INVITATION TO BID – PRE-QUALIFY

CITY OF JACKSONVILLE BEACH, FL

Sealed bids in triplicate, subject to the terms and conditions specified in this Invitation to Bid – Pre-Qualify, will be received until 2:00 p.m.,March 29, 2017, and then opened publicly by the Property & Procurement Division, 1460A Shetter Avenue, Jacksonville Beach, Florida, 32250 for furnishing the following:

CITY BID NUMBER: 1617-05 BID NAME: Phase IIIC-Project 2 Infrastructure and Stormwater Pumping Station Improvements, 11th Avenue South to 13th Avenue South and 3rd Street South (A1A) to the Endzone, 4th Street South from 10th Avenue South to 12th Avenue South, and stormwater pumping station improvements.

These improvements will enhance the overall community quality of life, including the image and physical appearance of the City of Jacksonville Beach downtown district.

MINIMUM QUALIFICATIONS TO BID

  1. Contractor must submit fully completed Pre-Qualification Application by date/time required in the solicitation.
  2. Contractor must be familiar with project scope and requirements as evidenced by purchase (prior to submission of the Pre-Qualification Application) of a CD in Adobe format of the draft copy of the project documents from the Project Engineer’s office at the cost and at the location to be specified in the solicitation.
  3. Contractor must have background and qualifications that will provide a successfully completed project within the urban environment constraints under which the project must be constructed.
  4. Under the current company’s name, contractor must have successfully completed at least three (3) similar infrastructure projects over the past fifteen (15) years.
  5. Under the current company’s name, contractor or sub-contractor must have successfully completed at least one (1) master water, sewer or stormwater pumping station project of similar size over the past fifteen (15) years.
  6. Contractor must provide a general approach to the project that will provide a successfully completed project within the urban environment constraints under which the project must be constructed.
  7. Contractor must have a valid Florida General Contractor’s License and /or a valid Florida Underground Utility Contractor’s License.
  8. Contractor must not have filed bankruptcy in the past seven (7) years or have been an officer or principal in a firm which has filed bankruptcy in the past seven (7) years.

PRE-QUALIFICATION APPLICATION

Contractors interested in bidding the project shall obtain a “Pre-Qualification Application” from the City’s Property and Procurement Division at the address previously listed. Or, send an email to with your vendor information, City Bid Number and Bid Name, and request the “Pre-Qualification Application” package be sent to you by email. Pre-Qualification is the first step of a two-step process for bidding. Bid documents shall only be issued to those contractors who are determined as pre-qualified solely by the Project Engineer as to meeting the Minimum Qualifications to Bid. The contractor shall submit to the City’s Property and Procurement Division, at the address previously listed, the completed “Pre-Qualification Application” with required documentation no later than 2:00 p.m., January 25, 2017. The “Pre-qualification Application” shall be submitted in a sealed envelope with “Pre-Qualification Application,” City Bid Number, and Bid Name clearly written on the outside of the envelope. Place the sealed envelope within another sealed envelope clearly marked in the same manner as the first envelope.

The City will issue a “NOTICE FORM - DETERMINATION OF WHETHER QUALIFIED OR NOT QUALIFIED TO BID” to each contractor, who submitted a “Pre-Qualification Application,” with the Project Engineer’s determination of whether or not the firm is qualified to bid. This determination is to be based on the Project Engineer’s review/evaluation of the submitted information on the “Pre-Qualification Application” versus the Minimum Qualifications to Bid. It is the sole responsibility of the contractor to ensure that its “Pre-Qualification Application” is submitted and is complete.

ENGINEERING PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

Engineering plans, specifications and contract documents will only be issued to those contractors who are pre-qualified as to meeting the minimum qualifications to bid. Final plans, specifications and contract documents will be made available for download in PDF format afterFebruary 9, 2017. Contractors may request a hard copyof the plans, specifications and contract documentsat a cost of $250 per set (non-refundable) from the Project Engineer’s office, GAI Consultants, Inc., 1301 Riverplace Boulevard, Suite 900, Jacksonville, Florida 32207.

PRE-BID MEETING

A pre-bid meeting for pre-qualified contractors will be held at 10:00 a.m. on February 23, 2017, at the Public Works Training Room, 1st Floor, Operations and Maintenance Facility, 1460-A Shetter Avenue, Jacksonville Beach, Florida,to review the scope and clarify any questions on the project. Althoughnot mandatory, all interested respondents are highly encouraged to attend to gain as much information as possible.

REQUESTS FOR INTERPRETATION

No verbal interpretations will be made of any bid documents. Requests for such interpretations shall be made in writing no later than March 9, 2017. Interpretation will be in the form of an addendum and issued to all bidders, no later than March 20, 2017. BID SUBMISSION

Submit triplicate completed Bid Proposal Forms in one sealed envelope clearly marked with the City Bid Number and the Bid Name. Place the sealed envelope within another sealed envelope clearly marked in the same manner as the first envelope. This is done to prevent accidental opening of the sealed bids. Sealed bids in triplicate will bereceived until 2:00 p.m., March 29, 2017, and then opened publicly by the Property & Procurement Division, 1460A Shetter Avenue, JacksonvilleBeach, Florida, 32250.
