Internshipswith the NC Office of State Budget and Management

The Office of State Budget and Management (OSBM) is the primary fiscal advisor to the Governor. The Office works with senior officials across State government in developing, negotiating, and implementing the State budget, and to ensure proper and effective management of state resources.

The Office is offering internships inSpring2016 with the following sections (see Section details on the following page):

Economic and Demographic Analysis Section

Education Section

Justice and Public Safety/Natural and Economic Resources Section

Management Section

Interns would be expected to work a minimum of ten hours per week for a period of at least eight weeks between mid-January and mid-April of 2016.

Qualified applicants should have strong analytical and quantitative skills and an ability to communicate complex and technical ideas clearly and effectively. OSBM prefers candidates with relevant work experience and/or significant coursework in public policy analysis, public budgeting, economics, and/or statistics. The internship is open to current graduate students and advanced undergraduates.

Economic and Demographic Analysis Section

The primary purpose of the Section is to provide information to the Governor and senior OSBM managementon the current and projected condition of the North Carolina economy and state revenues and expenditures. This information is vital to the Office in the development of the Governor’s Recommended Budget, as well as the monitoring of the current fiscal year state budget.

Depending on the Section’s assignments and the applicants’ qualifications and interests, internswill be involved in:

  • Analyzing fiscal and economic development policies,
  • Forecasting state revenue collections,
  • Reviewing regulatory impact analyses to ensure consistency with sound economic principles and public policy,
  • Researching regulatory reform options,
  • Designing graphic review tools for demographic projections, and/or
  • Working on the documentation NC must prepare for the 2020 Census, collaborating with redistricting foundations, NC counties, the Legislature,and the State Board of Elections, and working in ArcGIS.

Education Section

The Education Section’s main responsibilities are to develop the Governor’s Recommended Budget for K-12 and higher education and to execute the education budget, as authorized by the General Assembly. In fulfilling these responsibilities, the Section provides nonpartisan fiscal advice to the Governor, performs in-depth program and fiscal analysis, proactively identifies budget issues, and recommends effective solutions.

The Education Section Intern will lead a project to develop an education database that includes analytic reports designed to answer questions commonly asked by the Governor, State Budget Director, and citizens about the education budget. The intern will work collaboratively with Education Section Budget Analysts to determine the questions of importance as well as the data required to provide insightful analysis. The intern will conduct independent research to identify appropriate data sources and document data limitations.

Justice and Public Safety/Natural and Economic Resources Section

The JPS/NER Section’s primary responsibilities are to develop the Governor’s Recommended Budget for state agencies in the Justice Public Safety and Natural Economic Resources program areas, and to execute the legislatively authorized budgets for those agencies. Section staff provide nonpartisan fiscal advice to the Governor, conduct in-depth program and fiscal analysis, and identify areas for program and budget adjustments.

The JPS/NER intern will collaborate with other team members to research policy issues, emerging trends, and best practices, develop data repositories for program areas, such as state job incentives and criminal justice costs, and carry out other assignments.

Management Section

The Management Section engages in strategic planning andevaluates state programs to improve state agencies’ performance. Applicants interested in interning with the Section would be involved in:

  • Conducting efficiency and effectiveness studies,
  • Developing business cases for efficiency and reform proposals,
  • Researching trending practices in other states,
  • Coordinating strategic planning and program performance initiatives, and/or
  • Establishing policies and guidance on grant monitoring.
