Background:

A.  BACKGROUND

Afghanistan health system has made considerable progress over the period of 2002 – 2015 because of MOPH leadership, sound public health policies, innovative service delivery, careful program monitoring and evaluation, and development assistance. In 2003, the MOPH undertook a series of critical and strategic steps: it defined a Basic Package of Health Services (BPHS) and later an Essential Package of Hospital Services (EPHS); it established contracting on a large scale with international and national NGOs for delivery of these services; and it prioritized monitoring and evaluation of health sector performance. Data from household surveys (between 2003 and 2011) show a significant improvement in the coverage of reproductive and child health services as well as a drop in maternal, infant and under-5 mortality.

The MOPH is currently in the process of implementing SEHAT (System enhancement for health action in transition) project funded by IDA and ARTF. This project has three components namely: i) Sustaining and improving Basic Package of Health Services (BPHS and Essential Package of Hospital Services (EPHS); ii) Building the stewardship capacity of the MOPH and system development; iii) Strengthening program management.

Further strengthening the oversight of MOPH and improving the evidence decision making require sound information system that would allow the MOPH to monitor progress on implementation of BPHS/EPHS. As part of strengthening the HMIS system, the MOPH has decided to strengthen the capacity of HMIS department and to develop a data warehouse that will align different reporting systems on an acceptable standards and integrate different database with HMIS database.

B. Scope of Work

This consultancy aims to:

The database developer is responsible to assist the HMIS Department of the Ministry in the day to day management of HMIS activities, ensures data integrity throughout the system, and timely and appropriate provision of information for decision making and reporting to the MOPH Departments and also support RBF, EPI, TBIS and Training Databases.

C. Duties and Responsibilities

1.  Assist the MIS Manager in design, development, documentation and maintenance of the central and provincial databases, which includes HMIS, TBIS, EPI, RBF.

2.  Develop and run database reporting routines for reporting to MOPH and other partners whenever, it is required.

3.  Ensure timely collection synchronization and reports generation of the HMIS Analysis database to related departments in the ministry, NGOs and other partners on quarterly bases.

4.  Ensure timely data verification of BPHS, EPHS and RBF with HMIS data and reports generation of the RBF Database to third party and HEFD.

5.  Maintenance and trouble shouting of routine HMIS,BPHS, EPHS, RBF, EPI, TBIS and Training databases.

6.  Build the capacity of the NGOs and PHO HMIS officers and their related counterpart at the Provincial Health Office to run a decentralized information flow for HMIS through formal training, and on-the-job training.(This activity requires an average of once a month field travel)

7.  Update the provincial hubs, data entry and analysis version of HMIS database for grantees and provinces with most recent structure, data and procedure changes (this activity may require field travel).

8.  Assist GCMU Grants and M&E Consultants in verification of HMIS data in NGO reports.

D. QUALIFICATIONS AND EXPERIENCE

The successful applicants will have:

1.  High School graduate

2.  At least certificate in database/Microsoft

3.  Higher education is preferred.

4.  At least (4) years of work experience in the field of database development and administration, including but not limited to developing and administration.

5.  Knowledge of SQL server and .Net programming languages (C#, Vb.net and VBA).

6.  Strong writing skills in English.

7.  Fluency in English, Dari and Pashto.

E. Expected Deliverables

1.  Developed and maintained TBIS, EPI,DDR, RBF and Training Database

2.  Developed tools for advance data analysis of TBIS, EPI, DDR, RBF and training database

3.  Found bugs and solved in TBIS, EPI,DDR, RBF and Training Database

4.  Trained both end users and data analysts.
