Invitation to Express Interest for the Consultancy Servicefor Safeguards Implementation/ Management for Modjo-Hawasa Highway Project

(National Competitive Bidding)

The Federal Democratic Republic of Ethiopia represented by Ethiopian Roads Authority (ERA) had allocated fund towards the cost of Consultancy Servicefor Safeguards implementation/ Management for Modjo-Hawasa Highway Project.

The Ethiopian Roads Authority now invites suitably qualified consulting firms to submit sealed expressions of interest for the aforementioned consulting Service.

Expressions of interest will be evaluated in accordance with the Public Procurement and Property Administration Proclamation of the Government of the Federal Democratic Republic of Ethiopia.

Participation is open to all eligible consulting firms.

The required information in the expression of interest submission forms shall be completed. The forms can be obtained from Ethiopian Roads Authority main building, Office of Engineering Procurement Directorate, Team-3, 1st Floor, Room No. 106; free of charge.

The expression of interest shall comply with the following requirements:

General and specific experience of the Consultants relevant to the assignment and all other necessary descriptions in the last ten year / 65%
Permanent personnel related to the service / 20%
Annual consultancy services turnover in last five years / 10%
Company establishment (Technical and managerial organization of the firm, Brochures, Office, Vehicles, Computers, Software and Core business and year in the business) / 5%

Expressions of Interest must be delivered in one original and three copies to the address below on or before October 19, 2015 at 5:00 p.m. Late submissions may be rejected.

N.B: - Bidders which would like to participate in association shall indicate the form of association specifically as sub-consultancy or joint venture.

- Performance record of firms on ongoing or completed projects contracted with ERA will be assessed and considered during the short-listing for the project.

- Consulting firms which are already debarred by ERA from participation in upcoming tenders until the issuance of this Notice or thereafter (if any), as a result of implementation of design and/or construction supervision accountability disciplinary measures, are not eligible to participate, and hence, applications of such firms or associations made with such firms (if submitted) will be rejected.

ERA has the right to accept or reject applications submitted.
