RESOLUTION 2009-365

A RESOLUTION COMMENDING AND THANKING SHIRLEY NULF FOR HER 32 YEARS OF LOYAL SERVICE TO THE JACKSONVILLE CITY COUNCIL UPON THE OCCASION OF HER RETIREMENT; REQUESTING EMERGENCY PASSAGE; PROVIDING AN EFFECTIVE DATE.

WHEREAS, Shirley Nulf was originally employed by the City in October 1977 through a federally-funded grant program and then became a full-time City employee as a Clerk Typist II and joined the City Council staff in April of 1978 in the same position; and

WHEREAS, Ms. Nulf was promoted through the ranks of Secretary II and Secretary III to Council Aide I, Council Aide II and currently Council Legislative Aide II; and

WHEREAS, Shirley Nulf had the great opportunity and great responsibility of serving as Secretary to the Council President for 8 years during the presidencies of Henry Cook (twice) through Clarence Suggs (twice), Bill Carter, Bill Basford and Terry Wood to Alberta Hipps’ presidency in 2000-01; and

WHEREAS, Ms. Nulf has witnessed tremendous changes in City government and City Council operations in her nearly 32 years of service, from the days of typewriters and file cabinets to computers and information posted to the Internet; from civil service council aides serving as secretary to 3 or 4 council members as well as staffing the council committees to separate council member ECAs and legislative committee staff; and from the now-City Hall Annex to the City Hall at St. James; and

WHEREAS, Shirley Nulf has staffed countless council and standing committee and special committee meetings in her three decades of service, undertaken numerous special projects, diligently served the needs of her council members, assisted the general public with their information needs, and generally given her all for the benefit of the City Council staff and the citizens of Jacksonville; and

WHEREAS, Ms. Nulf has been a dependable and conscientious employee, an enjoyable colleague and a great friend to generations of City Councils and council staffs; now therefore

BE IT RESOLVED by the Council of the City of Jacksonville:

Section 1. That the City of Jacksonville hereby commends and thanks Shirley Nulf for her more than three decades of service to the City Council and citizens of Jacksonville, and wishes her the very best of health and happiness as she leaves City service and begins a well deserved retirement. The Council and its staff extend their very best wishes for the future.

Section 2. Requesting Emergency Passage Pursuant to Council Rule 4.901 – Emergency. The sponsor is requesting emergency passage of this legislation. The nature of the emergency is to recognize Ms. Nulf’s contributions in a timely manner as her last day at City Hall was April 24, 2009.

Section 3. Effective Date. This Resolution shall become effective upon adoption by the Council.
