The Sacramento Municipal Utility District provides electricity to the Sacramento metropolitan area. SMUD is one of the largest public power utilities in the United States, serving over 600,000 customers and has annual revenues of $1.5 billion. SMUD has been recognized for having very high customer satisfaction and for its renewable energy and energy efficiency programs.
The Treasury Department is responsible for managing a $3 billion debt program, a $400-$800 million fixed income investment portfolio and preparing complex financial analyses for the company.
The Treasury Department is committed to a thorough cross training program to ensure that Senior Financial Analysts are exposed to all areas of municipal finance and can perform the duties associated with the different functional areas of the Department. In addition to assisting in the overall management of SMUD’s investment and debt portfolios, the Senior Financial Analyst will also be expected at times to work independently and take the lead role on projects.

Major Duties & Responsibilities /
  • Investment portfolio – under supervision: assess daily and near term cash needs; buy and sell fixed income investments; evaluate financial instruments to optimize the relationship between risk, liquidity and yield; ensure compliance with regulatory requirements and theSMUD's investment policy; ensure accuracy of the investment database; prepare investment reports for the Board of Directors; maintain commercial banking relationships.
  • Debt portfolio – assist or take lead role in all aspects of debt issuance and debt management including: forecasting borrowing needs; evaluating bank financing proposals; analyzing the benefits and risks of different financing and derivative structures; analyzing refunding opportunities; developing presentations to rating agencies; negotiating with bond insurers, banks and other counterparties; ensuring compliance with debt covenants; maintaining investor and rating agency relations; calculating the fair market value of debt and derivative instruments; calculating various ratios and other measures of financial health for executive management and other parties; identifying opportunities for cost savings or risk reduction for the debt and derivative portfolios.
  • Other – analyze the credit worthiness of companies; assess the benefits and risks of contract prepayments; evaluate lease vs. buy proposals; assist or take lead role in negotiation of financial terms for large contracts; other ad hoc present value analyses.

Minimum Qualifications / Experience:
Minimum of five(5) years of progressively responsible relevant work experience in one or more of the following areas:financial forecasting, economic analysis and modeling, investment management, corporate credit analysis, cash management, accounting/auditing or debt management. An advanced degree in a related field may be substituted for two years of experience.
Education:
BA/BS degree from an accredited college or university majoring in Business or Public Administration, Finance, Economics, Accounting or related field.
Knowledge of:
- Concepts and terminology related to economics, finance and accounting
- Industry practices related to investments, debt instruments, or cash management
- Principles of various analytical approaches including cost benefit and present value analyses
- Techniques used to develop financial projections, analyses and models
Ability/Skill to:
- Prepare complex financial analyses, forecasts and models using Excel
- Generate ideas that reduce expenses or risks or generate revenue
- Prepare a business case to weigh the relative costs, risks, and benefits of a potential action
- Structure, analyze and manage complex contracts and transactions
- Work both independently and in a team setting
- Communicate clearly and effectively, both orally and in written form
- Take a lead role in a project
- Manage important internal and external relationships, including rating agencies, investors and executive management
- Read and analyze financial statements
Desirable Qualifications / Experience:
Related experience in any of the following areas is desirable: municipal or utility finance, project finance, commercial banking, corporate credit analysis and interpretation or negotiation of complex contracts, including credit enhancement agreements and derivative products; creative problem solving; significant experience in present value analysis as it relates to business decision making.
Education:
Advanced degree from an accredited college or university majoring in Business or Public Administration, Finance, Economics, Accounting or related field.
