Minutes from the Meeteetse Town Council meeting held on January 6, 2016.

Mayor Bill Yetter called the meeting to order at 7:00 p.m.

Mayor Bill Yetter led the Council and audience in the Pledge of Allegiance.

Councilman Yockey made a motion to approve the minutes of December 9, 2015, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to approve the minutes of Annexation Hearing 829 Water Street December 9, 2015, seconded by Councilman Yockey. All voted aye, motion carried.

Councilman Yockey made a motion to approve the Financial Statement for December 31, 2015, seconded by Councilwoman Trask. All voted aye, motion carried.

ADDITIONS TO THE AGENDA

CITIZENS, DELEGATIONS, PETITIONS, & COMPLAINTS:

COMMITTEE REPORTS:

  1. Emergency Management- No report.
  2. Garbage Collection- Shawn stated everything is going good. The garbage truck had a hydraulic leak that was fixed.
  3. Meeteetse Visitor Center – No representative present.
  4. MCFJPB –Councilman Yockey reported that the board is still trying to get the UV System fixed.
  5. Park County Travel- No representative present.
  6. Police Report- Deputy Randol reported there is nothing really going on. There are some ongoing investigations occurring.
  7. Recreation- Councilwoman Trask reported that everything is going pretty well and we need more snow for the ski trails.
  8. Recycling-Shawn reported all recyclables were taken over right before Christmas and that Powell Valley Recycling is working on looking into asking Cities and Towns for support to continue the service.

i.  Safety – Shawn reported that there are a couple of street lights out and the sidewalk by the school is very icy.

  1. Sewer- Nothing to report.
  2. Streets & Alleys- Shawn reported everything is good with the streets. Shawn did take the grader out to clean the gutter by the school and may have to do it again.
  3. Water- Shawn reported that in the next couple of weeks they will do a CIP and that generator is in Casper.

PLANNING & ZONING COMMISSION:

Meeteetse Mercantile: Councilman Yockey reported that he had talked with Dan and Karen Ochsner, but there is not plan at this point in time.

Councilwoman Fech made a motion to approve Bank of the West-Meeteetse Branch for the Depository, seconded by Councilman Yockey. All voted aye, motion carried.

Councilman Yockey made a motion to approve Wells Fargo, Big Horn Federal, and First Bank of Wyoming for the Investments Depositories, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Trask made a motion to appoint Bill Yetter, Sharon L. Fech, Angela R. Johnson, and Ronee Hogg as signatories for the Town of Meeteetse Bank Accounts, seconded by Councilman Yockey. Councilwoman Trask, Councilman Taylor, and Councilman Yockey voted aye, Councilwoman Fech abstained, motion carried.

Councilman Yockey made a motion to approve the Cody Enterprise as the official advertiser for the Town of Meeteetse, seconded by Councilman Taylor. All voted aye, motion carried.

Councilman Yockey made a motion to re-appoint Wayne Potas, Byron Bennett, Winfred Orrell Jr., Joe Wagers, George Weiser, and Ex Officio Mayor Yetter for the Town of Meeteetse Planning and Zoning Commission, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to appoint Jim Yockey as a Town of Meeteetse representative for the Meeteetse Community Facilities Joint Powers Board, seconded by Councilman Taylor. Councilwoman Trask, Councilwoman Fech, and Councilman Taylor voted aye, Councilman Yockey abstained, motion carried.

Councilman Yockey made a motion to approve the Meeteetse Roping Club Rodeo Grounds Use Agreement for 2016 including waiving the user fee, Schedule of Use as follows: May 1, 2015- October 1, 2015 M, W, F – 5:00-10:00 pm, & Saturday & Sunday, seconded Councilwoman Trask. All voted aye, motion carried.

Councilman Yockey made a motion to approve the RESOLUTION NO. 2016-1 -A RESOLUTION REGARDING THE DISCHARGE OF UNCOLLECTIBLE DEBTS OWED TO THE TOWN OF MEETEETSE, seconded by Councilwoman Fech. All voted aye, motion carried.

Councilman Yockey made a motion to approve the Meeteetse Roping Club’s request for pasture for the roping steers for 2016, seconded Councilman Taylor. All voted aye, motion carried.

Councilman Yockey made a motion to adopt ORDINANCE 2016-1 ANNEXATION 829 WATER on the first reading, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilman Yockey made a motion to table the discussion on the large item disposal until after a work session could take place, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to approve a burn permit for Fred Huppert to burn the slash pile at the log yard contingent upon burn conditions and prior notice with a 24 hours expiration, seconded by Councilman Yockey. All voted aye, motion carried.

Councilman Yockey made a motion to adopt ORDINANCE NO. 2016-03 AN ADDENDUM TO ORDINANCE NO. 112- Black Hills Energy- New Franchise Fee Collection Date- March 1, 2016 on the first reading, seconded by Councilwoman Trask. All voted aye, motion carried.

The Town would appreciate if you would please haul your Christmas trees to brush pile at the Rodeo Grounds.
