  1. SCOPE OF WORK

The Bidder shall provide services for successful management and execution of pre-commissioning, commissioning,start-up,and testing up to operational completion (RFO) of the commissioned“Petrobaltic” Rig.

The Rig is under conversion from a drilling unit to a production platform in “REMONTOWA” yard in Gdansk, Poland. Upon completion of the on-shore construction, pre-commissioning and commissioning phase the Rig will be towed and installed on the B8 field in the Baltic Sea, Polish Economic Zone. Off-shore phase will include hook-up and commissioning / start-up / testing. Production will be transferred from early production facility (currently operating on the B8 field) to the Rig.

Documentation related to the Rig and its systems (including the 3D model), as well as existing commissioning proceduresare provided by the Awarding Entity on the dedicated server.Most of the process systems are located on four modules installed on Rig’s deck:

  • Module M1 – gas compression system,
  • Module M2 – water injection system,
  • Module M3 – oil separation system,
  • Module M4 – turbogenerator power supply system.

Modules M1, M2, M3 have already been erected and equipped (only partly in electrical and instrumental disciplines). Module M2 is structurally completed, yet the water injection equipment and part of piping will be installed after the equipment is transferred from the early production facility (currently operating on the B8 field) to the Rig.

In the hull there are installed some auxiliary equipment – air compressors, sewage treatment, water maker, firefighting, HVAC, electrical switchboards.Those equipment are connected between each and with modules located on the main deck. On the left (port side) part of the hull a flare structure is located equipped with two blowdown lines – HP and LP.

On the fore (before the leg) LQ accommodation module with helideck is located. LQ has already been erected and outfitted, yet some modificationsand new installations need to be done.

Commissioning shall include existing utility systems (partly extended or modified) and their interfaces with new systems. Operability of the existing equipment to be assured by Operations.

Upon Bidder’s request a site survey of the Rig can be arranged by the Awarding Entity during the bidding process, especially for better understanding of range of existing utility systems which is recommended by Awarding Entity

Bidder’s services shall be performed in conjunction with development of the B8 Field Development Project – for schedule assumptions refer to point 2.

Bidder’s services shall be offered in the following packages (phases) dependent on the development of the project. The list of services is not intended to be exhaustive, the Bidder is expected to consider all services and activities necessary to execute the pre-commissioning and commissioning and achieve the final target of having the “Petrobaltic” Rig commissioned and Ready For Operation (RFO).

PHASE 1 – VALIDATION AND PLANNING

This phase shall be executed upon assignment of contract. The services, scope of work and deliverables shall include in particular:

  • setting up a Project Completion System (database) for management and progress monitoring ofconstruction (mechanical completion), pre-commissioning and commissioning phases (Awarding Entity will provide an available list of tags per subsystem for Bidder’s verification, validation and further development),
  • the database shall cover the whole scope of the “Petrobaltic” rig conversion project, including all sub-systems, systems, areas, tags, items, disciplines,
  • the database shall consider existing systems and their interface with new systems,
  • feeding the database with all necessary engineering inputs,
  • feeding the database with the available construction inputs (mechanical completion ITRs, etc.),
  • feeding the database with equipment and systems preservation activities and cycles,
  • The Awarding Entity shall have full rights to use the database during its preparation/updating and upon its completion, including transfer of intellectual property rights to Employer,
  • the database shall be handed overin the part related to construction phase (mechanical completion) for continuous management by the Awarding Entity and/or its subcontractors,
  • preparation of detailed pre-commissioning and commissioning plan for sub-systems and systems with consideration of construction activities (including priority of the sub-systems and systems readiness for pre-commissioning and commissioning, commissioning sequences, schedule/skyline),
  • verification of existing commissioning documentation (including procedures), gap analysis and preparation of list of all necessary documentation to be developed or revisedin order to achieve the final target of having the plant commissioned and ready for operation with delivery schedule (MDL). Schedule of documentation delivery to be approved by the Awarding Entity.

PHASE 2 –PREPARATION TO COMMISSIONING

This phase shall be executed upon completion of PHASE 1 and prior to commencement of pre-commissioning and commissioning activities in the field (PHASE 3). The services, scope of work and deliverables shall include in particular:

  • cooperation with the construction contractors for most efficient handover of sub-systems and systems from construction to pre-commissioning and commissioning (sequence, priority setting, scheduling, etc.),
  • management/updating of the Project Completion System (database) – the part related to construction (mechanical completion) phase to be managed by the Awarding Entity and/or its subcontractors,
  • management/updating of pre-commissioning and commissioning plan and its continuous management, including activity and resources planning, progress monitoring, remedial actions, recovery plans, alignment with construction schedules, etc.,
  • development of all necessary pre-commissioning, commissioning, start-up and testing documentation (detailed pre-commissioning and commissioning procedures, start-up procedures, performance testing procedures, etc.), including the missing documentation identified in PHASE 1,
  • planning of specific pre-commissioning and commissioning activities and required resources for optimum execution of PHASE 3,
  • verification of spare parts list for pre-commissioning, commissioning and start-up,
  • planning of demand for consumables, first-fill materials,tools and equipment for pre-commissioning, commissioning and start-up,
  • planning of demand for assistance to commissioning personnel and vendors’ personnel,
  • management of equipment and systems preservation activities including update of the database
  • development of risk analyses related to commissioning, start-up and testing.

PHASE 3 – EXECUTION OF PRE-COMMISSIONING AND COMMISSIONING

This phase shall be executed upon availability of first sub-systems and systems for pre-commissioning and commissioningactivities and following an agreement with the Awarding Entity to commence those activities. Bidder’s services shall be performed through pre-commissioning, commissioning, start-up, plant alignment (adjustment), performance testing up to operational completion (RFO) of the plant. Operation of the systems can be handed-over to Operations partially one by one. Whole plant will be handed-over to Operations upon RFSU (Ready For Start-Up). RFSU Certificate to be issued by Bidder and approved by Operations. Plant acceptance to be confirmed by Operations after performance testing and uponoperational completion (RFO) of the plant.The services, scope of work and task deliverables shall include in particular:

  • taking over the completed sub-systems and systems from construction (mechanical completion) to pre-commissioning and commissioning by confirmation of readiness for pre-commissioning and commissioning (RFCC – Ready for Commissioning Certificate)
  • cooperation with the construction contractors for alignment and most efficient handover of sub-systems and systems from construction to pre-commissioning and commissioning (sequence, priority setting, scheduling, etc.),
  • management/updating of the Project Completion System (database), including progress reporting and monitoring, printing ITRs for execution, uploading completed ITRs, punch-items management, etc.,
  • management/updating of pre-commissioning and commissioning plan and its continuous management, including activity and resources planning, progress monitoring, remedial actions, recovery plans, alignment with construction schedules, etc.,
  • management of equipment verification and calibration,
  • further development/updating of all necessary pre-commissioning, commissioning and start-up documentation as required,
  • management, supervisionand execution of all pre-commissioning, commissioning, start-up and handover activities (systems will be individually handed over to Operations upon completion of their commissioning),
  • safety management related to pre-commissioning and commissioning (lockout/tagout procedures, etc.),
  • supervision and approval of site acceptance testing of vendors’ equipment,
  • testing of the plant for performance, safety, reliability and operability,
  • management of vendors’ supervision, including planning, mobilization/demobilization, optimization of vendors’ presence and related costs, coordination of vendors’ activities, etc.,
  • management of assistance to commissioning personnel, including planning, mobilization/demobilization, optimization of related costs, coordination of activities, etc.,
  • management of demand for consumables, spare parts, first-fill materials, tools/equipment and management of their consumption/involvement, including optimization,
  • management of equipment and systems preservation activities,
  • preparation of pre-commissioning and commissioning Final Dossier documentation (both electronic and hard-copy version).

It is understood that in performing the services the Bidder will act in close cooperation and communication with the Awarding Entity, including scheduling, submitting documentation for approval, etc.

  1. SCHEDULE ASSUMPTIONS

Bidder’s services shall be performed in conjunction with development of the project. For the purpose of preparing the offer (bid) the following construction milestones are to be considered:

  • HVAC system mechanically completed – June 2018,
  • hull, deck, oil manifold piping mechanically completed, including equipment installation – June 2018,
  • 75% of interconnecting piping (modules/hull/deck) after hydro-testing – July 2018,
  • 75% of electrical and instrumental construction ITRs completed – end of August 2018,
  • Living quarters systems completed (including control room) - October 2018.

The Bidder shall provide services and deliver sufficient resources for successful management and execution of pre-commissioning, commissioning, start-up and testing to achieve the operational completion (Ready For Operation) of the commissioned“Petrobaltic” Rig within end of April 2019.

NOTE: Construction activities on module M2 (installation of water injection equipment and part of piping, E&I systems) will be performed after the equipment is transferred from the early production facility (currently operating on the B8 field) to the Rig. Those activities are not considered in the construction milestones above. Timing of those construction activities is to be agreed and confirmed (on-shore or off-shore). The commissioning milestones shall include commissioning of the water injection system.

NOTE: Preparation to sail-away, Rig installation in off-shore location and hook-up may require up to 4 weeks of time.

Bidder’s services shall be performed both during on-shore and off-shore phases. The system commissioning priority and scope of commissioning activities to be performed on-shore or off-shore shall be agreed with the Awarding Entity.

  1. REQUIRED RESOURCES AND EXPERIENCE

The Bidder and its personnel assigned to provide services to the Awarding Entity shall have necessary knowledge, competences and experience including a Commissioning Manager with experience of at least 3 projects completed within last 10 years acting on position of Commissioning Manager.The Bidder shall present as part of the offer (bid) the experience in having successfully performed services in the scope similar to the scope of this inquiry. In particular, the Bidder shall provide:

  • list of not less than 3 projects completed within last 6 years in the off-shore oil&gas sector where the Bidder has provided services including management and execution of commissioning of oil and gas production plants (production platforms, FPSOs, etc.);
  • declaration that Commissioning Manager will have required experience and/or professional CV(s) of the available commissioning manager(s) and key members of the commissioning management team;
  • proposed organization chart of the commissioning management team.
  1. ASSISTANCE TO COMMISSIONING

The Bidder shall include in the offer (bid) all services, activities and personnel necessary to execute the pre-commissioning and commissioning and achieve the final target of having the “Petrobaltic” Rig commissioned and ready for operation. It is understood however, that some of the pre-commissioning and commissioning activities in PHASE 3 may be performed by a third party personnel under management and supervision of the Bidder. Such third party personnel is referred to as “assistance to commissioning”.

The Bidder shall provide as part of the offer (bid) the estimated demand for assistance to commissioning which will be required in addition to Bidder’s personnel to successfully achieve the final target of having the “Petrobaltic” Rig commissioned and ready for operation. The assistance to commissioning personnel demand shall be estimated in manhours per project and shall be presented in breakdown per position in the bid template.

The Bidder may additionally offer providing the personnel for assistance to commissioning. In such case the Bidder shall provide rates as specified in the bid template. Ordering such services shall be considered optional for the Awarding Entity and shall not in any way affect the basic part of the offer (bid).

It is intention of the Awarding Entity to have the Rig operation crew members (Operations) involved in the pre-commissioning and commissioning process with the purpose of familiarization with the plant and smooth handover to operations.

  1. OFFER (BID) TEMPLATE AND FORMAL ISSUES

The Bidder shall submit the offer by filling theoffer form and bid template attached to this Inquiry. The Bidder may during the bidding process submit to Awarding Entity requests for clarification or requests for modifications. Awarding Entity may by their decision take into consideration the requests submitted by Bidders. The Bidder is not allowed however to adjust the offer form, bid template or provide additional qualifications, reservations unless the bid template is formally revised by the Awarding Entity.

It is not mandatory for the Bidder to quote the scope described as “OPTIONAL SCOPE”.

The bid template consists of 4 sheets and the offer form consists of 2 pages. The values calculated in the ‘Summary’ sheet of the bid template, should be copied the offer form and in case the offer is submitted via purchasing platform Logintrade also to the form available at the website – in such case both bid template and scan of the signed offer form should be attached as files.

Due to value of the contract, unless the Bidder has undergone a “Contractors’ qualification process in Capital Group of Grupa LOTOS S.A.” within last two (2) years, the Bidder is required to submit the following information and documents required to perform such qualification:

  • Confirmation of registration details of the entity and details concerning persons authorized to draw obligations on behalf of the contractor
  • Confirmation of registration of the entity as an active VAT / VAT-EU taxpayer (applies to VAT taxpayers)
  • Confirmation of having a special permit/concession or a statement that your business does not require such special permit/concession (also regarding confirmation of SEED or a statement that your business does not require it)
  • Financial statement for the last financial year or statement that the conducted activity does not require its preparation
  • Certificate confirming your company is not in arrears of payment of taxes issued by a tax office not later than 3 months prior to the tender submission date
  • Contact details of the company / person who can confirm the fact of cooperation with the contractor or references in the subject and scale similar to the assessed transaction (obligatory at least 3 references / contacts for contractors operating on the market for less than 2 years and companies acting as brokers/traders/agents)

Scanned copies of the documents should be submitted with the offer, any documents missing at that time should be submitted as soon as possible – contract can be signed only with the entity that has undergone the above mentioned qualification process.

Estimated time for offer selection and signing of the contract is late February up to mid-March 2018.
