088/November 2016 Village Caretaker Report
The Village Caretaker has completed safety checks, litter picks and has emptied litter bins. The disabled picnic bench in the playing field play area is showing signs of rot. There is currently little evidence of dog fouling in the village.

090/November 2016 Notes of the Extraordinary Meeting of Ingham Parish Council held on Monday 17th October 2016
Proposed by Councillor Dicker, seconded Councillor Dickinson and RESOLVED unanimously that the Notes of the Extraordinary Meeting of Ingham Parish Council held on Monday 17th October 2016 be approved as Minutes.

092/November 2016 Clerk’s Report on matters outstanding
The Parish Council are monitoring the following issues: 386/May 2011 The condition of the path outside 5 High Street; 562/December 2011 – The subsiding roadside on Stow Lane; 297/ January 2014 - Anglian Water dyke near to the playing field; 786/November 2015 - Pot Hole at Car Park entrance – LCC Highways have been asked to fill this; 638/April 2015 - Collapsed drain under Church Hill – LCC Highways have filled a pot hole that developed here and will install kerbing and a drainage flue to reduce the subsidence at the road side.
Other outstanding items include:
337/March 2014 - Double yellow lines on Lincoln Road - District Councillor Patterson will continue to press where possible, however the need may be affected by the proposed changes to the originally approved development;
907/April 2016 - Pot holes at the junction of Church Hill and Middle Street have been reported to Highways for repair; 900/April 2016 - Speeding – Results of the Archer Survey have been received and were discussed in the Speeding agenda item;
983/June 2016 Annual Parish Meeting actions - Will the Parish Council support a proposal for Ingham to be 20mph Village? Addressed in the Speeding agenda item; Will the Parish Council consider horse warning signs for the Village? LCC Highways have decided not to install these;
034/September 2016 - Drainage issues/ pot holes on Ingham Lane near the junction with A15 – LCC Highways are investigating a drainage option;
Grange Lane Hedge – LCC Highways have agreed to flail cut this and remove encroaching vegetation from the Highway;
A street light that was faulty on Church Hill was reported and has been repaired; Pot Holes on Church Hill were reported and have been filled;
Best Kept Village signs – Highways have suggested the signs be located on the right hand 30mph sign on Church Hill as you enter the village and close to the ornamental village sign on Lincoln Road. The Clerk will ask that the proposed Lincoln Road location be altered to be on the triangular piece of land at Crossways or on the back side of the road sign on the east side of Lincoln Road.
093/November 2016 P3 Liaison Officers Report
Councillor Dicker reported that footpath 17/2 (to Middle Street) is no longer showing signs of use by horse riders and therefore a previous request for an appropriate sign from LCC will no longer be pursued. All footpaths are muddy and slippery, particularly Footpath 18/2 (to Fillingham) and 21/3 (Cow Hill to Ingham House). The kissing gate on footpath 21/1 (near Ingham House) is sticking and is very narrow. Councillor’s Wagstaff and Dicker will also decide whether to cut back a protruding branch here. There is little evidence of dog fouling.
094/November 2016 Items raised by Councillor’s for future Agendas
Councillor Dickinson asked whether the Parish Council would like to enter a wreath making competition. Councillor Dickinson’s wife has offered to make the wreath on the behalf of the Parish Council. The Parish Council agreed to enter.
Councillor Dickinson asked about the status of Ingham School becoming an Academy. Councillor Nicholson noted that that legislation forcing this has now been dropped but the School continue to consider the possibility. An agreement with respect to the lease of the Village Hall would need to be part of the negotiations if the School became an Academy.

098/November 2016 Budget and Precept 2017/18 Estimate
Proposed Councillor Wagstaff seconded Councillor Dickinson and RESOLVED unanimously to request a 7.5% increase (£18,987) in precept for 2017/18 to enable the continuation of grass cutting services in the village following the withdrawal of grants for amenity grass cutting services and P3 grant cutting by LCC. The increase has also been impacted by the cancellation of the Council Tax Support Grant by WLDC.
099/November 2016 Planning Matters to be Reported and Considered
Planning Application 135076, Land to the North of Farrows Row, Ingham, LN12XX – Outline planning permission to erect no1 single storey dwelling – all maters reserved – The Parish Council comment is ‘Surface water should not drain into the foul sewer’.
100/November 2016 Risk Assessment Play Area and Playground
The Clerk presented the inspection report that he had completed on 14thNovember 2016. There were no new issues.
101/November 2016 Defibrillator
Proposed Councillor Wagstaff seconded Councillor Nicholson and RESOLVED unanimously to order two Aivia 200 Defibrillator Cabinets with Heating from Primary Care Supplies.
102/November 2016 Bins and Seat replacement
Proposed Councillor Wagstaff seconded Councillor Nicholson and RESOLVED unanimously to purchase two Forest Saver litter bins and one Forest Saver seat from Earth Anchors.
103/November 2016 Speeding
The Archer analysis results from a survey located on the High Street near the junction with the Green from 16th July 2016 showed that the speed limit of 30mph was rarely exceeded. The total daily average speed heading toward Lincoln Road was 21.1mph and toward Long Lane was 19.2mph. The Parish Council therefore deduce that there is no evidence to support a reduction in speed limit in this area of the Village.
104/November 2016 Neighbourhood Planning
The Clerk will produce a map showing the parish boundary and a draft notice requesting volunteers to be on the steering committee to the next meeting of the Parish Council.
105/November 2016 Village Hall Committee
Councillor’s Ridout, Dicker and Nicholson declared an interest due to their involvement with the Village Hall Committee. Proposed Councillor Dickinson seconded Councillor Wagstaff and RESOLVED unanimously (NB, RG, MD, KW) to provide grant aid of £1,350 to the Village Hall Committee.
106/November 2016 Christmas Tree Lights
Councillor Wagstaff will ensure these are put up.
107/November 2016 Correspondence Received
All correspondence was discussed as part of agenda items with the exception of an email from WLDC about consultation on the removal of some public payphones in the district by BT. This does not affect the telephone box (Book Exchange) in Ingham and a letter from LCC about sharing communications to the Parish Council with County Councillors.

The next Monthly Meeting will be on Monday 12th December 2016.

109/November 2016 Proposal to move to closed session, in accordance with the Public Bodies (admissions to meetings) Act 1960, that in view of the confidential nature of the business to be transacted, it is advisable in the public interest that the press and public be temporarily excluded and they are therefore instructed to withdraw from the meeting for the following items of business.
