Inkosi Langalibalele Local Municipality hereby invites bids from suitably qualified and experienced Civil Engineering Companies for the Construction of a Pedestrian Bridge in Newlands / Lochsloy in Ward 15 and theConstruction of a Pedestrian Bridge in Dikwe / Slimangamehlo in Ward 1.

Tender documents will be available as from 23 August 2017 at Supply Chain Management section at Inkosi Langalibalele Municipality, Victoria Street, Estcourt, 3310.
A non-refundable fee of R500.00 will be charged per document (cash or EFT only). Tenderers who paid via EFT for documents need to produce proof of payment to collect a document.

A compulsory briefing session to be held at Inkosi Langalibalele Municipality offices, Civic building, Victoria Street, Estcourt on 31 August 2017 at 10:00 AM, thereafter a site visit, please provide your own transport.
This tender will be evaluated on the 80/20 preferential procurement policy framework (PPPFA), ), notwithstanding that the evaluation will also examine the experience of the tenderer which must be submitted with proof of experience in the form of the “Practical Completion Certificates” or “Final Completion Certificates” of at least 3 previous projects of similar size and nature.
The “Pre-qualification” evaluation criteria will be based on the following functionalities:
•Track Record and Relevant Experience:30 Points
•Qualification and Competency30 Points
•Schedule / Availability of Plant20 Points
- Programme Schedule20 Points
Tenderers need to score a minimum of 70 % in terms of the “Pre-qualification” before the tender is considered for further evaluation.
Tenders are to be completed in accordance with the conditions and bid rules contain in the bid documents and supporting documents must be placed in a sealed envelope and clearly marked “Construction of a Pedestrian Bridge in Newlands / Lochsloy in Ward 15” OR “Construction of a Pedestrian Bridge in Dikwe / Slimangamehlo in Ward 1” must be deposited in the Tender box at ground floor, Inkosi Langalibalele Municipality, Victoria Street, Estcourt, 3310 by not later than 13 September 2017 at 12h00, where they will be opened and registered in public.
The Inkosi Langalibalele Municipality subscribes to the Preferential Procurement Regulations, pertaining to the preferential procurement policy framework act (PPPFA) principles whereby a tenderer’s submission will be evaluated according to the sum of the award of points in respect of the tender value and the B-BBEE status of the tenderer. A valid ORIGINAL Tax Clearance Certificate MUST be submitted with the tender document.
Tenderer’s attention is specially drawn to the provisions of the bid rules which are included in the bid document and as follows:
- Inkosi Langalibele Municipality Supply Chain Management policy will apply;
- Tenders which are late will not be accepted;
- Tenders will be valid for a period of 90 days.
- Tenders must only be submitted on the documentation provided by the Municipality (original document).
- An original valid tax clearance certificate of a company must be submitted with the bid document.
- An original current account in terms of water and electricity/rates and taxes obtainable from any local municipality must be submitted with the bid document or lease agreement.
- Certified copies of identities document of directors and owners of the company must be submitted with the bid document.
- Failure to comply with these conditions will result in immediate disqualification of the proposals.
