6104.1 - Line Officers.

Delegations of authority to Deputy Regional Forester for Administration, Staff Directors, and Forest Supervisors and the guides for further delegation of these authorities follow. Supervisors who have certified professional personnel staff in grades GS-9 and above.

Exhibit 1 shows the authorities delegated. Delegations involving employment, classification, labor management relations, CONCERN, pay, discipline, and adverse actions must be requested by the appropriate line officer, be in writing, and receive approval of the Regional Human Resources Director. See exhibits 2, 3, 4, 5, and 6.

All delegations for employment, employee assistance, and classification and pay authority must be documented in appropriate position descriptions.

1. Certification. The Forest Supervisor must certify that the candidate meets the criteria listed below by preparing an appropriate delegation letter (exhibits 2, 3, 4, 5, and 6) and submitting it to the Director of Human Resources for approval.

Candidates for certification must meet the following criteria to a degree acceptable to the Director of Human Resources.

2. Employment Authority. Forest Supervisors may redelegate authority to appropriate employees as follows:

a. Forest Supervisor's Office:

(1) The Deputy Forest Supervisor may have full delegation of authority equal to the Forest Supervisor. This delegation must be in writing, signed by the Forest Supervisor, and one copy of the delegation sent to the Director of Human Resources. Prior approval by the Director of HR is not required.

(2) Candidates who have delegated employment authority in other Forest Service Regions, Stations, or Areas must:

(a) Be in a GS-9 or higher position.

(b) Document that criteria 2A (4) (a through c) (or equivalent) below have been completed.

(3) Candidates who have had delegated employment authority in other agencies must:

(a) Be in GS-9 or higher position.

(b) Complete a detail in the Regional Office for orientation and training.

(c) Document that criteria 2a (4) (a through c) or equivalent below have been completed.

(4) Candidates who have not previously had delegated authority must satisfactorily complete:

(a) Participate fully in one activity review conducted by the Regional Office Recruitment and Staffing Group.

(b) Work experience of at least 6 months at the GS-9 level in personnel work including recruitment, placement, and employee relations on a National Forest or Regional Personnel Office which demonstrates the ability to administer an employment program.

(c) Detail for training in the Regional Office Human Resources staff Placement Group, on preparation of personnel actions, merit promotion system, qualifications, recruitment, employee discipline, adverse actions, grievances, and complaints as related to Region 3 delegated authorities.

(5) Personnel Assistants, GS-203-6 and above, in the Supervisor's Office, who meet the following criteria may be delegated employment authority restricted to appointments to positions limited to 1 year or less.

(a) Be trained in personnel policies, in employment integrity of Federal Personnel System, authorities for employment recruitment, qualification standards, personnel actions and records, equal employment opportunity, youth and special programs, and basic employee relations (Supervisor's Office).

(b) Preaudit ;by a personnel specialist, GS-9 or above, with delegated employment authority, of all personnel actions prior to delegation or employment authority. There is no set length of time or number of personnel actions--continue until demonstrated performance is fully satisfactory to assure employment authority is exercised in accordance with the laws, policies, procedures, limitations, contained in the Forest Service Manual, Federal Personnel Manual, and other appropriate manuals and directives.

3. Classification Authority. Candidates who have not had authority in other Forest Service Regions, Stations, or Areas must have:

a. Satisfactorily completed Office of Personnel Management, Forest Service, or other equivalent formal classification training course of at least 80 hours.

b. Satisfactorily completed Region 3 formal classification residency course consisting of 80 hours or more of training and practice; an additional 40 hours of orientation and training in classification consisting of a detail to the Regional Office in classification work, serving as a member of a Regional Office classification audit or review team or other equivalent concentrated training in classification. Training in the above courses must include essential elements of the classification process; such as, desk audits, position management, and management advisory services, as well as mechanics of classification.

c. Work experience of at least 6 months in classification, on a National Forest or in the Regional Office, at the GS-9 level, including only experience gained subsequent to completion of the first 80 hours of training training.

d. Demonstrated work performance in classification including the following:

(1) Candidates for full authority must have sufficient case actions submitted (AD-332, narrative description, evaluation statement and supplemental information when required) in a variety of occupations to the Regional Office to demonstrate capability.

Candidates who have had delegated classification authority in other Forest Service units may have the same delegation in Region 3. To maintain this delegation, the delegate will have to satisfactorily complete a postaudit requirement. The postaudit requirement will consist of sufficient positions to demonstrate knowledge. At least half of the positions in each category must be new positions and not redescriptions.

Candidates who have delegated classification authority in other agencies:

(a) Complete a minimum of 40 hours of orientation and training in the Regional Office.

(b) Show that training or equivalent required in items 3a-d above have been completed.

4. Discipline and Adverse Action Authority. Forest Supervisors may redelegate disciplinary action authority for temporary and probationary employees, in writing, to appropriate employees as follows:

a. Forest Supervisor's Office.

(1) Must be in a GS-9 or higher position.

(2) Must have employment authority, including training specified in 2 (4) (d).

(3) All other authority delegated to Forest Supervisors for disciplinary actions may not be redelegated (exhibit 1).

Supervisors may delegate, in writing, to one individual on the Forest, authority to administer the employee assistance program. The individual must meet the following:

a. Be in a GS-9 or higher position.

b. Complete formal course or courses which provide orientation of Federal employee assistance programs.

6. Criteria for Maintaining Personnel Delegation.

a. Forest Supervisor must have certified individuals on the staff who have been delegated authority.

b. Skills must be currently maintained and used. If the individual has been out of position or has not exercised delegation for 1 year, he/she must be detailed to the Regional Personnel Office for trial performance.

c. Those presently in personnel management positions with delegations will have their work evaluated through audits, program evaluations, and workflow. Where weaknesses are noted, suggestions from the Regional Personnel Office will be made for improvement.

(1) Specialist must meet an acceptable level of legal (title, series, and grade) and regulatory requirements to continue exercising classification delegation.

(2) Specialist must meet an acceptable level of legal and regulatory requirements to continue exercising employment delegation.

d. The authorities delegated to a unit will be maintained with commensurate skills at the delegated level or withdrawn.

e. For all reduction-in-force and disciplinary actions taken under Forest authority, excluding letters of caution or admonishment, a complete case file will be furnished to the Regional Office for review and preaudit!

All specialists who have held delegated authorities in other Forest Service Regions, Stations, or Areas must complete orientation in the Regional Personnel Office.

d. The authorities delegated to a unit will be maintained with commensurate skills at the delegated level or withdrawn.

e. For all reduction-in-force and disciplinary actions taken under Forest authority, excluding letters of caution or admonishment, a complete case file will be furnished to the Regional Office for review and preaudit.

3. Special Provisions

a. Employment authority will be exercised in accordance with the policies, procedures, and limitations contained in the Forest Service Manual, Department Personnel Manual, Federal Personnel Manual, and other appropriate manuals and directives. (Basic guidelines are contained in DPM 277.)

b. You may not approve an action on yourself or on any person who is in direct line of supervision above you, except as provided in DPM 277.

c. The duties of employment officer have been included in your current official position description.

d. This authority may not be redelegated.
