Assignment of Telex Destination Code (TDC) andTelex Network Identification Code (TNIC)

Note from the TSB

At the request of the Administration of Panama, the Director of the TSB has assigned the additional telex destination code (TDC) “378”* including the telex network identification code (TNIC) “PP”* to this country, in accordance with ITU-T RecommendationsF.69 and F.68.

Communication of 12.VIII.2002:

New Telecommunications Numbering Plan for Kenya

The Communications Commission of Kenya (CCK), Nairobi, announces a few amendments in the implementation schedule of the New Telecommunications Numbering Plan, which was unveiled earlier this year. The changes have been occasioned by the need to introduce a period of parallel running of the old and the new area codes in response to suggestions from network operators and others interested parties. As indicated in tables 1 and 2 below, the cutover date for parallel running of the area codes has now been deferred to 7 December 2002, with a commencement date of 7September 2002. The period of parallel running will, therefore, last three months.

The introduction of a new numbering plan was necessitated by the liberalization of the telecommunications sector in Kenya, which resulted in an unprecedented growth of telecommunications services in the country. The growth has created a huge demand on the telecommunications numbering resource.

The expectation of more entrants in the market also created a compelling need to revise the previous numbering plan. Entry of other operators in the market is expected to lead to the realization of the Government’s objective of ensuring that rural and other less economically lucrative areas are adequately served. Incumbent operators, future entrants and end users require equal and non-discriminatory access to telephone numbers.

Highlights of the New Numbering Plan

The highlights of the new numbering plan are as follows:

The country has been divided into areas, and each area has been assigned a unique two-digit area code.

The access codes for mobile networks have been standardized to three digits. The cellular mobile subscriber number, however, remains at six digits.

The subscriber number for fixed networks, which currently varies in length between four, five and six digits, will be standardized to seven digits.

In anticipation of a telecommunications multi-carrier environment, short codes in the range of 1XX have been introduced to facilitate the selection of the preferred carriers by the subscribers.

Short codes for essential services are in the range of 9XX.

All international calls destined for Kenya shall be standardized to twelve digits.

1.Dialling Format

1.1Incoming calls

Callers calling Kenya from any country outside East Africa will dial +254 NN XXX XXXX (a maximum of twelve decimal digits).

Callers calling Kenya from Uganda and Tanzania will dial 005 NN XXX XXXX.

Callers within Kenya making calls from one area code to another will dial 0NN XXX XXXX.

Callers within Kenya making calls within the same area code will dial XXX XXXX.

Where:

+is the international prefix of the respective country,

254is the country code for Kenya,

NNis the national destination code (area code),

XXX XXXXis the subscriber number,

0is the national prefix,

005is the access code to Kenya within the East Africa (i.e. from Uganda and Tanzania)

1.2Outgoing calls

Callers in Kenya making outgoing calls either to the East African countries or to other international destinations shall continue calling using the existing dialling formats and prefixes.

2.Implementation schedule

The new telecommunications numbering plan will be implemented in three phases as indicated below:

2.1Phase 1: Changeover date: 30th June 2002

The Mobile National Destination Code (MNDC) of Safaricom Limited changed from 072 to 0722 from March 2002. However the existing numbers on 072 co-existed in parallel with new numbers on the new MNDC 0722 up to 30 June 2002. Voice announcement replaced the co-existence until 30 September 2002.

2.2Phase 2: Change over date: 7th December 2002

The National Destination Codes (area codes) will be standardised to two digits. Details of the new area codes and the affected subscriber numbers are given in Table 1 hereafter.

2.3Phase 3: Changeover date: 30th July 2003

The subscriber number length shall be standardized to seven-digits in Nairobi and Mombasa. Details of the new subscriber numbers are given in Table 2 hereafter.

The rest of the country shall gradually change subscriber number length in existing exchanges to seven digits during modernization and expansion of switches. The affected subscribers will be advised accordingly. New exchanges shall be assigned telephone numbers from the new numbering plan.
