DECLARATION OF POLICY
DepEd Isulan National High School, Isulan, Sultan Kudarat shall ensure that our institution is conducive to the education of students. The committee for the Special Protection of Students (CSPS ) strengthened and reorganized to effectively function as a body principally responsible for coordinating and monitoring the investigation of cases involving violations of R.A No. 7610 and DedEd Order No. 40 and other child related criminal laws.
The school shall promulgate a zero tolerance policy for any act of child abuse, exploitation, violence, discrimination and bullying and other forms of abuse.
OVERVIEW AND HIGHLIGHTS OF THE POLICY
I. GOAL:
Effective implementation of a zero tolerance policy for any act of child abuse, exploitation, violence, discrimination, bullying and other forms of abuse.
II. PROHIBITED ACTS:
a. Child Abuse
b. Discrimination against students.
c. Child Exploitation
d. Violence against students in school.
e. Corporal Punishments.
f. Any analogous or similar acts.
g. Bullying or Peer abuse.
DEFINITION OF TERMS:
1.”Violence against students in school’’- refers to a single act or series of acts committed by school administrators, peers academic and non- academic personnel against a student’s which resulted to physical, sexual, physiological harm or suffering or other abuses including threats of such acts, assault, coercion, harassment, or arbitrary deprivation of liberty. It includes but is not limited to the following acts:
a. Physical Violence
b. Sexual Violence
c. Physiological Violence
d. Other acts of violence
2. “Corporal Punishment” refers to a kind of punishment or penalty imposed for an alleged or actual offence, which is carried out or inflected, for the purpose of discipline, training or control, by a teacher, school administrator, an adult or any student who has been given or has assumed authority or responsibility for punishment or discipline.
3. “Bullying or Peer Abuse”- Refers to a willful of aggressive behavior that is directed towards a particular victim who may be out numbered, younger, weak, with disability, less confident or otherwise vulnerable, more particularly:
a. Bullying
b. Cyber- bullying
III. DUTIES AND RESPONSIBILITIES OF THE SCHOOL (CPC)
-Ensure the school of effective child protection policies and procedures and monitor compliance thereof;
-Ensure that the school adopts a student protection policy, organize and convene student protection committee (CPC) for the school;
- Ensure that the participatory and other rights of students are respected and upheld in all matters and procedures affecting their welfare.
-Conduct the capacity building activities for the members of the CPC, Guidance Counselors, Teachers, Parents; and
- Coordinate with appropriate offices and other agency or instrumentality for appropriate assistance and intervention as may be required in the performance of its functions.

FUNCTIONS AND DUTIES OF CPC
The committee shall have the following responsibilities;
1. Initiate information dissemination programs and organize activities for the protection of students.
2. Collect monthly report of cases from the class advisers.
3. Establish a system for identifying students who may be suffering from significant harm based on any physical, emotional or behavior signs;
4. Monitor the implementation of positive measures and effective procedures in providing the necessary support for the students; and
5. Ensure that the students’ rights to be heard are respected and upheld in all matters and procedures affecting their welfare.
V. PREVENTIVE MEASURES
Capacity Building of School Officials, Personnel, Parents and Students.
A. Strategies
-Conduct sessions, trainings and seminars on positive peer relationships and enhancement of social and emotional competence;
-Using training modules which include positive and non- violent discipline in classroom management and gender sensitivity
VI. PROTECTIVE AND REMEDIAL MEASURES TO ADDRESS BULLYING AND OTHER ACTS OF ABUSE.
- Procedures:
v All bullying incidence shall be reported to the school disciplinarian.
v Disciplinarian shall in turn inform the parents of the students concerned and a meeting shall be held for the purpose.
v The students shall be referred to the Guidance Counselor for counseling and other interventions.
v The school may impose non- positive measures in accordance with the principles of punitive and non- violent discipline.
v Punitive measures will be the last recourse.
VII. PROCEDURES IN HANDLING CHILD ABUSE, EXPLOITATION, VIOLENCE, AND DISCRIMINATION CASES.
1. Expeditions conduct of investigation and reporting of cases.
2. School Head or the Schools Division Superintendent shall forward the complaint within 48 hrs. to the disciplining authority, who shall issue on Order for the conduct of a fact finding investigation, not later than 72 hrs. from submission; and
3. If the person complained of is a non- teaching personnel, the school Division Superintendent shall cause the conduct of a fact- finding investigation within the same period.
