Therefore, the San Miguel Water Conservancy District (the "District") has been exploring alternative methods of financing and reconfiguring the San Miguel Project. The District contracted with John Porter, via San Miguel County, to study prior San Miguel Project documents and to meet with area water entities to develop a Project, using the water rights in this matter, which combines and improves existing systems to increase the water availability within the District at a cost of $4,000, half to be paid by the District. John met on numerous occasions with (a) the District Board, the Board of the Farmers Water Development Company (“Farmers”), which owns Gurley Reservoir, and (3) with the Board of the Lone Cone Ditch and Reservoir Company, which owns Lone Cone Reservoir. The idea is to develop water system improvements on streams tributary to the SM River, which would not interfere with the water delivery to the two water companies. The District also met with the San Miguel Board of County Commissioners to discuss water development improvements in the area.
