Instructions for Using the 2012 305(b)/303(d) Map

for Industrial Storm Water Permittees.

Make sure that you have Google Earth installed and then download the Y2012_305b303d.KMZ file. Google Earth can be downloaded for free from When you open the Y2012_305b303d.kmz file, it will pull up a map of Georgia in Google Earth. The coverage for streams, coastal streams and coastal beaches will appear as lines on the map while the coverage for lakes and harbors/sounds will appear as polygons. Below is a step-by-step process for determining if your facility discharges within one mile of an impaired waterbody.

How do I locate my facility?

On the top left of the screen under “Search” look for the address box. Older versions of Google Earth may have a “Fly To” tab where you will enter your address.

Type in your facility’s street address and click the "Search" button. Google Earth will then zoom in to your facility.

If your facility doesn't have a street address and you know the latitude and longitude for your facility, you can enter it in the search bar in either degrees-minutes-seconds or decimal degrees.

If your facility does not have a street address and you don't know the GPS coordinates for your facility, you will need to locate your facility on the map and put a place mark in it's location. The placemark button is located at the top of the screen.

You can determine the latitude/longitude of your facility by right clicking the placemark located on your facility and selecting properties.

I’ve located my facility on the map. How do I tell which impaired waterbodies are within a mile of my facility?

Once you’ve located your facility zoom out on the map until you see a RED line on the screen. These red lines are the impaired waterbodies.

In the middle of the toolbar at the top of the map, locate the “Ruler” button and click on it.

Your cursor will turn into a box with a crosshair and a box will pop up entitled ruler. Make sure "Miles" is selected in the "Map Length" pull down menu.

Click on the areas of the facility where your outfall(s) is located then move the cursor “box” to the red lines near your facility and check the distance.

If any of the streams indicated by red lines are within 1 mile of your facility, you should determine if you discharge(s) to these impaired waters.

My facility discharges into and within 1 mile upstream of one of the impaired waters shown on the map. How do I tell what it is impaired for?

You will need to exit the ruler first then click on the impaired water indicated by the red line that you measured your distance to. A box will pop up listing the following:

  • Name of the impaired water.
  • River basin.
  • Criterion violated = Pollutant of Concern

You need to know the first three to complete your Notice of Intent and Storm Water Pollution Prevention Plan.
