Insert 1-3 photos/captions of project showing typical conditions/terrain

Project Scope

Highway Design and Safety

Typical Section and Alignment: …summarize the existing roadway widths and alignment, what was proposed in the application, and what CFL recommendation is (include proposed lane/shoulder width and any alignment/superelevation improvements proposed).

Other:…summarize any other unique parts of the project (parking areas, trails, etc…) not summarized above. Add multiple sections/paragraphs as needed.

Safety and Design Exceptions: …summarize any anticipated safety improvements and/or design exceptions for the project.

Pavement

…summarize the existing pavement/surface condition, what the proposed section is from the application (if provided), and what the CFL recommendation is. Also describe the proposed pavement investigation and design.

Right of Way

…summarize the existing right of way/maintenance responsibilities including how documented (HED, maintenance agreement, none), what the existing width is (if known or at least what is assumed), and what the proposed right of way will be (including proposed width if estimated, and how it will be documented).

Utilities

…summarize all known utilities within the project limits and any anticipated impacts. Include discussion on who will be responsible for relocation coordination and cost.

Survey

…summarize anticipated survey proposed for the project.

Geotechnical

…summarize existing geotechnical hazards and/or proposed geotechnical design(s). Include proposed geotechnical investigation as needed.

Hydrology/Hydraulics

…summarize existing drainage/culvert conditions and issues, proposed analysis and preliminary design. Include estimated # of existing culverts/proposed culverts if known.

Bridge/Structures

…summarize existing and proposed bridge/structures work on the project (delete section if no bridge/structure on project).

Environment and Permits

…summarize anticipated environmental field work and reports needed, anticipated NEPA compliance document, and any permits that will be required. Include any anticipated risks items or potential delays/long lead items that could affect the project schedule.

Construction

…summarize anticipated construction length, season, restrictions, etc...

Cost Estimate and Funding

Cost Estimate Comparison: …summarize the basis for the estimate, in particular items if different than what was in the application. Also summarize the costs in the application as well as the scoping costs. Provide high level detail on the reason for the variance in costs.

Match Funding: …summarize the proposed match (from application) as well as the match based on the scoping cost. Include discussion on any overmatch (by % or fixed dollar amount) or in-kind or toll credits if allowed by the PDC. Also include if ROW or utility costs will be included as match. Add funding source (FLTP, local agency, STP funds ,etc.), in particular if multiple on project or if any overmatch is federal funds.

Major Risk Items

description of risk item:…summarize any major risk items to the project. These can be pretty high level. Some projects may not have major risk items.

Options Identified or Considered

description of option:…summarize any options identified or options considered (even if not recommended). Include description of why it was considered (PDC, applicant, CFL) and if CFL recommends to include in project. Attach further cost detail if needed.
