All Aspects of the Migration Question: Expert Information Meeting Prior to the High Level Plenary Meeting on Addressing Large Movements of Refugees and Migrants

The Summit for Refugees and Migration approaches, and the international community must come to a consensus on how to address the needs of the 65 million displaced persons in the world today. During this process multiple international issues will be discussed ranging from humanitarian need to state sovereignty and border security. Assembling a panel of experts and diplomatic leaders intimately knowledgeable with the issues facing states, migrants, and refugees, the United Nations Institute for Training and Research (UNITAR) and the Permanent Mission of Italy to the United Nations endeavour to prepare delegates of all States to respond to and seek the good of currently displaced peoples while creating a framework to aid and care for future displaced peoples.

  • Learn about the root causes of displacement and migration in 2016;
  • Discuss the interplay between state sovereignty issues and humanitarian crises in migration;
  • Prepare to create a framework to aid and care for future displaces people.

Briefing on the Work of the General Assembly and the Main Committees

In September, hundreds of diplomats will be attending the annual session of the United Nations General Assembly, the Organisation’s main deliberative body. A large proportion will come from the capitals and may not be sufficiently familiar with the United Nations. Before taking up their assignments, many diplomats feel the need for a short but very intensive course on the functions of the General Assembly and its Main Committees. This general briefing, that attracts hundreds of participants, aims at providing such information to new delegates to the General Assembly.

Key Objectives

To enable participants to:

  • Describe the functions, practices and procedures of the General Assembly;
  • Identify and assess the main issues before the General Assembly;
  • Determine the role of the President of GA and informal consultations;
  • Provide delegates with an overview of critical issues to the work of committees;
  • Prepare participants to effectively engage in discussions on subject matters relevant to their committee;
  • Sensitize delegates for the special procedures and dynamics of each committee.

Skills Building for High Level Diplomats: Chairing a Committee

The performance of the Chair is a central component and decisive for a Committee’s success. Effective leadership is fundamental to ensure the Committee achieves its aims and produces wide-reaching and meaningful outcomes. Committee Chairs must have the tools to exert authority and positive leadership, to stimulate consensus and ensure follow-through on defined actions and topics.

This one-day intensive skills-building workshop aims to provide delegates with the necessary skills for effectively conducting a meeting and leading a Committee. The participants will learn from professional trainers as well as from experienced practitioners.

Key Objectives

To enable participants to:

  • Acquire a better understanding of the role and tasks of the Chairman;
  • Adopt performing structures and approaches for conduction a meeting and the tools available to ensure a productive outcome;
  • Learn techniques to overcome gridlocks in negotiations;
  • Develop skills and techniques to maximize participant contributions and sense of ownership in the Committee’s work.

Report Writing

Report writing is one of the immediate follow-up tasks of participation in intergovernmental conferences, meetings and negotiations. This task is extremely time-consuming even more so for the conference delegate who does not possess appropriate tools or does not apply a comprehensive methodology. A successful report depends firstly on the specific body of knowledge which the writer possesses and secondly on specialized techniques which allow the written transfer of that knowledge to be as smooth and as effective as possible. Good and effective reports leave no opportunity for the reader to miss or misunderstand any facts or arguments.

  • Delegates will learn how to synthesize information;
  • Work under tight time pressures;
  • Formulate and prioritize central arguments that are to be included official diplomatic correspondence.

Drafting Resolutions

While the Charter of the UN has often been regarded as the constitution of the Organization, resolutions adopted by its principal organs may be considered its laws.

This workshop provides training on how to go about drafting a UN Resolution, from the rules, terminology of drafting a UN Resolution, the process underpinning its adoption. Participants will learn about the structure of UN resolutions, with a detailed introduction to resolution drafting. They will gain hands-on experience through drafting exercises. Rules and practices relating to the adoption of resolutions and decisions are also covered.

UN Budgeting System- with a Focus on Funding Sources, Expenditure, Specific Program Funding and Financing

The UN system is mainly financed through assessed and voluntary contributions from member states. The UN Specialized Agencies are funded partly through assessments and voluntary contributions. The course will go through the Regular Budget, the Peacekeeping Budget, and the international tribunals budget, which are funded through assessments. Also how the UN Programmes and Funds are financed through voluntary contributions from member countries.

To enable participants to:

  • Describe the structure and form of United Nations resolutions and decisions;
  • Apply this improved understanding and enhanced skills when drafting resolutions;
  • Distinguish the rules and practices relating to the adoption of resolutions.
