TOWING AND VEHICLE DISPOSAL SERVICES

SEALED BID NO. 11-07

The Amador County Abandoned Vehicle Abatement Service Authority (AVA) is seeking sealed bids for a twenty-four month contract for the removal of abandoned vehicles, in accordance with the attached specifications and contract documents.

Sealed bids will be received by the County of Amador Purchasing Office; by U.S. Mail at 12200 B Airport Road, Jackson, CA 95642-9527; by U.P.S., Federal Express, or by other courier to 12200 B Airport Road, Martell, CA; until 1:30 pm, Thursday, May 19, 2011 at which time sealed bids will be opened and read in the office of the Director of General Services Administration, located at the above Martell address. Bids received late, will be rejected and returned unopened. Telegraph, Facsimile (FAX) and E-Mail bids will not be considered.

INSTRUCTIONS TO BIDDERS:

1. Qualified bidders may acquire bid information and documents at the office of General Services Administration located at 12200-B Airport Road, Martell, CA. Bid information and documents (Bid, Sample Contract, Conditions and Specifications) are available for examination at the Amador County Office of General Services Administration, telephone (209) 223-6375.

2. The Amador County Abandoned Vehicle Abatement Service Authority (AVA) reserves the right to accept or reject any or all bids in whole or in part and/or to waive technicalities and/or any irregularities in any bid received if such waiver is in the best interest of the AVA. All bids will become a part of the official files of the County without obligation on the part of the County.

3. Should a bidder find discrepancies in or omissions from the Specifications and Conditions, or be in doubt as to their meaning, the bidder shall at once notify Linda Van Vleck, Amador County Code Enforcement Officer, at (209) 223-6565. Should it be found necessary, the County of Amador General Services Administration Director upon notification from the Amador County Code Enforcement Officer shall issue a written Addendum, which will be sent or delivered to those that have acquired Bid packages. Questions by bidders concerning discrepancies in, or omissions from the Conditions and Specifications shall be made at least (72) hours prior to bid opening, not including Saturdays, Sundays or Holidays.

4. All forms in the Bid package shall be made on the form(s) provided by the County of Amador. Each page shall be properly completed with all items filled out, signed with blue ink, and executed by an individual who has authority to act on behalf of the entity submitting the Bid.

5. Bidders are responsible for reviewing all “Bidding Documents and Contract Requirements” in their entirety.

SUBMISSION AND RECEIPT OF BIDS

1. Sealed bids shall be received by the County of Amador Purchasing Office; by U.S. Mail at 12200-B Airport Road, Jackson, CA. 95642; or delivered in person, U.P.S., Federal Express, or by any other courier to 12200-B Airport Road, Martell, CA 95654, until 1:30 PM, Thursday, May 19, 2011, at which time sealed bids will be opened and read publicly at the General Services Administration Office located at the above Martell address. Bids received late will be rejected and returned unopened.

2. Bids must be submitted in a sealed opaque envelope. Your return address and the Bid number (11-07) must appear on the outside of the envelope. Bids must be submitted on the bid form(s) provided herein. Other bid formats will be rejected.

3. County reserves the right to postpone the date and time for submission of bids.

4. The Bid amount is all inclusive. No additional charges for packing, taxes, or other items, whether or not identified in the Contract Documents, will be allowed.

5. The County of Amador is not responsible for failure of the U.S. Mail or private couriers to deliver bids by the submission deadline.

6. Telegraph, Facsimile (FAX), and E-Mail bids will not be considered.

7. The following forms and bid documentation information must be included in your sealed bid:

2.  Bid Proposal Form B

3.  Acknowledgement and Verification of Bid Conditions and Specifications Form

4.  Exceptions to Bid Conditions and Specifications Form (if applicable)

5.  A List of References, including Name, Address and Phone Number of at Least Three Clients.

8. Erasures or corrections on bids must be initialed in blue ink. Each Bidder shall be deemed to have authorized any such erasures or corrections. Bids shall be signed in blue ink. All amounts shall be typewritten or completed in blue ink.

BID REQUIREMENTS

1. Those submitting bids must complete and return with their bid all forms listed herein.

2. If this Bid is awarded, and the successful bidder fails to sign and return to the Director of General Services Administration within ten (10) days (i) the Contract and (ii) the required insurance certificates as specified in the Contract Documents with an insurer satisfactory to the County Risk Manager, the County may, at its option, determine the bidder has abandoned the Contract. In that case, the bid and the acceptance thereof shall be null and void.

3. No person, firm or corporation, shall be allowed to make or file or be interested in more than one Bid Form for the same work.

QUALIFICATIONS

Qualified bidders shall have successfully completed all aspects of annual California Highway Patrol (CHP) inspections and be included on the CHP’s Rotation List of towing companies. This will be verified by AVA each year. Bidders not meeting this requirement shall not be considered.

Selection of the successful bidder will be determined by evaluation of the following:

1. Bidder's qualifications.

2. Bidder's references.

3. Price .

4. Conformance to bid conditions and specifications.

CONDITIONS AND SPECIFICATIONS

GENERAL: The AVA estimates there will be approximately seventy (75) to one fifty hundred (150) abandoned vehicles to be removed during the term of this contract.

SCOPE OF WORK: The successful bidder will remove abandoned and/or inoperable vehicles as requested by the Amador County Code Enforcement Officer or her designee and transport them to the Amador County GSA Corp Yard at 12200 B Airport Road Martell, CA 95654. Several times per year, the Amador County Code Enforcement Officer may require the successful bidder to transport abandoned/inoperable vehicles to other appropriate disposal sites within or outside of Amador County, such as a transfer station or an automobile recycling facility. The term of this agreement shall be for a two fiscal year period beginning July 1, 2011 and ending June 30, 2013. It is extremely important that the successful bidder be able to meet with the Amador County Code Enforcement Officer at specified times during the term of the contract to coordinate the removal of each abandoned vehicle.

DESCRIPTION OF AREAS: Bidders shall submit bids based on removing vehicles from certain geographic areas of Amador County as depicted in the map included in these bid documents and transporting them to the Amador County General Services Administration or other appropriate disposal sites, such as transfer stations or automobile recycling facilities. Those geographic areas are illustrated on the map included herein.

BID FORM INSTRUCTIONS: On Bid Form A entitled “Transporting Vehicles to Amador County GSA Corp Yard”, in the columns “Bid Amount Per Vehicle”, please enter your bid amount for each fiscal year to remove abandoned and/or inoperable vehicles from the Areas illustrated on the map and transport them to Amador County General Services Administration, 12200 B Airport Road, Martell, CA 95654. On Bid Form B entitled “Transporting Vehicles to Other Appropriate Disposal Sites Within or Outside of Amador County” in the columns “Bid Amount Per Mile” enter your bid amount for each fiscal year to remove abandoned vehicles from the Areas described and transport them to other appropriate disposal sites, such as transfer stations or automobile recycling facilities, within or outside of Amador County.

On the form entitled, “Acknowledgement and Verification of Bid Specifications and Conditions Form” in the columns “(Yes or No)”, indicate your ability to meet each required condition and specification.

The bidder shall list on the “Exceptions to Bid Conditions and Specifications Form” any variation or exception to the conditions and specifications of this bid and shall attach this form to the “Bid Proposal Form A”.

Bidder shall submit copies of current and applicable insurance as required in the sample contract attached.

REQUIREMENTS:

1.  Four-Wheel Drive: Due to the terrain and poor access to some of the abandoned vehicles, the successful bidder shall own and provide a tow truck equipped with four-wheel drive.

2.  Abandoned Vehicles: The successful bidder shall have the capability of towing and/or removing various types of abandoned vehicles ranging from automobiles to vans.

3.  CHP (California Highway Patrol) Rotation List: The successful bidder shall have successfully completed all aspects of the annual CHP inspections and be listed on the CHP’s Rotation List for towing companies.

4.  Insurance: The successful bidder shall provide proof of insurance coverage as described in the sample contract documents included in this bid package prior to commencement of work.
