Video Production Services

UNICEF is seeking a highly qualified company with significant knowledge and experience in realizing video materials for documenting UNICEF activities and events

Background

UNICEF is present and active in Romania and in 190 countries and territories to help children survive and thrive, from early childhood through adolescence.In Romania, UNICEF works closely with key stakeholders such as the Government, Parliament, local authorities, civil society, the private sector, national and international partners and the media to provide all children with access to quality early and school education, to protect adolescents and monitor child rights, to ensure social protection and leverage resources for children.

Justification

UNICEF is a world leading organisation known for sharing knowledge and best practices. During the years UNICEF, together with its partners, have developed local models in social protection, education and health areas, and adolescents in order to improve children lives.

Beginning with 2014 a pilot project of integrated community-based services is developed in Bacau county in 45 rural and urban communities to improve health and access to education and protection services for vulnerable children and their families.

To document different types of interventions and events and to share best practices, we need for film short videos with a specialised video production company with good understanding of social issues and capacity to realize high quality footage was identified.

In this context, UNICEF is looking to contract a company to: document, film and produce videos on UNICEF programmes, activities and events. The videos can be of various time lengths. The video materials need to be realised in a simple language, easy to understand and include graphics to show results. The videos will be distributed to UNICEF Headquarter, Regional Office, national partners from Governmental and Parliamentarian level, NGOs, media and on social media.

All interviews and video materials will be realised respecting children rights.

Relevant documents will be shared by UNICEF Romania in order to have a clear view of the situation of children, models and results.

Specific Tasks:

-  Document UNICEF interventions

-  Film activities and events

-  Produce story boards that will be cleared with UNICEF staff

-  Realize brief interviews with UNICEF staff, authorities, children and families

-  Retrieve video and photo materials from archives if necessary

-  Editing and post-production of raw materials (including voice over, music, etc)

-  Transcripts of video materials when requested

-  Subtitling in Romanian and English

-  Develop graphics, etc.

-  Rights clearance (i.e. music rights)

Expected deliverables:

·  Video materials (first cuts, final edits and raw materials)

Qualifications

·  At least 5 years of experience in producing videos/documentaries including experience in documenting social issues in Romania in a sensitive and ethical manner respecting child rights when filming;

·  Demonstrated ability to meet deadlines and work under pressure to produce videos;

·  Credentials and recommendations are required;

·  Experienced team (video reel of key staff is an advantage)

·  Flexibility in responding to the needs of the contracting agency;

·  Excellent skills in English and Romanian;

·  Experience with international organizations, UN Agencies is an asset.

General conditions: procedures and logistics

Contractor will work outside UNICEF premises, with the exception of convened meetings.

UNICEF will identify people for interviews, identify families, communities and institutions and facilitate contact with them. UNICEF staff will accompany production companies in field visits.

Standard procedures in the delivery of the products

Copyright of videos and all raw materials belongs to UNICEF.

All materials in support of the implementation of the task will be provided by UNICEF office upon assignment of the concrete tasks.

In case of late delivery of services and unsatisfactory performance on behalf of the Contractor, UNICEF may refuse to accept delivery of all or part of the services and claim liquidated damages as per UNICEF Special Terms and Conditions.

Timeframe and duration of the assignment

The selected contractor will be working under UNICEF Contract for Services for a period of one year and upon evaluation contract may be extended for 2 years.

Remuneration

Payments will be made one week after delivery of final video and all raw materials. The contractor will be paid on deliverables.

Monitoring and evaluation of the assignment

The contractor will report and work in close cooperation with the Communication and Fundraising department and Programme Specialists.

Financial offer should include:

-  cost/hour for editing video material

-  cost/day for filming

-  cost/minute for subtitling

-  transcript cost hour of video

-  cost/simple graphics and complex graphics

cost per Transforming video materials in different formats

Spots will be delivered in 2 weeks after filming.

Logistics costs - Travel and accommodation - will be agreed with UNICEF staff before travel and included separately in bills.
