Admission of observers

Decision required: paragraph 5

1.In conformity with Rule 8 of the Committee’s Rules of Procedure concerning ‘other participants’ at its sessions, those who may attend as observers include the States Parties to the Convention which are not Members of the Committee (Rule 8.1) as well asStates not party to the Convention which are Member States of UNESCO or of the United Nations, Associate Members of UNESCO, Permanent Observer Missions to UNESCO and representatives of the United Nations and organizations of the United Nations system (Rule 8.2).

2.The Committee may also authorize intergovernmental organizations other that those referred to in Rule 8.2, public or private bodies and private persons, with recognized competence in the various fields of ICH, to attend its future sessions as observers, upon their writtenrequests (Rule 8.3). By its Decision 4.COM 4, the Committee decided to authorize the participation, as observers, in the fifth, sixth and seventh sessions of the Committee of thirteen entities as listed in paragraph 7 of the decision. Of these entities, two have since been accredited as non-governmental organizations by the General Assembly at its third session.

3.In addition, in application of Rule 8.3 of the Rules of Procedure, the following entities and private persons have made a written request to attend the future sessions of the Committee as observers:

  1. By its Decisions 4.COM 16 and 4.COM 17, the Committee appointed examiners for the List of Intangible Cultural Heritage in Need of Urgent Safeguarding nominations for 2010 and the International Assistance request greater than US$25,000. In total, the Committee called upon twelve examiners for six files. In conformity with Article 8.4 of the Convention for the Safeguarding of the Intangible Cultural Heritage and Rule 7 of the Committee’s Rules of Procedure, these examiners have been invited to attend the fifth session of the Committee to be consulted on specific matters. Those who have responded to this invitation are:
