Chapter-1
Introduction
Background:
This manual is prepared & published under section 4(1)(b) of Right to Information Act, 2005 relating to Industries Directorate, Orissa, Cuttack.
Objective / Purpose:
The objective / purpose of this hand-book is to provide various information on functioning of this Directorate, organisation setup, employees - their duties & salary, budget allocation, etc. for general information of public.
Intended Users:
Industries Associations, Existing & Prospective Entrepreneurs and general public.
Definition used in the Handbook:
In this Information hand book, unless the context otherwise requires;
a)‘Act’ means the Right to Information Act, 2005.
b)‘Appellate Authority’ means the Appellate Authority designated under sub-section (1) of section 19.
c)‘BPL card’ means a card issued to any citizen who is below the poverty line.
d)‘Current basic’ means the current basic pay of the officer/ employee concerned.
e)‘Designation’ means the designation of the post held by the officer/ employee of the organization.
f)‘Fees’ means amount payable by the applicant for obtaining any information.
g)‘Gross pay’ means the gross pay of the officer/ employee concerned.
h)‘Public Information Officer’ means the Public Information Officer designated under sub-section (1) of section 5.
i)‘Prescribed format’ means the from prescribed by Government.

Chapter-2 (Manual-1)
Particulars of Organisation, Functions and Duties
Objective purpose of Public Authority :
Directorate of Industries, Orissa looks after promotion & facilitates the growth of Small Scale Industries in the state of Orissa.
Mission / Vision Statement of the Public Authority
For making Orissa as number one Industrial state in the industries map of the country. Which will contribute economic development and generate employment for the people of the state.
Brief History of the Public Authority:
Industrial Development in Orissa was looked after by Directorate of Development, which was also taking care of the activities of other sectors like Agriculture, Fisheries, Irrigation & Endowment. In 1946 Directorate of Industries had been created to exclusively look after the Industrial Development of the State. Subsequently, in 1956 (2nd Five year Plan), 8 District Industries Offices (DIO) had been created namely in Ganjam, Cuttack, Puri, Balasore, Mayurbhanj, Sundargarh, Sambalpur & Bolangir. From 1960, DIO offices were established in all the erstwhile 13 Districts. DIC pattern was introduced since 1979-80 and 4 Project Offices were added namely in Jagatpur, Rourkela, Bhubaneswar & Rayagada to strengthen Industrial Activities. After creation of 30 districts, 14 new DICs were created.
Duties / Functions of the Public Authority
Promotion of Small Scale Industries:
i)Survey of Investment opportunities.
ii)Guidance to entrepreneurs.
iii)Preparation of Project Profiles.
iv)Issue of EM-I and EM-II certificates.
v)Co-ordination with other agencies.
vi)Identification & promotion of Ancillary & Downstream industries.
vii)Allotment of Raw materials to Micro & Small.
viii)Industrial cluster development.
ix)Implementation of Single window system.
Implementation of PMRY programme:
i)Counseling & Guidance
ii)Receiving application
iii)Preparation of Project Profiles.
iv)Evaluation of proposals.
v)Selection and sponsoring to Banks.
vi)Follow up with Banks.
vii)Training of beneficiaries.
viii)Recovery measures.
Administration of Incentives:
i)Incentive to Industrial units under State Industrial policies.
Other miscellaneous functions:
i)Release of assistance to IED & CTTC.
ii)Grant-in-aid to voluntary Industries Association.
iii)Micro & Small Enterprises Facilitation Council.
iv)Implementation of schemes like NPRI, IID, Growth Centre, IIUS.

Various services are delivered at the District Level by the DICs. Grievances of public are taken care by the General Managers, DICs at District Level and by Director of Industries, Orissa at Directorate level.

Procedure followed in Decision Making Process
Procedure followed to take decision on various matters:
As per the Record Manual based on Policies, Operational Guidelines, Rules & Regulations, Executive Instructions, Guidelines issued by Govt. from time to time, etc. decisions are taken on various matters.
Documented Procedures / Laid Down Procedures / Defined Criteria / Rules to arrive at a particular decision and different level through which decision process moves:
Procedures are based on various Rules, Regulations indicated in Chapter – 4.
All matters are processed in the concerned section and routed to the Director through the Sectional Head for decision making based on procedures. In case of ambiguity or in the absence of a procedure the matter is referred to Government.
Arrangements to communicate the decision to public:
Case based decisions are communicated to the individuals by letter. Important circulars and policies, amendments are placed in the website for information of general public.
Officers at various levels whose opinions are sought for decision-making:
The opinion of concerned Sectional Heads are normally taken for the purpose of decision-making based on rules and procedures.
Final Authority that wets the Decision:
Director of Industries, Orissa vets the decision. In case of non-availability of procedure or rules, Government provides the decision when referred.
