Incident Command System-Positions Description

Director- In charge of making final decisions regarding BRCIC operations.Public information officer for the agency.

EOC Liaison- Sits at Mayor’s Office of Homeland Security and feeds information to and from Emergency Manager.

Emergency Manager- In charge coordinating 2-1-1 response efforts, including call center, volunteers, resource department, and procurements. Will communicate with the Director any 2-1-1 needs (such as purchase approval, internet outage, etc.).

Procurement Manager- Responsible for keeping building stocked with food, supplies, and other resources as identified by Emergency Manager.Responsible for setting up meals (including sign in sheets), buying (or designating someone to go buy) groceries/food/supplies, and documenting all expenses with the Accountant. All purchases (other than food) must be requested from Emergency Manager.

Accountant- Assists procurement manager with proper documentation of expenses. Assist with payroll verification.

Call Center Liaison- Located in the call center to help feed information back and forth from 2-1-1 operators to the resource department. During peak hours, have hourly updates available for all 2-1-1 operators (verbally, DO NOT PRINT THINGS OUT UNLESS ABSOLUTELY NECESSARY) in coordination with information provided by the resource manager.

Resource manager- In charge of communicating with call center liaison about caller needs not currently able to be addressed by existing resources and requests from call center liaison about requests for updates and verification of information currently in the database. Communicates and delegates resource update/inclusion tasks to the resource specialist(s) on duty at BRCIC and in remote locations.

Volunteer Coordinator- Responsible for follow up communication with interested volunteers. Responsible for having new volunteers fill out application, criminal background check, and policies. Responsible for adding volunteer onto iCarol.Responsible for coordinating with call center liaison to train the new volunteer 2-1-1 operator.Responsible for the scheduling of all 2-1-1 operators.

Resource Specialists- Responsible for completing tasks delegated by Resource Manager. Use Disaster Database Resource Updating Procedures provided by Resource Manager to assist with specific procedures expected of the resource specialist.

2-1-1 Operator- Responsible for taking disaster related calls for Louisiana 2-1-1. Must agree to follow all policies and procedures outlined during training. Communicates needs, questions, concerns to Call center liaison. Responsible for learning about updated information provided by call center liaison as it becomes available.

Crisis Counselor Supervisor- Responsible for overseeing the continued operations of the crisis lines. Communicates requests for information to Emergency Manager and filters that received information down to the crisis counselors.Responsible for the scheduling and supervision of crisis counselors.

Crisis Counselors- Responsible for answering crisis calls as per the policies of The PHONE and under the direction of the Crisis Counselor Supervisor.
