INTERNATIONAL PROGRAMME MANAGER (IPM)

Position: Full-time

Department: International

Reporting to: Chief Executive. (This position is currently vacant. Until a new CEO is appointed, the IPM will report to the Director of Fundraising)

Internal relationships: Fundraising Department; Communications Department; International Development Group

Location: Beaconsfield, with travel to Uganda

Start Date: As soon as possible

Overall Purpose:
This is a new and exciting role that will support SignHealth UK’s (SHUK) existing international work with SignHealth Uganda (SHU) and develop SHUK’s strategic vision for future international work.
SHU was established in 2009 by SHUK and has made rapid strides during this period, developing into a recognised local NGO with project funding from Department for International Development and Comic Relief, but it is still dependent on SHUK for core costs. The support and management of SHU was initially delegated to an experienced sister agency SIGNAL owing to a lack of SHUK internal capacity. Following the commissioning and adoption of a report into our work in Uganda, SHUK has now decided to take direct management responsibility for SHU and wishes to use learning from this experience to identify its future strategic direction.
Key aspects of this new role are to:
·  Develop SHUK’s strategic vision for its support to global deaf health issues. Strategic Planning exercises for both SHUK and SHU are to be conducted at the earliest opportunity
·  Develop a new relationship between SHUK and SHU
·  Expand SHUK organisational knowledge of and engagement with SHU/international development
·  Support the organisational development of SHU as it becomes a medium sized local charity
·  Line manage the SignHealth Uganda Development Manager
·  Forge partnerships/networking to identify fundraising opportunities
Qualifications, Training & Previous Experience / REQUIREMENTS: ESSENTIAL / REQUIREMENTS: PREFERRED
At least 5 years experience working for international development NGO, supporting or managing programmes involving partnering with local NGOs. / Experience working with small local NGOs in Africa, ideally Uganda/East Africa. Will have lived abroad or have extensive travel experience.
Experience in needs analysis, planning and supporting / mentoring organisational development processes / Trained in mentoring or coaching (and/or as trainer). Training relevant to organisational development and capacity-building.
Experience in introducing/establishing new organisational systems in a small NGO. / Experience in line-management/ distance line-management
Experience in managing a new strategic planning exercise that respects organisational processes. / Educated to degree level in relevant topic (eg health, mental health, education, international development)
Proven experience in preparation of donor funding proposals, development of Monitoring, Evaluation and Learning (MEL) frameworks and ensuring that projects meet MEL accountability requirements.
Experience representing an organisation externally with donors and relevant networks and in establishing collaborative external linkages.
Skills, Knowledge & Abilities / Good understanding of NGO governance and accountability issues.
Outward going and diplomatic: proven excellent interpersonal, communica-tions and networking skills, internal and external: track record of engaging, influencing and persuading others. / Able to identify opportunities for research and learning that will provide useful evidence for advocacy, programmes & sharing/profile raising.
Proven ability to develop strategic plans (narrative and financial) and to monitor and adjust in light of progress/contextual developments. / Understanding of budgeting of overheads for multiple donor projects and managing and monitoring core costs
Proven writing skills: able to edit and to write clear, lucid reports and proposals for donors.
Proven sound financial planning, analysis and management skills, including development and monitoring of complex budgets, forecasting.
Able to maintain dual roles of responsibility for strategic oversight, prioritisation and financial planning whilst also mentoring and encouraging SHU autonomy in other areas of day-to-day activity. / Able to develop close working relationship whilst also encouraging SHU to become more independent.
Self-motivated and organised self-starter, able to multi-task and manage own workload and see tasks through to completion with good attention to detail; exercises sound judgement and uses initiative with little support whilst informing/consulting manager.
Willingness to become Deaf aware as well as a desire to understand the wider disability sector and its dynamics. / Knowledge of disability issues; willingness to learn British Sign Language and/or American Sign Language (used in Uganda)
Willingness to travel to Uganda twice yearly for 5-10 day trips.
Willingness to be flexible over working hours to accommodate travel and peak periods of work.
Tasks and Responsi-bilities / Develop and manage Memorandum of Understanding between SHUK and SHU agreeing alignment of vision and mission and branding.
Clarify adjusted role/relationship and expectations of SHUK with SHU with SHU itself, with other SHU donors and other deaf health organisations.
Responsible for managing SHUK funding to SHU, currently c. £60,000, and any future donor grants obtained by SHUK.
Line management of SHU Development Manager: develop new contract, undertake annual performance reviews, provide mentoring support and arrange (annual) visits to UK.
Guide SHU development of overall Organisational Development plan and in identification of resources and monitor and support implementation.
Establish and coordinate good working relationships with other deaf health organisations, UK networks/ donors. Represent SHUK in matters concerning SHU: ensuring role and concerns of SHUK are understood, coordinating capacity-building support with aim of promoting synergy minimising any unnecessary stress on SHU.
Responsible for seeking fundraising opportunities in coordination with SHUK Fundraising team and SHU Development Manager. Assisting funding applications with provision of financial, contextual and project information.
Responsible for supporting timely delivery of SHU annual activity and financial plans to SHUK for approval and subsequent monitoring/reporting processes and provision of in-depth information of SHU overall financial situation: expenditure and income to SHUK.
Raise profile and understanding of SHU and global deaf health issues both internally within SHUK and externally. Work with SHU and SHUK communica-tions team to develop studies and copy for the web and social media.
Identify opportunities for wider engagement of SHUK (different departments/ projects) with SHU and exchanges of learning and experiences: including provision of technical expertise / support / resources to SHU organisational development and its work, especially in mental health. / Used to organising volunteers / coordinating overseas trips
Provide SHUK International Development Group (IDG) and SHUK Board with regular progress and financial reports and briefings for quarterly meetings. Support and coordinate with external IDG members who may provide support and advice.
Establish links with international organisation and networks in the field of deafness, and develop opportunities for SHUK and SHU professionals to present their work at seminars and conferences.
Research and manage SHUK reflection and development of its International Development strategic intention under supervision of Chief Executive Officer.
Make monitoring and support visits to SHU twice yearly and assist with organising other SHUK visits to SHU.
