International Student Service (ISS) Constitution

Article l - Name, Purpose, and Non-Discrimination Policy of the Organization.

Section 1- Name

The name of the Organization shall be “International Student Service.”

Section 2 - Purpose:

Our organization generally has two main purposes:

1. To assist international freshmen and sophomores with improving their academic performance by introducing beneficial programs.

2. To assist international juniors and seniors in the job-seeking process and to provide a platform to network with employers.

Section 3 - Non-Discrimination Policy:

This organization and its members shall not discriminate against any individual(s) for reasons of age, color, disability, gender identity or expression, national origin, race, religion, sex, sexual orientation, or veteran status.

Article II - Membership: Qualifications and categories of membership.

Membership is open to all students at Ohio State University, either currently enrolled or graduated. Voting membership is limited to currently enrolled Ohio State students. Others such as faculty, alumni, professionals, etc. are encouraged to become members but as non-voting members.

Article III - Organization Leadership: Titlesand duties of the leaders.

The officers shall consist of two co-presidents, one Treasurer, one principal of Public Relation, one principal of Marketing, one principal of Social Event, and one principal from Human Resource.

  1. Co-presidents:
  • Serve as a spokesperson for the organization;
  • Preside over general meetings and facilitate executive board meetings;
  • AppointTreasurer, and principals of Public Relation, Marketing, Social Event and Human Resource;
  • Maintain contact with organization advisor, alumni, and affiliated university departments;
  • Submit all required paperwork for student organization renewal;
  1. Treasurer
  • Prepare the annual student organization budget
  • Keep a record of all transactions
  • Collect organization dues and paying organization bills
  • Maintain the bank account
  • Attend Treasurer training as required by the University
  • Apply for funding
  1. Principal of Public Relation
  • Report to co-presidents about operation of Public Relation monthly
  • Allocate tasks to general Public Relation members
  • Responsibility of general Public Relation members as stated in Article IV
  1. Principal of Marketing
  • Report to co-presidents about operation of Marketing monthly
  • Allocate tasks to general Marketing members
  • Responsibility of general Marketing members as stated in Article IV
  1. Principal of Social Event
  • Report to co-presidents about operation of Social Event monthly
  • Allocate tasks to general Social Event members
  • Responsibility of general Social Event members as stated in Article IV
  1. Principal of Human Resource
  • Report to co-presidents about operation of Human Resource monthly
  • Allocate tasks to general Human Resourcemembers
  • Responsibility of general Human Resource members as stated in Article IV

Article IV –Officers:

In this organization, there are four departments: Social Event, Marketing, Public Relation, and Human Resource.

  1. Social Event
  • Schedule locations for general member meetings;
  • Come up with new ideas about events;
  • Order food and prepare the reserved classroom;
  • Take pictures and recording videos for activities;
  1. Marketing
  • Update the Wechat and Facebook group website;
  • Design flyers for activities and handing out flyers;
  • Manage the mailing list and sending online newsletter through email;
  1. Public Relationship
  • Find potential sponsors;
  • Reach out to other student organizations;
  • Find professional connections to provide academic support to international students;
  • Invite speakers to give presentations;
  1. Human Resources
  • Assist with the communication between Treasurer and Public Relationship;
  • Assist with the communication between Marketing and Social Event;
  • Hold interviews for E-board recruitment;
  • Review applicants’ resumes and making decisions for first round interviews;

Article VI – Method of Selecting and/or Removing Officers and Members.

All elections are anonymous and all currently enrolled Ohio State University students are eligible to apply for executive board positions during recruiting seasons.

Section 1 - Selecting

  1. Presidents

The presidential term is one year and election is held annually.

For the founding year of ISS, the election of presidents should be held in the following year for a smooth transition. If the president’s performance is desirable during the term, his or her position can be extended for another year.

  1. Treasurer leader and principals of departments

Treasurer leader’s term is one year and election is held annually. For the founding year of ISS, the election of treasurer leader should be held in the following year for a smooth transition.

Principals of Social Event, Marketing, Public Relation and Human Resources are appointed by co-presidents.

  1. Executive board general members

Applicants should send resumes via email and first round interview notice will be sent via email after a screening of resumes. The second round shall be group interview and final decisions will be sent through email within one week.

  1. Volunteer

All currently enrolled students are eligible to apply for volunteer positions. After admitted as volunteers, they are eligible to attend the executive board meetings and work with executive board members.

The volunteer status will last until the end of general meeting they participated in.

Volunteer will be given priorities for executive board positions. No executive board positions are guaranteed and they should still go through executive board recruitment process.

Section 2 - Removing

  1. A vote of two thirds of the executive board will be required for removal of an executive board member.
  2. Removal of any executive board memberis allowed if they fail to meet the expectations stated in the Constitution Article V.
  3. Any executive board memberbeing disrespectful to others members and/or causing disorder during general meetings will beput into removal vote immediately.
  4. Any executive board member promoting any activities for his or her own sake and stating he or she is on behalf of the International Student Service will be put into a removal vote.
  5. Any executive board member being absent for more than three general meetings will be removed automatically.

Article VII – Advisor(s) or Advisory Board: Qualification Criteria.

  1. Advisors of student organizations must be members of the University faculty or Administrative and Professional staff.
  2. Duties of advisor:
  • Share expertise with the organization
  • Serve as the liaison between the organization and the university
  • Assist making goals for the year and finding resources
  • Assist with paperwork required by the university
  1. The advisor will be a non-voting member of the organization

Article VIII – Meetings of the Organization: Required meetings and their frequency.

The time for regularly scheduled executive board meetings are on Friday 6PM biweekly. When preparing for an event, the executive board meetings shall be weekly.

The notice will be sent at least three days before the meeting date.

Emergency meeting may be called with one hour’s notice by presidents, treasurer leader, and principals of departments.

Article X – Method of Dissolution of Organization

The dissolution of the organization will be determined by an anonymous vote of all voting members (executive board and general membership). If over two thirds agree to dissolve, the organization will update its date to inactive and return all the assets to sponsors.

By-Laws

Article 1 – Parliamentary Authority

Robert’s Rule of Order shall be followed to govern their organization’s decision making except when these rules are inconsistent with their constitution or by-laws of the organization.

The rules may be suspended by two thirds of all voting members.

Article II- Membership

General membership is open to all currently enrolled Ohio State University students. Students should contact the membership contact or come to a meeting to activate their membership.

Students can terminate their membership by noticing Human Resource Department.

Membership fee will be determined every year by executive board rather than all voting members.

Executive board members will be selected according to Article VI Section 1. And the recruiting process is subject to change depends on number of applicants.

Article III- Election / Appointment of Government Leadership

Election of presidents and treasurer leader will be held annually. Election of presidents and treasurer leader will be held a year after the founding year for smooth transition.

Presidents shall appoint principals of Public Relation, Human Resources, Marketing, and Social Event.

If principals do not meet the expectations, presidents have the right to reappoint those positions.

Resignation should be sent to presidents two weeks ahead, ensuring enough time for reelection and reappointment.

All voting members are eligible to impeach any executive board member, and send the impeachment to presidents and treasurer leader. Two co-presidents and treasurer leader will make the final decision whether to demote, have a removal vote or remove the member directly. If one of leaders is impeached, the other two leaders will make the final decision whether to demote, have a removal vote or remove the leader directly.

Article IV - Method of Amending By-Laws

By-laws may be amended by proposing in writing and reading the change at a general meeting of the membership and then bring the proposed change up for a vote at the next general meeting with a 2/3 majority vote of the membership present.
