Interested parties are hereby notified that the Federal Emergency Management Agency (FEMA) has prepared a Draft Environmental Assessment (EA) for the proposed Harahan Bridge Communications Tower Facility and Security Camera Project in Memphis, Shelby County, Tennessee and West Memphis, Crittenden County, Arkansas. This Proposed Action is to construct a 140-foot tall communications tower, 8 by 10-foot equipment building, security fencing, four security camera poles with cameras, and associated cables on lands, and the Harahan Bridge, all Union Pacific Railroad property. Per the National Environmental Policy Act (42 U.S.C. 4371 et seq.), associated environmental laws, and FEMA NEPA implementing regulations (44 CFR Part 10), a Draft EA was written to evaluate the Proposed Action's and several alternatives' potential impacts on the human and natural environment. The Draft EA summarizes the Proposed Action's purpose and need, several alternatives, site selection process, affected environment, and potential environmental consequences from the Proposed Action and its Alternatives. The Public Comment period will be 7 days - September 13, 2013 through September 20, 2013. Written public comments on the Draft EA or related matters may be faxed to FEMA at 770-220-5440; emailed to ; or mailed to William Straw, FEMA R4 REO, 3003 Chamblee Tucker Road, Atlanta GA, 30341-4112. The Draft EA can be viewed and downloaded from FEMA's website: http://www.fema.gov/environmental-planning-and-historic-preservation-program/environmental-documents-public-notices-1. The Draft EA will also be available for public review at the following locations: Benjamin L. Hooks Central Library, 3030 Poplar Avenue, Memphis TN 38111-3527, Monday - Thursday 10am-8pm, Friday/Saturday 10am-5pm, Sunday 12pm -5pm; and West Memphis Public Library, 213 North Avalon Street, West Memphis, Arkansas 72301, Monday 10am -8pm, Tuesday – Thursday 10am – 7pm, Friday 10am-5pm, Saturday 10am-3pm. Based on FEMA's findings to date, we anticipate no significant adverse effects on historical properties or the natural environment. If new information is received that results in a change, then FEMA would revise its findings and issue a second public notice for additional comments. If no substantive, contrary comments are received, then this Initial Public Notice will also serve as the Final Public Notice, the Draft EA will become the Final EA, and FEMA will issue a Finding of No Significant Impact (FONSI). Substantive, contrary comments will be addressed as appropriate in the final documents.
