International Disaster Risk Reduction (DRR) Specialist TA (P-3 Level)

1.Background and purpose of assignment

Background

In Myanmar, UNICEF is uniquely placed, among the international agencies, to facilitate a more coherent and effective approach to DRR and resilience-building among basic service providers, particularly at the sub-national level. UNICEF’s institutional ties to the central, state, township and local providers of services for children across the country, on both policy and programme implementation. UNICEF is well-positioned to address the complexity of DRR/resilience-building as a cross-cutting issue as its programmes span the relief, rehabilitation, and development continuum. As a technical partner of the Disaster Management Training Centre-Technical Working Group (DMTC-TWG), UNICEF is in a position to develop specific DRR training programmes, integrate DRR into all its programmes. More importantly, UNICEF can advocate for the integration of child-centred DRR in government policies, strategies and plans. UNICEF has 9 field offices, from which sub-national capacity building and the promotion of DRR/resilience-building can more directly take advantage of area-specific environmental, social and structural characteristics, and help connect top-down policy discussions with bottom-up field interventions. In Myanmar, field interventions in DRR have been initiated during disaster recovery (e.g. post-Nargis), but more effort is needed to systematically broaden these projects to include disaster prevention and resilience-building, through streamlining the transition from emergency to development programming.

Purpose

Under the direction of the Emergency Specialist, the incumbent will be responsible to define and implement on UNICEF Disaster Risk Reduction/resilience-building planning and programming, including support to national Disaster Risk Management (DRM) capacity improvements.

2.Major tasks to be accomplished:

The TAwill accomplish the following

1)Develop a multi-hazard risk assessment (including conflict and climate change risks) for different parts of Myanmar, and child-centred risk assessment incorporating child vulnerability indicators at state level for better understanding of natural and man-made risks for the country and each state/division

2)Based on the assessments and priority locations identified, define specific interventions of disaster risk reduction/resilience-building approaches into planning efforts and programmes undertaken by government agencies, partner organizations, UNICEF or UNICEF-led cluster (e.g: school construction, Child awareness)

3)Support the Emergency Section in the incorporation of DRR/resilience programming under the framework of the Emergency Preparedness and Response

4)Support UNICEF-led clusters and sectors to incorporate DRR into cluster strategies and programme activities, and advance DRR, CCA and resilience through development programme approaches

5)Represent UNICEF in the DRR Working Group and DRR Sub-Sector Working Group, -and support its representation in the inter-cluster (ICCM) – to promote child-centred DRR

6)Actively participate in and support DMCT-TWG on DRM (including preparedness) and provide recommendations for capacity improvement plan

7)Advocate for child-centred DRR/resilience approaches to line ministries, DRR national fora, UN agencies and partner organizations, with specific reference to education and social protection

8)Work with programme staff for the incorporation of DRR into sectoral and multi-sectoral programmes and projects

9)If any crisis occurs, lead UNICEF inputs to any inter-agency needs assessments and plans

10)Contribute to, UNICEF regional and global initiatives to advance DRR/climate change adaptation/peace building/resilience

11)Liaise with other actors, inside and outside the UN, on issues related to DRR, CCA or the wider resilience agenda.

12)Develop briefs and notes on the issues above as requested and appropriate.

3.End product(s) and delivery dates and details (how the work must be delivered, i.e. electronicsubmission, hard copy, on what computer programme etc.)

Expected deliverables

1)Updated and comprehensive sub-national child-centred risk assessment and mapping (including climate change and conflict risk) for the most at risk states/divisions

2)UNICEF Myanmar’s child-centred, multi-sectoral and multi-hazard DRR/resilience strategy and specific projects (including cost)comprising school construction and raising child-awareness of disaster risks in collaboration with Ministry of Education.

3)UNICEF Myanmar’s advocacy package on child-centred DRR/resilience

4)Assessment of national and state/division level DRM conducted, in collaboration with the Department of Social Welfare and DMTC

5)Capacity building plan targeting UNICEF staff, UN colleagues, and NGO partners

4.Contract Supervisor and frequency of performance reviews:

The staff will work under the direct guidance of the Emergency Specialist.Performance will be reviewed at mid-term (after three months) and upon completion of the contract.

5.Estimated duration of contract:

The assignment for a duration of six months and is expected to start from 1stJuly 2014 to 31stDecember 2014 (6 month)

6.Qualification or Specialized Knowledge/Experience Required:

1)Advanced university degree in development studies, political sciences, international relations, social sciences, economics, engineering or public health

2)A minimum of 5-8 years of experience with either the UN and/or NGO in development, emergency or recovery settings.

3)Demonstrated knowledge and thorough understanding of DRR and/or resilience and its implication for children

4)Fluency in English (oral and written). Good written and spoken skills in the language of the humanitarian operation. Knowledge of another UN language an asset.
