To: Meat Industry Operators

Subject: Export of pigmeat to Australia

This is to inform you that agreement has been reached with the veterinary authorities in Australia on the wording of a veterinary health certificate for the export of uncooked pigmeat from Ireland to Australia. The pigmeat must be further processed on arrival in Australia at a processing establishment(s) that has/have entered into an agreement under Section 66(B) of Australia’s Quarantine Act, 1908,

Eligibility

The agreement covers uncooked deboned pigmeat derived from healthy pigs which have been continuously resident in the Republic of Ireland since birth and were slaughtered deboned & stored in anestablishment approved by this Department to export pigmeat to Australia, and which establishment is under the supervision of an official veterinarian of this Department. Also, the establishment where the meat was prepared must not prepare or process pigmeat not eligible for export to Australia while pigmeat is being prepared for export to Australia.

The text of the agreed certificate is shown in Annex 1 below.

Role of the Food Business Operator

If plant management wish to supply the Australianmarket, they must advise the Veterinary Inspector in advance and draw up a Standard Operating Procedure, in consultation with the Veterinary Inspector.

The SOP must set out how the FBO produces and/or storesdeboned pigmeat, which meets the criteria for certification and the measures the FBO will take to ensure the Australian criteria are met. A list of DAFM supervised plants and public cold stores eligible (provided the required SOPs are put in place) for this market is attached to this trader notice at Annex II.

Certificates printed on the special security stationery may be requested by certifying officers through the usual channels.

  1. The pigs from which the meat was derived have been continuously resident in the Republic of Ireland since birth and were slaughtered on

  1. The pigs from which the meat was derived passed ante- and post-mortem veterinary inspection under official veterinary supervision; the meat is considered to be fit for human consumption.
  1. The Republic of Ireland is free from foot-and-mouth disease (without vaccination), African swine fever, classical swine fever, Nipah virus, swine vesicular disease, vesicular exanthema and Aujeszky’s disease.
  1. The meat has not been derived from the head or neck[i], major peripheral lymph nodes[ii] have been removed, and the meat has been deboned.
  1. The establishment where the pigs from which the meat was derived were slaughtered, the establishment where the meat was prepared and the establishment where it was stored, all have current approval from the Department of Agriculture, Food and the Marine (DAFM) (and therefore European Commission and DAFF approval) for their facilities and hygienic operation.
  1. The name(s), address(es) and veterinary control number(s) of the plant(s) areas specified in Section II.
  1. Officials of DAFM were present in plants at all times when pigs were being slaughtered for export to Australia.
  1. The establishment where the meat was prepared did not prepare or process pig meat not eligible for export to Australia while pig meat was being prepared for export to Australia.
  1. The meat has been prepared for export and packed on ...... ………………………… (dates), and the bags, wrappers or packing containers were clean and new.
  1. The identification number of the slaughtering establishment and the establishment where the meat was prepared is readily visible on the meat or, where the meat is wrapped or packed, was marked on the package or wrapping containing the meat, in such a way that the numbers cannot readily be removed without damaging the meat, package or wrapping.
  1. The meat was not exposed to contamination prior to export.
  1. The meat is being transported to Australia in a clean packing container sealed with a seal bearing the number or mark ...... ; the container contains only meat eligible for entry into Australia.
