As soon as possibleI) RESPONSIBILITES & DUTIES:
The incumbent of this post is responsible to the Project Manager in the Project Management Unit (PMU) for Nahr el Bared Camp and responsible for:
1. Designs and implements a strategy to rehabilitate livelihoods of the affected population and strengthen livelihood support system; establishes, manages and implements Community Development Plan (CDP) of the PMU; in coordination with Head, Reconstruction Team contributes to development of the overall Recovery & Reconstruction Plan through integration of CDP with the PMU Reconstruction Plan;
2. Makes socio-economic assessment of the displaced refugees’ livelihoods; establishes priorities of community development activities for the affected IDP population of Naher el Bared Camp on the basis of gender-related considerations and initial general study/surveys of needs for refugees reflecting the prevailing conditions and specific needs of the refugee community;
3. Coordinates with PMU and Field staff concerned to ensure the implementation of integrated refugee empowerment programme including micro-credit, employment and market-based vocational/skills training, income generation initiatives and other self-help programmes for local economic development and integration of the affected population groups; liaises with FRSSP/LFO to ensure assessment, identification of specific beneficiaries/target groups and plans and implements required interventions based on a community participatory approach;
4. Supervises the preparation and implementation of capacity building plan for the targeted groups of IDPs/refugees through workshops, seminars, community information platforms in coordination with other project staff; implements learning activities aiming at enhancement of coping capacities and entrepreneurial skills amongst refugees/IDPs on participatory and multi-disciplinary basis;
5. Makes assessment of camp development proposals, project design, procurement, implementation, hand-over and monitoring & evaluation of projects in Nahr el Bared Camp;
6. Supervises and provides guidance to staff appointed for the implementation of the project;
7. Follows-up, monitors and evaluates the implementation of livelihoods projects; prepares progress and final reports; documents lessons learnt for future planning process; / 8. Empowers and provides guidance to community-based organizations (CBOs) and committees to take leading role in the livelihood rehabilitation; facilitates re-integration and capacity building of CBOs in developing, implementing, monitoring and evaluating community livelihood rehabilitation plans;
9. Maintains contacts with partner UN Agencies, NGOs, local authorities and other stakeholders; serves as a focal point for PMU/NBC on livelihood issues to promote integrated community development/livelihood support system in the North;
10. Performs such other duties as may be assigned
II) MINIMUM QUALIFICATIONS
A. Academic and Professional
A university degree in social sciences, community development or other related field
B. Experience
6-7 years of progressively responsible professional experience in community and social development, preferably with UN agencies or international NGOs, four years of which should have been at a supervisory level
C. Language
Excellent command of written and spoken English

Prior experience with a UN organization, NGO or donor government

Monthly Salary: LL 1,885,837 + 14.39% Special Occupational Allowances.
Duty Station will be Tripoli, Lebanon; Subsistence Allowance will be available for non-residents of North Lebanon Area.
Dependency Allowance:
L.L. 60,000 per month for a dependent spouse
L.L. 33,000 per month for dependent child / Accrual of Annual Leave:
A staff member shall accrue annual leave while in full pay status at the rate of 2 working days for each calendar month of service.
Provident Fund / Medical Insurance:
A staff member is eligible to participate in the Pension Fund (“Provident Fund”) and medical insurance plan.
