Title: freedom of information (FOI) Analyst Classification: Administrative Officer 18

JOB OVERVIEW

To provide leadership and guidance on the implementation of the Freedom of Information and Protection of Privacy Act and make recommendations on the release of information and the protection of privacy.

·  Operates within a complex andat times confrontational environment to respond to access and privacy requests, working to find practical and equitable solutions within the parameters of FOIPPA

·  Understands impact of current events on access requests

·  Researches information, gathers facts, identifies resource requirements, develops alternatives and coordinates a timely response while understanding issues management protocols.

ACCOUNTABILITIES

·  Reviews, analyzes, recommends, develops and authorizes responses to access requests for sensitive, confidential and complex information within specified timeframes.

·  Determines the need to withhold and/or release information or records ensuring risks, legal and security issues to the author, applicant, third parties and/or the Ministry are considered.

·  Manages and organises a large and varied caseload and competing priorities.

·  Severs required information, in accordance with statutory requirements, prior to the release of information.

·  Acts as central liaison on behalf of the ministry clients when responses to requests for review or complaints are made to the Office of the Information and Privacy Commissioner.

·  Interprets and applies FOIPPA and regulations.

·  Works with stakeholders to anticipate complexities, gather facts, identify resource requirements, develop alternatives and coordinate a timely response. Researches, analyzes, and contributes to development and implementation of strategic policies relating to freedom of information and protection of privacy.

·  Maintains positive client relations by providing excellent customer service for applicants and ministry clients.

JOB REQUIREMENTS:

Education and Experience

·  Diploma in Law, Public Administration, Information Management, or Communications or other directly-related discipline and one year experience as an Analyst (or in a role performing analytical work as a significant percentage of your daily work), or an equivalent combination of education/training and experience

·  Experience interpreting and applying legislation, policies and directives (examples include: policies and laws of the provincial, federal, or municipal government, such as The Freedom of Information and Protection of Privacy Act, Document Disposal Act, Interpretation Act, BC Building Code, WorkSafeBC Standards)

·  Experience in negotiation, mediation, and/or conflict resolution

·  Preference may be given to applicants who have one of more of the following types of experience:

o  direct experience in interpreting freedom of information /privacy or similar legislation

o  experience in managing caseloads

o  experience working in a high-volume customer-service environment

Knowledge:

·  Knowledge of the intent and concepts of the Freedom of Information and Protection of Privacy Act, Document Disposal Act and other policies and procedures related to the collection, use and disclosure of information.

·  Working knowledge of government structure and decision-making processes

·  Ability to manage a high-volume, diverse caseload effectively and independently

·  Ability to prioritize and complete work assignments under tight deadlines including assignments involving complex issues, conflicting priorities and multiple third parties

·  Ability to develop and maintain effective working relationships with various stakeholders

·  Ability to work with highly confidential information, some of which may be of a disturbing, sensitive nature

·  Ability to provide clear and concise written information

·  Excellent oral communication skills, including well-developed listening skills

·  Ability to adapt to changing technologies in the work environment

·  Proficiency with standard office computer technology including MS Office, Word and Excel

·  Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).

It involves breaking down problems, tracing implications and recognizing patterns and connections that are not obviously related. It translates into identifying underlying issues and making the best decisions at the most appropriate time. At higher levels, the parameters upon which to base the decision become increasingly complex and ambiguous and call upon novel ways to think through issues.

Problem solving/Judgement is the ability to analyze problems systematically, organize information, identify key factors, identify underlying causes and generate solutions.

Building Partnerships with Stakeholders is the ability to build long-term or on-going relationships with stakeholders (e.g. someone who shares an interest in what you are doing). This type of relationship is often quite deliberate and is typically focused on the way the relationship is conducted. Implicit in this competency is demonstrating a respect for and stating positive expectations of the stakeholder.

Analytical thinking is the ability to comprehend a situation by breaking it down into its components and identifying key or underlying complex issues. It implies the ability to systematically organize and compare the various aspects of a problem or situation, and determine cause-and-effect relationships ("if...then…") to resolve problems in a sound, decisive manner. Checks to ensure the validity or accuracy of all information.

Self Control is the ability to keep one's emotions under control and restrain negative actions when provoked, faced with opposition or hostility from others, or when working under stress. It also includes the ability to maintain stamina under continuing stress.

Initiative involves identifying a problem, obstacle or opportunity and taking appropriate action to address current or future problems or opportunities. As such, initiative can be seen in the context of proactively doing things and not simply thinking about future actions. Formal strategic planning is not included in this competency.

Organizational Awareness is the acumen to appreciate and the ability to use the power relationships in either one's own, or other, organization(s). This includes the ability to identify the real decision-makers and the individuals who can influence them; and to predict how new events or situations will affect individuals and groups within the organization.
