The Conference

Synchronized Phasor Measurements were introduced in mid-1980s as a result of the research work done at Virginia Tech University. Since then, this technology has opened a whole new set of opportunities for the application of powerful tools to enhance monitoring, control and protection of electrical power systems. Wide Area Measuring Systems (WAMS) based on Phasor Measurement Units (PMU) are spreading in many innovative projects around the world.

Meanwhile, the Operador Nacional do Sistema – ONS (the Brazilian ISO) has worked on a Wide Area Measurement System for the whole Brazilian Transmission Network. ONS has hired consulting services to cope with the implementation of power system monitoring functions based on Synchrophasor Measurements. Furthermore, ONS has approved a project for Real Time Synchrophasors Measurement Applications under the Energy Sector Technical Assistance Project – ESTAL. This project is supported by a loan from the World Bank to the Brazilian Government, and ONS has now the responsibility to start an international bidding process to hire technical consulting services for it.

Recognizing the importance of such technology, the Brazilian CIGRÉ Study Committee B5 – Protection and Automation, with full support of the Brazilian SC C2 – System Operation and Control, announces the International Conference on Synchrophasor Measurement Applications.

The Conference will present and discuss all technical issues associated to the concepts, implementation and applications of Synchrophasor Measurements. Renowned specialists from major manufacturers, universities and utilities will participate in round tables to discuss, and bring to discussion, pre-defined relevant technical aspects of the conference subject.

Mr. Armando Guzmán, from Schweitzer Engineering Laboratories, Inc (US) will chair the Conference.

The audience

Besides the presence of engineers and technicians specialized in protection, supervision and control, the Conference will also be attended by:

§  Managers responsible for power system protection and operation;

§  Specialists from generation, transmission and distribution utilities;

§  System integrators and SCADA/EMS developers;

§  PMU and relay manufacturers;

§  Consulting and research professionals.

Organization

The conference is a joint initiative and a responsibility of the Brazilian CIGRÉ Study Committee B5 – Protection and Automation and Study Committe C2 – System Operation and Control. The event is supported by the International Study Committee B5.

The subject – Synchrophasor Measurement Applications – is perfectly suited to the SC B5 scope, which covers principles, design, applications, coordination, performance and asset management of:

§  System protection;

§  Substation control and automation;

§  Remote control systems and equipment;

§  Metering systems and equipment.

The subject of the Conference advances, with synergism, into the SC C2 scope, which covers the technical, human resource and institutional aspects and conditions for a secure and economic operation of existing power systems under security requirements against system disintegration, equipment damages and human injuries.

Program

All presentations will be in English and no simultaneous translation will be provided. The discussions will also be held in English, but questions formulated in Portuguese will be welcome. In these cases, the organizers will provide the translation, but the answers will be in English.

Tutorial on Synchrophasor Technology and Applications -

Dr. Damir Novosel - KEMA

In the morning of June 5th the renowned specialist from Kema, Dr. Damir Novosel, will offer a conceptual presentation about Synchrophasor Measurements technology and applications. The following subjects, among others, will be addressed:

§  General concepts and definitions;

§  Standardization;

§  Potential Applications;

§  Tests and Certification.

Workshops

The conference core will be constituted by two round table sessions that will be held on June 5 afternoon and in the morning of June 6. The invited speakers of each session will share the round table for the entire session. The audience is welcome to address questions or contributions to any speaker of the session.

Most renowned specialists will take part in the round table sessions. On June 6th, in the afternoon, the manufacturers will be invited to present their most up-to-date news on research, development and products related to Synchrophasor Measurement technology.
