Interest Free Loan Scheme

Type of Project

  • No set criteria for the type of project
  • Does not have to be a facilities project
  • Project needs to demonstrate how it supports LTA / Surrey Tennis objectives
  • Priority will be given to new build floodlights, Kids Zones and Airhalls.
  • We may have more relaxed criteria than LTA but we do want to encourage best practice regarding: licensed coaches; regular competition; child protection; club programme; membership growth; business plans; leases; British Tennis Membership; Tennismark; etc.

Funding Package

  • Maximum Surrey Tennis loan – 50%
  • Maximum Surrey Tennis loan = £20k

Exceptional projects may be considered outside of these limits.

In exceptional circumstances the County may consider partial grant funding

Repayments

  • Repayment period
  • Maximum 7 year
  • No minimum – flexibility to decide
  • Ability to give a 1-year moratorium on repayments
  • 4 set months for repayments – January, April, July and October
  • Repayment to be made by standing order

Release of funds

3 stages

  • 1st payment at start of project (25%)
  • 2nd payment (50%) on confirmation that standing order is in place
  • 3rd payment on completion of project (25%) and receipt of project completion certificate and all invoices
  • Loans to be made to clubs via cheque

Security of tenure

  • Club should own freehold or have a minimum lease of 10 years
  • No security taken - trust the clubs
  • A copy of the lease or proof of freehold ownership should be requested – will check for any restrictions on the land

Conditions of loans

  • Loan agreement based on loan agreement of LTA
  • Unsecured – no personal guarantors or charge over property required
  • Sinking fund to be established
  • Head Coach must be licensed and all other coaches must obtain LTA licence within one year
  • Club must have Tennismark or be on track to obtain Tennismark within six months
  • At least 75% British Tennis Membership with sufficient regularly competing juniors
  • Appropriate level of technical specification where applicable
  • Satisfactory level of subscriptions

Application Process

In the majority of cases the club would be expected to make an application to the LTA for funding. However, if this is unlikely to be successful the club may apply for Surrey Tennis loan funding in the first instance. Guidance will be given at a local level regarding the suitability of the project and the best funding route to adopt.

Stage 1

  • Email Tim Sagar at the Surrey Tennis office to state your intention to submit an application and get any initial feedback – is - or Tim Sagar, Surrey Tennis, The National Tennis Centre, 100 Priory Lane, Roehampton, London, SW15 5JQ.)

Stage 2

  • You will then be sent an application form to fill in.
  • Submit form along with relevant documentation to isor Tim Sagar,Surrey Tennis, The National Tennis Centre, 100 Priory Lane, Roehampton, London, SW15 5JQ.
  • Planning permission to be in place before application is submitted

Stage 3

  • Surrey LTA Operations Committee discuss and come to a decision as to whether to approve funding (meetings held approximately every 2 months)

Stage 4

  • If successful, final approval from Surrey LTA Council must be gained (meetings held approximately every 2 months)

CountyEndorsement Process

  • All submissions are to be emailed to the members of the Operations Committee
  • Operations Committee to ensure quick decisions are made following application submission

Conflicts of Interest

  • Where Council Members or field staff are a member of the club applying for funding. they should not be part of the decision making process or the discussions on that project
