The States Parties to the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials (CIFTA), in the framework of the Eleventh Regular Meeting of the Consultative Committee, held on April 23, 2010, at the headquarters of the Organization of American States (OAS), adopted the following Work Program for the 2010-2011 period, for whose implementation the Secretariat pro tempore will have support from the OAS General Secretariat and the States Parties, as appropriate:

1.To continue participating actively in the work of the OAS Group of Experts to Prepare Model Legislation in the Areas to Which the CIFTA Refers, ensuring that the experts accredited to participate in its meetings have the training, technical expertise, and specific experience in the thematic area under their consideration. In addition, when the States deem it advisable, to offer support to the Technical Secretariat, through governmental experts, in preparing preliminary draft model legislation for presentation to the Group of Experts for its consideration.

2.To request the Technical Secretariat to continue preparing, for consideration by the Consultative Committee, a draft logical framework to facilitate implementation of the provisions of the CIFTA, based on the texts contained in the model legislation.

3.To continue exchanging information on the needs of States Parties for technical and financial support in identifying and destroying surplus firearms designated for destruction by each State, and in protecting and controlling national arsenals, and on existing technical assistance programs in this area.

4.To continue the process of consultations aimed at establishing, in the short term, a system for the exchange of information on firearms and ammunition confiscated from organized criminal groups and/or reported as stolen or lost, including, the possibility of keeping a hemispheric register, and regional, subregional, bilateral, and national registers, or other appropriate measures to implement Article XIII.3 of the CIFTA, in order to increase our capacity to fight the illicit trafficking of firearms, ammunition, explosives, and other related materials and violence.

5.To request the Technical Secretariat to continue studying the possibility of convening a second meeting of national authorities with direct responsibility for permits or licenses for exportation, importation, or transshipment of firearms, ammunition, explosives, and other related materials with a view to considering security mechanisms or practices related to end use certificates or letters.

6.To complete and update the Directories of Single Points of Contact and of Central Authorities for facilitation of mutual legal assistance, as well as the Subdirectory of Single Operational Points of Contact for the Tracing of Firearms.

7.To request the Secretariat pro tempore to foster more active participation by Single Points of Contact in the activities of the Consultative Committee, especially at its regular meetings.

8.To continue considerations for improving the capacity to mark firearms, as outlined in Article VI of the Convention, and for increasing cooperation in the tracing of illicitly trafficked firearms (pursuant to Article XIII, paragraph 3), in accordance with national laws and legislation.

9.To continue considerations and measures to establish a secure network for the exchange of confidential information among single operational points of contact for the tracing of firearms.

10.To maintain a CIFTA website to provide and share up-to-date information on the activities of the Consultative Committee and on such developments as states may present on the topics to which the CIFTA refers.

11.To continue consideration, in the framework of the meetings of the Consultative Committee, of such input and contributions of civil society organizations and of the private sector as may be relevant in fulfilling its functions.

12.To invite the CIFTA signatory States to continue to participate in the activities of the Consultative Committee and in the implementation of this Work Program, taking steps that are harmonized with CIFTA objectives, and to continue to share with the Consultative Committee such consideration as they may have given to ratification of the Convention.
