the meeting. He will make his presentation at the July 31 meeting.
There being no further business, the meeting was adjourned at 3:48 p.m.
