WEIGHT & MOMENT REPORT

1.0ABSTRACT:

1.1This item describes the requirements for the Contractor to provide a Weight & Moment Report listing all the weight and moment changes to the ship.

5.0NOTES:

5.1The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s including but not limited to GTR’s 1 through 7, 22, 23, 24, 28, and 29.

5.2The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.

6.0QUALITY ASSURANCE REQUIREMENTS: NONE

7.0STATEMENT OF WORK REQUIRED:

7.1Provide a detailed weight report 2.2.1 listing all weight additions, removals and relocations on the ship, including the associated centers of gravity, as result of the work performed in the course of this contract period of performance. Changes in buoyancy must also be reported.

7.1.1Account for all weight changes:

7.1.1.1Small weights (less than 0.1 long ton (224 lbs.)) may be combined and estimated.

7.1.1.2Document weights by actual weighing, using a manufacturer’s catalog weight, calculating or estimating.

7.1.1.3Account for items at the component level. For systems normally containing liquids (piping, machinery with sumps, etc.) report the weight of liquid in the system separate from the dry weight of the system.

7.1.2Prepare the report in tabular format with the following information grouped according to work items in the work package:

7.1.2.3Vertical lever (VCG), feet above baseline

7.1.2.4Vertical moment, foot-tons

7.1.2.5Longitudinal lever (LCG), feet forward or aft of the forward perpendicular

7.1.2.7Transverse lever (TCG), feet off centerline port/starboard

7.1.2.8Transverse moment, foot-tons port/starboard

7.1.2.9 Resultant weight, long tons

7.1.2.10 Resultant VCG, feet above baseline

7.1.2.11 Resultant LCG, feet aft of the forward perpendicular

7.1.2.12 Resultant TCG, feet off centerline port/starboard

7.1.3Round-off values as follows:

7.1.3.1 Weight (tons) and distance (feet) to two (2) places to the right of the decimal point.

7.1.3.2 Moments to the whole foot-ton.

7.1.4Denote dimensions aft of the forward perpendicular, above baseline, and to port as “positive” values.

7.2Deliver to the USMMIREP:

7.2.1Two (2) hard copies of a Preliminary Weight Report for USMMIREP review, one (1) week prior to completion of the period of performance.

7.2.1.1 Retain all field notes taken and make available to the MSCREP upon request.

7.2.2A Final Weight Report (incorporating, or responding to, comments on the Preliminary Weight Report), two (2) weeks after completion of the period of performance.

7.2.2.1 Provide the Final Weight Report as two (2) hard copies and one (1) electronic copy in MS EXCEL format. One additional electronic copy, on CD, shall be mailed via FedEx or similar courier service to the MSC Technical Library at the following address:

7.2.2.2Ensure the report is prepared and signed by a degreed engineer or licensed Professional Engineer with annotation of the individual’s qualifying credential(s) (e.g., BS Naval Architecture, State PE License No., etc.).

7.2.2.3Incorporate the following certification statement above the signature block.

“The undersigned certifies that the Weight Report herein is a true representation of the weight and moment effects of all changes made to the vessel.”

7.2.3The Contractor shall provide a detailed weight report listing all the weight additions, removals and relocations to the ship including the associated centers of gravity, as a result of the work performed by the Contractor during the shipyard period.

7.3All weight changes shall be accounted for. Small weights (less than 0.1 long tons (224 lbs.)) may be combined and estimated. Weights shall be documented either by the manufacturer, by estimating or calculating.

7.4The weight format shall be in the tabular format and, at a minimum, shall contain the following information. The tabulation shall be grouped according to work items of the work package.

The Weight (Tons) and distance (Ft.) shall be rounded off to two places to the right of the decimal point. Moments shall be rounded to the whole FootTon. Dimensions Aft of the Forward perpendicular, above baseline and to Port shall always be considered positive.

7.5The preliminary weight report shall be forwarded for review one (1) week before the end of the shipyard period and a final weight report two (2) weeks after the shipyard period. The final report shall incorporate any comments provided about the preliminary report. Submit each report to the USMMI Representative.

8.0GENERAL REQUIREMENTS:

8.1The contractor shall provide all labor, materials and tools to accomplish this specification item unless otherwise noted under Paragraph 4.0.

8.2The contractor shall remove and reinstall interferences necessary to accomplish this specification item.

8.3Inspection and acceptance of all work shall be by the designated USMMI Representative.
