2.PLANNING ISSUES, UPDATES, CONCERNS:

None were raised at this time.

3. CURRENT MAJOR CAPITAL CONSTRUCTION PROJECTS UPDATE: Tony Ichsan

A.GreenfieldsProject Status

Powerpoint slides shown of progress made on drain trenches and dugouts. Tiles are in place on the east end in preparation for the addition of the artificial turf there. The dugouts are brick base and pillars and roofs are metal. The metal roofs will match the existing clock tower on the parking garage.

Q: Shouldn’t there be project information available on the web or an onsite information board?

A: Excellent suggestion; the intent is to include a link from the main college webpage to project update pages, but we still need to identify staff to manage the updates on the web.

B.BertoliniStudentServicesCenter

Powerpoint slides shown of progress made to drywall installation and restroom tiling. Mechanical systems are in place. Completion is moving from east to west on the building. The project is on schedule for completion in late November or early December. Wright Contracting Project Manager, Scott Thomas, is doing a stellar job in coordinating the project. Thirteen to fourteen departments will be stationed in Bertolini. Ergonomic furniture planning has taken place.

Q: Will Ricardo Navarrette be in charge of the building?

A: Ricardo Navarrette and Marty Lee will both be in charge.

Card-reader locking system locations will be coordinated.

Q: Are emergency evacuation stair-chairs planned for Bertolini?

A: Yes. Mike Ceser will provide the specifications for ordering the stair-chairs.

C.Race Hall Reconstruction

Final completion is on track for the end of June. Corrections are being made to straighten the grout on the east side wall as it has been difficult to see under the shrink-wrap. Brick will go on soon. The shrink-wrap will be removed in June.

Suggestion: The College might have a fundraiser during the shrink-wrap removal in celebration of completing the project.

A: Good idea; Tony will relay the suggestion to Dr. Agrella and to Curt Groninga.

D.Shone Farm Site Improvement (Paving and Lighting)

Shone Farm site improvements are completed. The parking stripes are done with some minor modifications needed.

4.FUTURE MAJOR CAPITAL PROJECTS UPDATE:

A.Culinary ArtsCenter

Tony is in regular contact with DSA and the project is still under review. The District would like to resubmit in July. As part of CA Environmental Quality Act (CEQA) requirements, copies of the Mitigated Negative Declaration for the CulinaryArtsCenter have been sent to neighbors and appropriate District personnel. A scoping session is scheduled to take place on June 2, 2009 at 5:30 p.m. in room 526 Plover Hall. The District will respond to comments and concerns. The July 14, 2009 Board of Trustees’ meeting should see the Mitigated Negative Declaration ratified. Another 30 day legal period per CEQA will pass before the project can go out to bid (hopefully) on August 14. The geothermal component has been removed from the project because of the convoluted quagmire of mitigation processes necessary to install and use geothermal energy at this site. Other green energy measures are being discussed, and some photovoltaics will be installed. The “Stash” building is scheduled to be demolished in July.

B.PublicSafetyTrainingCenter Advance Lab

Tony Ichsan will be speaking with the Chancellor’s Office to see if there will be any opportunity for state funding since we are “shovel ready”. We have not yet bid out because of the risk involved if the state cannot meet their 70% of the funding obligation. The District remains optimistic the project will eventually get a green light.

C. 2011-2015 Five Year Capital Plan Update

The Barnett building remodel project has been pushed back, but still remains the priority in the remodel lineup of Barnett, Tauzer, and Burbank. However, there is some competition between Barnett and Tauzer for priority. Measure A is in the sunset phase, so another bond may need to be proposed in order to fund these remaining projects. The Shone Farm has been designated an educational center.

Q: will the new designation help to secure funds?

A: Yes.

D. Shone Farm Reservoir Update

The District has travelled a very long road to legally resolve reservoir agreements with the Town of Windsor. The District is aware that water needs are becoming ever more critical for both watering and frost prevention. If ready in time, a new agreement will be presented to the Board of Trustees at the June 2009 meeting.

5.CURRENT MINOR CAPITAL CONSTRUCTION PROJECT UPDATE: Paul Bielen

A. Santa Rosa Campus

I.Race Hall Student Health Services

This minor project to make a more functional space at the Student Health Services counter area will be funded through a grant for $25,000.00 that Susan Quinn has acquired.

II.Race Hall Room 4044 Reconfiguration

Room 4044 is a 2nd floor large classroom on the east side of Race Hall. The plans include reorienting the room to allow for better student visibility, additional media screen and electrical work.The budget for the project is established, but the project is delayed until next year.

III. Parking Attendant Booths

In addition to physical/cosmetic improvements toB and C lots parking attendant booths, other improvements include HVAC, data communications, internet and phones for contact with District Police and emergency services. There were three contractor bids. The project will begin next week.

Suggestion: If the parking attendants are assigned additional responsibilities and skills needed they should be eligible for job description updates and possible grade change.

A: good idea.

IV. Haehl Pavilion Waterproofing

This project is proceeding well. Visually the exterior should tie in well with nearby structures by the use of the same paint colors. Completion is targeted for readiness for the President’s luncheon. It was noted that there is no AC available at Heahl and the space continues to need some improvements, such as new carpeting.

Q: Can this luncheon take place at Shone Farm Pavilion?

A: This would be a good idea, but Shone Farm Pavilion use is restricted.

V. Roofing Projects

Twenty-six (!) contractors came to the bid walk that took place this week for roofing projects. The base bid for phase 1 of Barnett (patching is not enough at this point), Community Education and Analy North Wing is $130,000.00. If the three sections of the Shuhaw bid alternates are included the base bid is $350,000.00. Bids are due within two weeks of the bid walk. Three other buildings on the Santa Rosa campus are in need of leak repairs, including Tauzer and Baker. d

VI. SR City Water Conservation Program

The program to replace high flow toilets, urinals, and sink aerators in Santa Rosa campus restrooms with low-flow units will be at no cost to the District. The fixtures and labor costs for removal and installation will be paid by the City of Santa Rosa. District personnel studied equipment from three vendors, including Stern, American Standard and Kohler. Kohler is the probable choice. Preferred styles have been identified. There is an anticipated savings of 1.3 million gallons of water per year at a cost savings of $20,000 per year. SRJC will receive a certificate for the Environmental Champion Award from the City of Santa Rosa. Potentially, an additional phase may be identified for more fixtures on the Santa Rosa campus after phase 1 is completed. Windsor is another site in possible need of low-flow fixtures.

VII. “Stash” Building Demo

Demolition specifications and hazardous materials specifications are in place. The demolition is to take place in July, 2009.

VII.Shuhaw Restroom Modernization

The bid has been awarded to Kirby Construction. The other two bids have been withdrawn. The Notice To Proceed will come out within ten days. This project will be the test site for the initial installation by the City of Santa Rosa. The District is meeting several compliance issues with this project.

B.Petaluma Campus

I.Modular 191 Move

This modular is a 40x48large classroom size. The move has taken longer than the other temporary buildings as classes are still scheduled in the modular. The placement of the building has been in question because of issues regarding water and utility lines at Petaluma campus. The decision has been made to place the modular on the west side of campus. The building will be painted the same color as the nearby building to help it to blend in.

C. Shone Farm

I. Tack Barn (G. K. Hardt Stable)

This project has been named the G.K. Hardt Stable for the grant making it possible from the G. K. Hardt Foundation. A job walk at the stable site will take place on May 19.

6. SANTA ROSA CITY PROJECTS:

A. 101 Bike Overpass

Forty to forty-five people attended the last community meeting at Odd Fellows to discuss a possible bike overpass. Options A-G were presented regarding three possible connection sites concerning SRJC. Options F & G land at Bear Cub Way. The public attending this meeting agreed with SRJC that Bear Cub Way would be the most appropriate connection; it is already identified in the college general plan. City staff provided the information that the cost associated with enhancing the overpass design to include artistic elements would increase from $10,000.00 to $12,000.00 per linear foot. District staff reminded the group that its contribution would only go toward construction costs, not design. The agreement clause will sunset in 2012.

1
