“Sculpture is the earliest art form. ” An urban sculpture is the eyes of a city and window to the soul of her culture. Hence a good sculpture can be regarded as the name card of a city, which reflects her spirit and style. Located in the middle of Shandong Peninsula, Weifang boasts profound historical endowment and colorful culture. It is honored as World Kite Capital, China Human Habitation Award City, National Model City for Environmental Protection, National Hygiene City and National Garden City. To promote the culture and art of sculpture, further enhance international cultural and art exchanges, advance the development of art in urban public space, enrich urban culture, upgrade cultural level and build a city with cultural prestige, Administration Committee of Weifang Hi-tech Industrial Development Zone hereby launches International Urban Sculpture Originality Competition and welcomes artists and sculptors from the world to interpret Weifang from international perspective and translate it into sculptures which will become a profound cultural heritage of our city.Your participation will be highly appreciated. “The Organizing Committee of International Urban Sculpture Originality Competition of Weifang High-Tech Zone” (hereinafter referred to as “the Committee”) is established, including an art committee and an appraisal committee.

VI. Requirements

1. Scope

The competition collects works by means of open collection and targeted invitation.

(1) Open Collection: select the best urban sculptures among works by professional artists with strong creativity and amateurs and teams who love sculpture, no matter what their nationality, ethnicity, age and gender are.

(2) Targeted Invitation: invite 15 renewed sculptors both at home and abroad to create based on major events of Weifang.

(3) Every participant or team can present 1-3 pieces of works.

(4) It is our goal to collect 1000 pieces of works.

2. Types of Sculptures

Landmark sculpture, theme sculpture, landscape sculpture, gardening sculpture, campus sculpture, etc.

3. Requirements on the Entries

(1) It should reflect features of the city’s development and its humanities and spirits while with no limitations to techniques of presentation.

(2) It should possess rich cultural connotation, appealing design and noted features.

(3) The material is with no restrictions. But please avoid fragile, explosive, combustible materials and materials that are easy to get stained.

(4) All entries should not violate a third party’s patent, copyright, brand, reputation or any other legal rights.

VII. Collection of Works and Evaluation Process

The competition is divided into three stages:

The first stage: collection of works

The second stage: selection of works

The third stage: awards and exhibitions

First stage: Collection of works (from November 28, 2017 to January 28, 2018)

(1)All competitors are required to submit designdrafts,with pixel at least 300 DPI for effect pictures or color photos.Foureffect pictures or color photosin different perspectives on the front, the back and two sides shall be submitted, with the author’s name,name of the work, size, material, description of creativity and other work information. Installation drawings should be submitted if the submitting work is the design assembly work.

(2) Competitors could download and fill in the Registration Form of International Urban Sculpture Originality Competition of Weifang High-Tech Zone (hereinafter referred to as Registration Form, please attach 2 personal color photos (2 inches) in half a year for office copy and making entry pass) from the official website and submit before the deadline for collection.

(3) Competitors could download and submit the Qualification Letter of Commitment of International Urban Sculpture Originality Competition of Weifang High-Tech Zone (hereinafter referred to as Letter of Commitment) with his/her own signature from the official website if the competitors are art groups or institutions, the Letter of Commitment shall be signed by its authorized representative and the official seal of the unit shall be stamped; if the participants are in a multiplayer or cooperative form, each of the co-operation parties shall be required to sign the Letter of Commitment.

Second Stage: Selection of works

(1) Preliminary evaluation of works (from January 28, 2018 to January 30, 2018)

The review committee will select 120 finalists from all submitted works and publicize the results on the official website After the publicity period, if there is no opposition, the Organizing Committee of the Competition will notify the shortlisted authors in writing and sign relevant agreements with them.

(2) Model making of sculptures (from January 30, 2018 to March 15, 2018)

The heights of models of the finalists shall be controlled in the range of 50-100cm with hard materials (including but not limited to cast copper, stone, fiberglass, stainless steel, ceramics and others). After the production is completed, creators should package the works and mail them to the designated place by March 15, 2018.

(3) Re-evaluation of works (from March 15, 2018 to March 26, 2018)

The review committee will make final evaluation towards the 120 pieces of sculpture samples, and evaluate all kinds of awards in this competition.

Third stage: awards and exhibitions

(1) Awarding ceremony (March 28, 2018)

The winners including individuals and groups will gain the bonus and certificates of honor issued by Publicity Department of CPCWeifang Municipal Committee, Weifang Municipal Culture, Radio and Television Press and Publication Bureau, Management Committee of Weifang High-tech Industrial Development Zone and Shandong Sculpture Artists Association. The award-winning works will be permanently collected by the organizers, and comprehensive publicity of the authors and works will be conducted. All costs incurred by the participants during the course of the competition, as well as the tax of the bonus paid by the winnersshall be borne by the participants themselves.

(2) Exhibition of works (from March 29, 2018 to April 8, 2018)

The 120 award-winning works will be exhibited for 10 days in a centralized way in Weifang High-tech Zone.

VIII. Awards setting

Total bonus of the competition is: RMB 7.1 million

First prize 5 people Bonus RMB 150,000/ person

Second prize 10 people Bonus RMB 100,000/person

Third prize 20 people Bonus RMB 40,000/person

Excellence award 70 people Bonus RMB 15,000/person

IX. Works publishing

All shortlisted works will be published in the Works Collection of International Urban Sculpture Originality Competition of Weifang High-Tech Zone.

X. Requests for submission of registration documents

1. All registration documents must be submitted in two versions of electronic version and paper version, and the pictures or photosof the electronic version shall not be less than 4M.

2. Chinese or English must used in all the works in this sculpture competition, and any information, letters, notices, appeals, applications and others sent to the Organizing Committee or sent by the Organizing Committee. If both languages are used at the same time, the Chinese version shall prevail.

3. Participants shall send the electronic Registration Form, Letter of Commitment and Design Draft of Works to the designated email address of the Organizing Committee before the deadline for collection of works and mail the paper version to the designated address by the Organizing Committee. Entries that lack any one or more of the required documents will be rejected as unqualified entries.

4. The Organizing Committee has the right to review the qualifications of the competitors. If it is found that the competitors do not have the qualifications stipulated in this competition, or make false statements about their eligibility, the Organizing Committee reserves the right to unilaterally cancel the qualifications of the entries and awards of the competitors at any stage of this activity.

5.The Organizing Committee will archive all information and materials of the competition and will not send them back. The creators shall save backup by themselves. Submitting materials overdue will not be accepted.

XI. Work property Belonging and regulations

All the works submitted in the competition shall be regarded as abiding by and agreeing with the knowledge of the intellectual property contract which shall be signed.

1. Both the organizer and the originator have the joint ownership of copyright, right of signature, publication, publicity, filming, display and copy of the selected works.

2. The organizer has the ownership of the selected works.

3. Multiple submissions of the same piece of work to other competitions are prohibited in three years.

4. If the selected works need to be magnified, modified or for other use such as derivative (the organizer shall not pay extra design fee), and the follow-up matters will be at disposal of the organizer and the originator.

5. The applicants shall be the originator, have adequate and complete intellectual property, and therefore be the legal owner of intellectual property of the piece of work submitted in the competition. Any dispute regarding the intellectual property, any legal liability or any loss to the organizers shall be borne by the applicants.

XIII. Additional statements

1. Staff participating in organizing and assessing the activity do not have the qualification for participating in the competition.

2. All the works and materials submitted to the competition are non-refundable.

3. The Organizing Committee has the final interpretation right for the activity.

International Urban Sculpture Originality Competition of Weifang High-Tech Zone QualificationLetter of Commitment

I(hereafter referred to as the “promisee”), regarding the qualification of the International Urban Sculpture Originality Competition of Weifang High-Tech Zone, make the following commitments to the organizing Committee:

First, the promisee shall make sure that the piece of work in the competition is accomplished solely by the promisee or partly finished with the participation of the promisee; the promisee shall have adequate and complete intellectual property, and therefore be the legal owner of the piece of work submitted in the competition. The promisee shall make sure that the piece of work submitted in the competition commits no infringement of intellectual property or other legal rights to anyone.

Second, if the promisee is a legal person or represents for other organizations, the promisee shall come to the congruity with the originator regarding the belonging of the intellectual property of the piece of work submitted in the competition through contract, agreement or regulations.

Third, all the works submitted in the competition shall be regarded as abiding by and agreeing with the knowledge of the intellectual property contract which shall be signed.

2. The organizer has the ownership of the selected works.

3. Multiple submissions of the same piece of work to other competitions are prohibited.

4. If the selected works need to be magnified, modified or for other use such as derivative (the organizer shall not pay extra design fee), and the follow-up matters will be at disposal of the organizer and the originator.

Forth, if the works submitted in the competition are not selected, the promisee shall make no economy or reputation request from the competition committee, art sponsor entities, supporting entities or organizers.

Fifth, if the competition committee, supporting entities or organizers face the request of any administrative investigation, penalty, claim for compensation, litigation or arbitration resulting from the promisee’s participation of the competition and the submission of the works (whether or not the promisee is fault), which cause direct or indirect damage in terms of reputation or economy for the above entities, the entities that are affected shall request for adequate and proper measures from the promisee to avoid the effect of above mentioned administrative investigation, penalty, claim for compensation, litigation or arbitration. The promisee shall make compensation for the direct or indirect reputation or economic loss of the entities, including but not limited to the direct or indirect loss for counsel fee, legal cost, compensation cost, as well as public apology on newspaper and elimination of effects.

Sixth, the promisee agrees that the announcement of the International Urban Sculpture Originality Competition of Weifang High-Tech Zone is binding.

Seventh, the competition committee has the final interpretation right to the competition.

Eighth, any dispute relevant to the competition is subject to the laws of the People’s Republic of China as Weifang has the right of regional jurisdiction. The disputes shall be settled through negotiation. Once failed, the disputes shall be submitted to Weifang Arbitration Commission for arbitrament.

Ninth, the Letter of Commitment is subject to the laws of the People’s Republic of China and the Chinese text shall prevail.

Tenth, the Letter of Commitment shall take effect from the date of signature of the promisee. The promisee shall promise that the action of participating in the competition commits no infringement of any rules and regulations or the stipulations of the announcement of the International Urban Sculpture Originality Competition of Weifang High-Tech Zone and its attachments. The promisee shall acquire all the authorization that is necessary signing the Letter of Commitment.
