CNMP Manure & Wastewater Handling & Storage Inspection Checklist
This checklist is to be used for on-site inspection and documentation of existing components of a livestock facility. Existing components are the manure and wastewater handling and storage structures and equipment at the facilities where the livestock are housed. The inspection of the existing components is based on visual or measurable features or conditions. Answers must be “YES” or “N/A” where the “NO” block is shaded.

Earthen Liquid Waste Storage Facilities
Is the embankment covered with vegetation that is well maintained (mown, trimmed, etc.)?
Is the embankment free of trees or woody shrubs?
Is the embankment stable and not eroding?
Is the embankment and base solid and not soggy or damp (i.e. no seepage)?
Is the embankment free of animal burrows?
Is the spillway stable and not eroded or damaged?
Is the liner intact and undamaged (i.e. damage by equipment or erosion)?
Are the storage areas free of trees or woody shrubs?
Are level or freeboard markers visible and properly mounted?
Is the liquid level below the twenty-four (24) inch freeboard requirement?
Are inlet pipes conveying manure from confinement houses submerged?
Are all inlet and intake pipes adequately supported?
Are all pipes secured to prohibit animal entry/damage?
Is the lagoon clear of debris and foreign materials (medical debris, trash, etc.)?
Liquid Concrete Waste Facilities
Through visual inspection, is the foundation free of holes, cracks, splays or seepage?
Through visual inspection, do the floors and supports appear to be in good shape and have not passed their lifespan?
Does the roof or gutter system divert water away from the storage structure?
Are pump-out ports covered and intact?
Solid Waste Storage Facilities & Staging Areas
Through visual inspection, do the walls, floor, posts and roof (if applicable) appear to be in good shape?
Is the manure being stored on-site within an approved storage structure?
If stored off-site, for more than 72 hours, is it covered or otherwise protected?
Is manure application projected to occur prior to the ninety (90) day stockpile rule?
Do the storage piles have adequate run-on and run-off controls?
If staged within three hundred (300) feet of surface waters, drainage inlets or water wells, is an impermeable barrier or surface gradient present that properly diverts run-off?
Is the barrier, diversion, filter strip or waterway free of any manure or standing water?

Are watertight valves functioning properly for tank inlet/outlet?
Are measures taken to contain solid manure during transport?
Is irrigation and transfer equipment monitored during use?
Operating Records (reviewed for completeness)
Does the operator have complete and updated monthly self-inspection reports?
Have problems from the self-inspection reports been addressed by the operator?
Does the operator have a complete and updated emergency spill response plan?
Manure Marketing & Distribution Records (reviewed for completeness)
Does the operator maintain the name & address of persons who received or purchased > ten (10) cubic yards or two thousand (2000) gallons of manure in one year?
Does the operator track the amount(s) of manure received by person?
Does the operator maintain copies of manure distribution information sheets?
This is a true and accurate accounting on the date(s) of this inspection. All applicable items will be addressed in the CNMP. The CNMP will also include Operation and Management (O&M) plans for existing and planned components.
