Are private companies able to submit Expressions of Interest for the Inspiring Change Manchester Programme?
We are able to accept Expression of Interest from all sectors, including voluntary, public and private sector organisations.
In Lot 1, there is an option for a consortium bid or one provider. Is there an option for a consortium bid for Lot 3?
We will accept consortium bids for lots 1 and 3. Individual PQQs should be submitted for each Lot stating clearly which organisation is the lead partner, who will hold the legal, financial and performance responsibility.
Is the cost of salaries for the GROW trainees expected to come out of the Lot 1 allocation, or the Lot 3 allocation?
The cost of the salaries for the GROW Trainees is not included in either Lot allocation. Funding for GROW Trainees will be awarded separately once these roles commence in year 2.
Is the cost of salary for the Service User Co-ordinator expected to come out of the Lot 3 allocation, or already accounted for within the centralmanagement of the programme?
The cost of the salary for the Service User Coordinator has been accounted for within the central management of the programme and, therefore, will not be expected to come out of the Lot 3 allocation.
Please can I check at the PPQ stage if we are going into partnership do we submit one PPQ or one for each company?
If organisations are submitting a PQQ as a partnership, please submit a PQQ for each company/organisation and clearly state which organisation is the lead partner, who will hold the legal, financial and performance responsibility.

We deliver services of support to young people aged from 11-18. Are they included in this tender process as a possible future client?

The Big Lottery Fund stipulates that this programme is for adult individuals and, therefore, all service users will be over the age of 18.

We provide specific services around family/social support. Are these services included in this tender process?

The Big Lottery Fund stipulates that this programme is for individuals, rather than families, and, therefore, the services as part of this tender process will be for individuals.

Where has it been advised that 28 hours are a ‘standard’ for counsellors?

This standard was advised by our partners that work in this field. However, this is a guidelines in the specification and we welcome alternative proposals.

With regard to the Mental Health Services, if the advised 28 working hours include 10 hours of supervision and training are you specifying that there is less than 18 hours face to face contact with users of the service?

The 18 hours working in the Engagement Team, which remain after the 10 hours supervision, will be split between direct service delivery to service users and advice, support and guidance to staff. The exact split is to remain flexible in order to adapt to the needs of the service.
