INCREMENTAL CREDIT FOR CASUAL / NON CASUAL TEACHERS EMPLOYED IN VOLUNTARY SECONDARY AND COMMUNITY/ COMPREHENSIVE SCHOOLS

Negotiations between the Department of Education and Science and the Teachers’ Unions on the implementation of the “The Protection of Employees (Part-time Work) Act 2001” as it applies to second level teachers were finalised earlier this year.

The terms of the agreement relating to the award of incremental credit for casual and non casual qualified teachers are being implemented from October 2006. Incremental credit for eligible service since the 20th December 2001 will be applied from October 2006 where applicable, and teachers will be placed on the appropriate incremental point. Arrears may be payable to some teachers arising from previous service, and these will be paid in 2007.

Calculation of incremental credit

The following is a brief summary of how incremental credit for casual and non-casual service is calculated.

Non Casual contract

All non-casual service is counted towards an increment. When 600 hours have been worked in this capacity and when the anniversary of the last increment awarded has passed, the teacher will progress up one point of the incremental salary scale. Non casual hours worked which are insufficient for the award of an increment will carry forward towards an increment from one school year to the next. Non-casual contracts may be awarded to replacement teachers for maternity leave, adoptive leave and parental leave.

Casual/non casual teachers who are also RPT teachers

If a teacher has an RPT contract and concurrentlyteaches in a casual/non casual capacity, all service will be considered as non-casual and will be paid at the teacher’s personal rate of pay. He/she will not get additional incremental credit for the casual/non casual work. This is because a full day’s credit is counted for incremental purposes for RPT contracts regardless of the daily hours worked. (Only one increment may be awarded per annum)

Casual teachers

A qualified teacher must work 300 hours or more in a casual capacity within a school year for this service to be counted towards an increment. If for example a teacher completes 299 hours in a casual capacity from September to August (school year) this service will not be counted towards an increment.

Once 300 casual hours have been completed within the school year, the service is reckonable for the award of incremental credit and may be carried forward to the next school year for accumulation for incremental purposes.

Unqualified teachers

Unqualified teachers will be paid at the unqualified rate and service will not reckon towards incremental credit.

Rates of Payment

Casual service will be paid at the standard casual rate for the first 150 hours. When 150 hours have been worked the rate of payment will depend on the incremental point. For example, if a teacher had previous service and had progressed to the 6th incremental point, then any hours over 150 worked in a casual capacity will be paid at the 6th point of scale.

Non casual service will be paid on the incremental point of scale.

All rates of payment include holiday pay.

Casual rate – inclusive of 22% holiday pay

Non Casual rate – Point of scale and allowances divided by 735 hours

(735 hours = 22 hours per week * 33.4 weeks in the year)
