Ø PROCLAIMED OFFENDER OF HARYANA ARRESTED WHO WAS WANTED IN CASE OF BOMB BLAST AND EXPLOSIVES ACT.
INTRODUCTION:-
Northern Range of Crime Branch, Delhi Police has arrested a Proclaimed Offender (PO) in an Explosives Act case of PS Safidon, District Jind, Haryana namely Krishan Kumar Malik s/o Ram Singh Malik r/o Village Post Risalu Distt., Panipat Haryana aged about 30 years.
INFORMATION, TEAM AND OPERATION:-
An input was received that on 28.03.2014, accused Krishan Kumar Malik would come at Mukarba Chowk Delhi. Acting on this information, a raiding team was formed, led by Inspr Rajbir Singh and consisting of SI Rajneesh, HCs Shyam Lal, Narender Kumar, Mohan Lal, Sant Ram, Cts Jagbir, Atul and Anil Hooda under the close supervision of ACP Sanjeev Tomar and overall guidance of DCP Kumar Gyanesh. A trap was laid at G.T.K. Road, Mukarba Chowk and at the instance of the informer, accused Krishan Kumar Malik s/o Ram Singh Malik r/o Village and Post Risalu Distt. Panipat Haryana was arrested.
INCIDENT:-
On 29.10.2010, complainant Narender Rathi r/o Sahanpur, PS Safidon, District-Jind, Haryana gave a complaint wherein he alleged that on the intervening night of 28/29.10.2010, someone had planted a bomb in his office and due to the explosion, his office was destroyed. On his complaint, a case vide FIR No.330/10 u/s 3/5/6 Explosive Act & 427 IPC was registered at PS Safidon, Distt. Jind, Haryana. During investigation Pawan @ Pona, Sagar @ Kala, Gurnam, Rajesh, Surender and Kismat were arrested but accused Krishan Kumar Malik, Rajender and Rajesh could not be arrested as they were evading arrest. All three absconders were declared proclaimed offenders by the Court of Sub Divisional Judicial Magistrate vide order dated 31.08.2012.
INTERROGATION:-
During sustained interrogation, accused Krishan Kumar Malik disclosed that he is the relative of the accused Kismat. Kismat was having some financial dispute with Narender Rathi. In order to settle the score with Narender Rathi, accused Kismat and his associates Pawan @ Pona, Sagar @ Kala, Gurnam, Rajesh, Surender, Rajender and Rajesh prepared crude bombs with his help and later on exploded the bombs in the office of Narender Rathi.
PROFILE:-
Krishan Kumar Malik (30 years) is 12th standard pass from Panipat, Haryana. Initially, he started doing agricultural work on his ancestral land, but in 2007 he left farming and started dairy business. Later on, he came into property dealing business and started buying disputed properties. He is previously involved in following two criminal cases-
1 FIR No. 464/06 dated 29.12.2006 u/s 419/420/468/471/120 B IPC PS Samalkha, District-Panipat, Haryana
2 FIR No. 264/11 dated 17.04.2011 u/s 279/336 IPC & 25/54/59 Arms Act, PS Matlodha, Distt. Panipat, Haryana

INFORMATION, OPERATION AND TEAM:-
In order to prevent the incidents of Snatchings and robberies in Delhi/NCR several teams of Crime Branch were constituted. These teams were specifically tasked to gather information’s about the active robbers and snatchers. The team members worked relentlessly and details of various jail /bail released criminal were verified. Secret sources were activated and criminal intelligence was developed. Technical surveillance was mounted.
On 27-03-2014 a team consisting of ASI Hans Kumar, HCs Rajbir Singh, Sukhbir, Rishi, Krishan Kumar and Ct Pardeep Kumar led by Inspr. Sushil Kumar under the close supervision of ACP Ram Mehar Singh and overall guidance of DCP Kumar Gyanesh was constituted to identify and apprehend such criminals.
The team received information about a gang of snatchers led by Sandeep who has been released on bail recently. On 27.03.2014, ASI Hans Kumar received specific information that Sandeep, who is a Bad Character of PS Mangol Puri and is actively involved in snatchings after his release from jail. Immediately, the team laid a trap and arrested Sandeep s/o Birju r/o H.No.R-188, Mangol Puri, Delhi. One stolen mobile phone was recovered from his possession. 6 cases of mobile phone, cash and chain snatchings were solved with his arrest.
Similarly, HC Vikas Kumar and Ct Pramod Kumar were also deputed to develop information regarding FIR No.242/14 dated 19.03.2014 u/s 356/379/34 IPC PS South Rohini, Delhi. On 27-03-2014, acting on a tip off, a team of Crime Branch led by Inspr Rajeev Kumar and comprising of HC Vikas Kumar, Cts Pramod Kumar, Rajinder and Mohan under the close supervision of ACP Om Prakash Singh and overall guidance of DCP Bhisham Singh apprehended one Sandeep Garg @ Sippy s/o Raj Kumar r/o R-I/33, Budh Vihar Phase- I, Delhi and one snatched mobile phone make Black Berry Curve 9300 was recovered from his possession. Case FIR No.242/14 dated 19.03.2014 u/s 356/379/34 IPC PS South Rohini, Delhi has been solved.
HCs Sudhir Kumar and Narender were also deputed to develop the information regarding robbery committed by four persons on 19.03.2014 in the area of PS Pul Prahladpur which was registered vide FIR No. 112/14 dated 19-03-2014 u/s 392/34 IPC PS Pul Prahladpur, Delhi. On 27.03.2014, acting on a secret information, a team of Crime Branch led by Inspr Rajeev Kumar and comprising of HCs Sudhir Kumar, Narender, Cts Raj Kumar and Satender was constituted under close supervision of ACP O. P. Singh and overall guidance of DCP Bhisham Singh laid a trap in the area of Lal Kuan, MB road, Delhi and apprehended three accused persons namely (i) Bharat Kumar Gahlot s/o Banshi Lal r/o F-157, Lal Kuan, Near Panchmukhi Mandir, MB road, Delhi, (ii) Sanjay Kumar @ Sanju s/o Ram Singh r/o F-49, Lal Kuan, Near Panchmukhi Mandir, MB road, Delhi and Ashok Kumar s/o Narain Singh r/o F-79, Lal Kuan, Near Panchmukhi Mandir, MB road, Delhi. A robbed mobile phone instrument make SAMSUNG S 7562 Dual SIM was recovered at the instance of accused Bharat Kumar Gahlot and case FIR No.112/14 dated 19.03.2014 u/s 392/34 IPC PS Pul Prahladpur, Delhi was solved.
INTERROGATION AND MODUS OPERANDI:-
On sustained interrogation, the accused Sandeep confessed his involvement of committing snatching of mobile phones, gold chains and purses from ladies alongwith his other associates. He is a Bad Character of PS Mangol Puri, Delhi. He is previously involved in more than thirty criminal cases. He has been declared P.O in many pending trial cases as he was not appearing in courts and was arrested earlier. He remained in jail for more than one year and was released on bail on 14.03.2014. On very next day i.e. on 15.03.2014, he alongwith his associate namely Monu snatched the mobile phone of a girl near Brahm Shakti Hospital, Sultan Puri, Delhi. On further sustained, interrogation following cases were solved with his arrest-

On sustained interrogation Sandeep Garg @ Sippy disclosed that he alongwith his associate Rakesh snatched the recovered mobile phone instrument on 19-03-2014. Rakesh was riding the bike and he snatched the phone instrument. Efforts are being made to apprehend absconding accused Rakesh and to recover the bike used in the commission of crime.
During sustained interrogation of Bharat Kumar Gahlot, it was revealed that Vinay @ Bunddle, a Bad Character of PS Pul Prahladpur is the gang leader. All the gang members are habitual of consuming alcohol and drugs. The gang leader Vinay @ Bundle is previously involved in several criminal cases of Police Stations Pul Prahladpur, Badarpur and Ambedkar Nagar. Interrogation further revealed that accused Bharat Kumar Gahlot is also previously involved in two cases of Arms Act and theft. Ashok and Sanjay are first timers. Efforts continue to apprehend gang leader Vinay.

PROFILE:-
Sandeep (age 26 years) s/o Birju r/o H.No.R-188 Mangol Puri, Delhi has studied up to 10th standard. He fell in bad company and started consuming drugs at early age. He is a Bad Character of PS Mangol Puri, Delhi. He is previously involved in more than thirty criminal cases.
Sandeep Garg @ Sippy (age 27 years) s/o Raj Kumar r/o R-I/33, Budh Vihar Phase- I, Delhi is a school dropout. He studied up to 8th standard and thereafter left studies. He is married and used to work as a helper in a tile shop in stone market, Mangol Puri, Delhi. In a lust to earn easy and quick money, he opt short cut route of crime.
Bharat Kumar Gahlot (age 27 years) is a school dropout. He is previously involved in two criminal cases. Ashok Kumar (age 22 years) and Sanjay Kumar @ Sanju (21 years) are also school dropouts. They are first –time criminals.
Concerned police stations have been informed regarding their arrest and recovery. Efforts continue to apprehend their remaining associates and to recover more case properties.

AN INTERSTATE GANG OF DESPERATE AUTO-LIFTERS BUSTED
The staff of PS Tilak Nagar, West District has arrested 5 notorious auto lifters namely Aseem Khan, Md. Usman, Md Shaidab, Neeraj & Rahul and one receiver namely Shadab Khan and recovered 4 stolen cars and 12 cases worked out

INCIDENT AND TEAM
On 25/3/2014, complainant Gurpreet Singh reported in the Police Station Tilak Nagar about the theft of his Indigo Car No- DL-1YC-7529. He also informed that GPS system is also installed in the car. Consequently, a case vide FIR No 332 dated 25.03.14 U/s 379 IPC was registered and investigation taken up. A team comprising SI Manohar Lal I/C PP-Tilak Vihar, HC Deep chand No-1806 /W, HC Jai Bhagwan 1059W, HC Sanjay Dhama 89/W, Ct Punit 1745/W & Ct Pradeep 1104/Wwas immediately constituted under the supervision of Inspr. Jitender Malik, SHO/Tilak Nagar & overall supervision of Sh. Samay Singh, ACP/Tilak Nagar to collect information and bust the racket involved in the vehicle theft.
Thereafter, with the help of technical surveillance the position of vehicle was located in Vill. Kainran, UP. A trap was laid to bust the gang involved in the crime. After some time, three persons approached the car, but on seeing the police party they tried to flee. However the vigilant staff immediately apprehended them. On interrogation their identity was revealed as Aseem Khan, Usman, Shaidab and the stolen car was recovered from their possession.On sustained interrogation, two other accused Neeraj & Rahul @ Takla, were also apprehended. Rahul @ Takla is a desperateBC of the area of PS Malviya Nagar. On the basis of their disclosure one receiverof stolen property namely ShaidabR/o Bagpath as also been arrested in the above said case and 3 other cars were also recovered at their instance and
INTERROGATION
On sustained interrogation, it was revealed that all the above said accused persons belong to UP and are school drop-out. They came to Delhi several years ago. They are working as Mechanic, Painter, Driver etc in the area of West Delhi. Neeraj was working as driver in Gurgaon.However, presently they are indulging in committing Auto Thefts in different parts of Delhi. Their modus operandi is that they steal the vehicle from the area of Delhi and then dispose it off at cheaper rates in various districts of U.P, particularly western UP. Efforts are on to recover more number of vehicles.
Staff involved in good work is being rewarded suitably.
