1.EXECUTIVE SUMMARY
The Government of India (GOI) through Ministry of Shipping Road Transport & Highways (MOSRT & H) is contemplating to enhance the traffic capacity and safety for efficient transportation of goods as well as passenger traffic on the heavily trafficked National Highways. The Government of India had entrusted National Highways Authority of India (NHAI) for the development, maintenance and management of National Highway No.9 (NH-65) including section from Km 348.800 to Km 493.000 (144.200Km) in the states of Karnataka and Andhra Pradesh and from km 348.800 to km 423.800 (75Km) in the state of Karnataka and from Km 423.800 to Km 493.000 (69.200 Km) in Andhra Pradesh.
The project stretch passes through four major towns Sanagareddy, Sadasivpet, Zaheerabad in Andhra Pradesh state and Humnabad in Karnataka state. Bypasses of total length 18.925 Km are proposed for Sadasivpet, Zaheerabad and Mannaekhelli towns. New two lane service roads of width 7.000 m are proposed near the settlement areas. Total length of service road is 41.572 km including both sides. The project stretch crosses two major railway lines one in Zaheerabad and one in Humnabad. There are three major bridges and 47 minor bridges along the project stretch. 7 Flyover/Vehicle Underpasses and 14 Pedestrian Underpasses are newly proposed. Project facilities include 2 Toll plazas, 2 Truck lay Byes, 18 Bus bays and 2 Rest Areas.
In order to provide a better level of service to the vehicular traffic and to augment the capacity of NH-9 by widening the existing 2 lane to 4 lanes divided carriageway facility including strengthening of the existing 2 lane, it has been decided to carry out the works on Design, Build, Finance, Operate and Transfer (DBFOT) Toll Basis Under NHDP, Phase-III.
2.SCOPE OF THE PROJECT
The scope of the project shall include the following during the concession period:
- Construction of the project highway on site as set forth in Schedule–A and as specified in Schedule–B together with provision of Project Facilities as specified in Schedule–C and standards as set forth in Schedule–D of the Concession agreement.
- Operation and Maintenance of the project highway in accordance with the provisions of the concession agreement.
- Performance and fulfillment of all other obligations in accordance with the provisions and matters incidental thereto or necessary for the performance of any or all of the obligations of the concession agreement by the Concessionaire.
- PROJECT MILE STONES(SCHEDULE-G)
Project Mile Stone – I:Project Mile Stone – I shall occur on the date falling on the 180th day from the Appointed Date i.e. 01.04.2014. Prior to the Project Mile Stone – I, the Concessionaire shall have commenced construction of the Project Highway and expended not less than 10% of the total capital cost set forth in the Financial Package i.e. Rs. 12.66 Crores.

2nd Mile Stone:400 days from appointed date i.e. 01-04-2015 – 30% of Project Cost Rs. 507 Crores, shall have started all bridges.
