India and Iran come together to further collaboration opportunities in skill development; NSDC signs an MoU with partners in Iran

New Delhi, July 6, 2014: the National Skill Development Corporation (NSDC) signed a Memorandum of Understanding with the Technical and Vocational Training Organization (TVTO), Ministry Of Cooperatives, Labour and Social Welfare, Government of the Islamic Republic of Iran. This is an exclusive initiative undertaken to further the collaborations in skill development between India and Iran.

Under this MoU, the two countries will be able to initiate work in the skills space and will be able to share existing working models and experiences, thus facilitate exchange and learning from best-practices in training, entrepreneurship and skills development. The MoU will felicitate and promote sharing the quality and experience in Technical Vocational Education and Training (TVET) of both countries.

Mr. Kourosh Parand, Deputy Minister & President – TVTO and Mr. Dilip Chenoy, MD & CEO, NSDC signed the MoU at NSDC Office in New Delhi today. Mr. Parand was accompanied by a eleven member strong Iranian Delegation who accompanied him to India and discussed the future of collaborating on skills in India and Iran.

Mr. Dilip Chenoy, MD & CEO, NSDC welcomed the announcements and said, “NSDC appreciates the collaboration between Iran and India on Skills initiatives and is confident that this partnership will play a crucial role in helping us achieve our goals that we have set for ourselves.”

Mr. Kourosh Parand, Deputy Minister & President – TVTO said “We are delighted to be here in India and partner with NSDC. Our partnership will be focused towards undertaking an innovative approach for addressing skills shortage in both the countries, and will have credible long term solutions for young people entering the workforce”.

The following areas of collaboration have been identified between TVTO and NSDC:

a. Support for a creation of a demand driven competency based vocational education and training system: NSDC will support TVTO in establishing a competency based vocational education and training system. This would be based on NSDC experience in terms of establishing the requisite institutional architecture in which the three main stakeholders – Industry, Government agencies and skill training providers, both private and public can come together in a common platform for skill development

b. Conduct of Skill Gap Studies: NSDC would support with the help of its partners in conducting skill gap studies in various sectors and geographies. This would include demand assessment from Iranian industry perspective in terms what are the current and potential jobs (over a time period of say 10 years) and what are the skills required for these jobs. Also this would include determining the self-employment potential within the country. It would also include both a quantitative and qualitative assessment of the current skills training institutions and determining what is the skill gap both sector wise and geography wise

c. Setting up of Sector Skill Councils: The Sector Skills Councils are industry- enabled bodies created with the support of the key companies in each sector and NSDC. Sector Skills Councils are the primary institutions for involving the industry in creating a demand driven skill development ecosystem. NSDC will help TVTO in setting up such Sector Skill Councils – NSDC has ,so far approved setting up of 31 Sector Skill Councils in Construction, Agriculture, Handicrafts and Carpets, Textiles, Apparels, Capital Goods (for engineering trades), Automotive, IT-ITeS, Healthcare, Hydrocarbons, Security, Plumbing, Electronics, Mining, Telecom, Aviation and Aerospace, Food Processing, Hospitality etc.

d. Creation of National Occupational Standards: NSDC and Indian Sectors Skill Councils will help TVTO to set Iranian National Occupational Standards as per local Iranian needs which could be used by Iranian Education and Training system

e. Creation of the Funding Mechanisms/ Institutions for skill development: The funding for skill development could be either through the public sector agencies or through the creation of funding institutions for public-private- partnership (PPP) models for skill development. NSDC would support TVTO in creating such funding mechanisms and institutions by sharing its knowledge and experience in India.

f. Launching Special Projects: NSDC will collaborate with TVTO in launching and implementing Skilling schemes to be funded by the Government of Iran – on the lines of “Standard Training Assessment and Reward (STAR)”, Ministry of Finance, Government of India in which Indian Sector Skill Councils trained, certified and gave monetary reward to 1 Million Indians. The fund value of this scheme was INR 10 Billion (US $ 165.5 Million) which is managed by NSDC.

g. Setting Up Labour Market Information Systems: NSDC through its Sectors Skill Councils would support TVTO in creation of Labour Market Information Systems, critical for creating transparency between employers and skilled persons.

h. Skills Training for Entrepreneurship: Create the skills training ecosystem for creation of entrepreneur driven ventures. This would include study the overall entrepreneurship landscape and models of Entrepreneurship.

i. Skills Training in Schools and Colleges: NSDC through its Sectors Skill Councils would support TVTO in introducing skills training in Schools and Colleges. This would involve working with School education regulatory boards and Universities and creation of skills development modules within the curricula of these institutions

j. Providing the Inputs for establishment of high quality skills training institutions: NSDC through its funded training providers could provide the requisite inputs for creation of high quality skills training institutions, This would include

(i) Creation of content compliant with Iranian National Occupational Standards (NOS)

(ii) Creation of Training Of Trainer Institutions that would support the skills training companies with high quality trainers trained on Iranian NOS

(iii) Creation of Assessment and Certification ecosystem, which includes accreditation of assessment bodies to Sector Skills Councils, which would be the certification agencies in Iran

k. Establishment of Skills Training Institutions: NSDC with the help of its training providers can help establish skills training institutions in Iran. This would include support for standardized designs for skills training infrastructure, actual training delivery in terms of blended models of classroom/ training lab delivery and mobile/ web based training delivery

l. Marketing of NSDC Innovation Projects: NSDC encourages its’ partners to find innovative solutions in skilling space. The innovations done by these partners include innovative solutions, practices, models and other relevant research in the skill development space. These can be used by practitioners, Government agencies, policy makers, corporates and other stakeholders that contribute to this growing and vibrant ecosystem. These innovative solutions could be used by Iranian stakeholders by entering into a direct collaboration with the NSDC partner who has developed the solution.

m. World Skills: TVTO and NSDC will cooperate with each other for preparation of the candidates for the World Skills competition. This would entail visit of both participants and officials from both India to Iran and vice-versa.

n. Oil and Gas Skills: NSDC and its Sector Skills Council dealing with Oil and Gas may seek help from Iran through TVTO in developing the Occupational Standards for the Oil and Gas sector. TVTO could provide the necessary help and support.

The Parties shall establish a Joint Committee on Vocational Skill Training and Development. The Joint Committee shall consist of 6 representatives designated equally by each Party; 3 Managers and Experts will be nominated by each TVTO and NSDC, their office shall be co-terminus with the tenure of this MoU.

Technical and Vocational Training Organization (TVTO) affiliated to the Ministry of Cooperatives, Labor and Social welfare was founded in 1980 by integrating three training bodies- MOLSA’s General Directorate for Vocational Trainings, Apprenticeship Fund and Apprenticeship Society - as Technical and Human Force Training Organization. TVTO is the main institution in charge of short-term Technical and Vocational Trainings.
