Proposals for celebrating the tenth anniversary of the Convention
SummaryIn its resolution 3.GA 10,the General Assembly of the States Parties invited the Committee to consider ways of celebrating the tenth anniversary of the Convention and to submit to it at its fourth session in June 2012 a programme and schedule of events planned for this celebration.
Decision required: paragraph 10
- In its resolution 3.GA 10, the General Assembly of the Convention for the Safeguarding of the Intangible Cultural Heritage took note that the tenth anniversary of the Convention in 2013 will be an occasion for the international community to conduct an initial assessment and to identify the main challenges, constraints and opportunities related to the implementation of the Convention. It further invited the Committee to consider at its future sessions the modalities of this celebration, and to submit to it at its fourth session in June 2012 a programme and timetable for the celebration.
- By decision 5.COM 14, the Committee invited the States Parties to consider how the tenth anniversary of the Convention could be celebrated at local, national, regional, subregional and international levels and to submit to the Secretariat information on events and activities they would like to develop and carry out.
- The Committee considered that Chapter IV.1 of the Operational Directives describes a multitude of ways in which awareness could be raised locally, nationally, as well as internationally and that the anniversary will also be an occasion to organize activities in order to raise awareness of the importance of the intangible cultural heritage. In the same decision,it encouraged the participation of communities and intangible cultural heritage bearers in these celebrations, and invited category 2 centres and NGOs to join in the celebrations and to contribute to the widest possible dissemination of this event.
- Finally, the Committee requested the Secretariat to submit to it at its sixth session in 2011 a programme and schedule for the celebration of the tenth anniversary of the Convention, comprising the various activities to be undertaken by the States Parties.
- In accordance with decision 5.COM 14, the Secretariat of the Convention invited States Parties, category 2 centres and NGOs, by letter dated 8February 2011, to submit information on events and activities they wish to develop and carry out on the occasion of the celebration of the tenth anniversary of the Convention.
- At the time of this writing,24 States Parties and one category 2 centre responded to this consultation. Contributions may be found on the website of the Convention The main lines of action that emerge are:
a.organizing national and international conferences concerning the assessment of the implementation of the Convention and its prospects
b.organizing workshops, conferences and outreach events for young people, students and professors of higher education, staff of museums and cultural institutions
c.organizing communication events about inventories of the intangible heritage
d.organizing festivals
e.organizing exhibitions
f.producing publications, including translations of the Operational Directives in national languages
g.producing films
h.organizing competitions
i.media awareness
- A tentative schedule of events is annexed below. It will be included in an interface dedicated to the tenth anniversary on the website of the Convention allowing States to regularly update itas and when planned events are concretized, specifying the dates, programmes and relevant information.Photographic elements and reference materials will also be integrated, allowing the sharing of information internationally. This interface will be developed during the first half of 2012, and explanations will be sent to States Parties to enable them to integrate their contributions, including media coverage and safeguarding results.
- The tenth anniversary will be an opportunity for States Parties to effectively implementChapter IV.1 of the Operational Guidelines.Given the central role played by the bearers of intangible cultural heritage and communities in safeguarding their own heritage, the anniversary offers States Parties an unprecedented opportunity to involve communities actively in planning and organizing various outreach activities, such as media campaigns, exhibitions, festivals, and to promote formal recognition of bearers and practitioners of intangible cultural heritage.
- The Secretariat itself intends to create an exhibition on intangible cultural heritage and its contribution to sustainable development, which could be made available to States Parties in digital form from the beginning of 2013.It could bepresented during the last three months of 2013 on the fence around UNESCO Headquarters to close this year of celebration.Extrabudgetary contributions would be required to complement Regular Programme funds.The Secretariat may also be associated with selected events organized by States parties.
- The Committee may wish to adopt the following decision:

- RecallingResolution 3.GA 10,
- Further recalling Decision 5.COM 14,
- Takes noteof the schedule and preliminary programme for the tenth anniversary of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage;
- Commends those States Parties that have planned activities to celebrate the tenth anniversary of the Convention for the Safeguarding of the Intangible Cultural Heritage and encourages States Parties that have not yet done so to plan and implement activities for the celebration of the anniversary;
- Invites States Parties and any other donor to support the creation of an exhibition on intangible cultural heritage and its contribution to sustainable development, so it can be made available to States Parties at the beginning of 2013 and presented on the fence around the UNESCO Headquarters, by making voluntary supplementary contributions to the Intangible Cultural Heritage Fund;
- Takes further notethat the Secretariat will establish an interface dedicated to the tenth anniversary on the website of the Convention allowing States to regularly update it, facilitating information sharing at the international level.
